7 Refinement of Narrative Removal of narrative which does not support land use decision making but rather offers an historical context to settlement in the City. Similar revisions made to Section 7.5 Arts and Culture to focus on how policies are intended to support land use decisions regarding growth and development; and to lessen instances of duplication (e.g., narrative including definition of defined terms)

8 Removal of redundant policy language/sections Removal of policy sections which are captured elsewhere in the Plan. Inclusion of specific policy content to ensure objectives are upheld.

9 Policy revisions to support provincial objectives PPS distinguishes between urban and rural areas. Urban areas shall be the focus of growth while development in rural areas shall be limited. Policy revisions to adopt PPS language and to emphasize focus of growth (urban). Note that many revisions have added cross references to compatible development and the policies of 2.7.

10 Refinement of Minimum Residential Density Policies Revisions to address public comments. Concern regarding the extent to which densities could be increased along the periphery of a Centre of Corridor.

13 Refinement of Stable Area Policies (2.6)

14 Refinement of Stable Area Policies (2.6) Housing Districts are intended to remain stable. Stable areas will be protected through policies of 2.6. While Housing Districts are considered stable, they may contain areas which are undergoing fundamental change, or areas that have the potential to support growth and development (e.g., near campus neighbourhoods; provincial campus; NKT). Secondary plans and specific policy area plans will be advanced to establish a land use planning framework to support future decision.

16 Refinement of Stable Area Policies (2.6) A stable area is defined by characteristics outlined in outlines those situations through which intensification may be permitted within a stable area and makes reference to the compatibility policies of 2.7. Where development is proposed in a form that does not meet one of the situations outlined in 2.6.3, an OPA will be required along with a planning rationale which addresses the criteria of In instances where the criteria of are not met, the development may be deferred pending the completion of a land use study or secondary plan. Per 2.6.7, an interim control by-law may be passed by the City to allow for the completion of a broader land use study.

Locational criteria: - Periphery of stable areas; - Close to commercial areas, parks, open space and community facilities; - Off an arterial road that crosses through a lowdensity neighbourhood unless the listed street is the subject of a development scenario established through a secondary plan or specific policy area plan; - removal of potential justification through UDS

20 Refinement of Special Residential Use Policies 3.3.D Special Residential Use policies moved into section 3.2 Community and Care Facilities Focus given to land use considerations not users (Human Rights) Recognition of uses that may function as a residential use. Reference made to demonstrating compatibility.

21 Refinement of Special Residential Use Policies Revisions to 3.3.D.10 Student Accommodation Removal of reference to student accommodation as it places too much emphasis on the user and does not recognize factors of land use (human rights). Revisions to 3.3.D.2 to address public feedback. It is not the City s responsibility to ensure that students have access to affordable, safe and sanitary housing, although good land use planning policies should support this objective.

22 Refinement of Rideau Canal Policies Policies of Section 3.10.A Rideau Canal UNESCO World Heritage Site relocated into Section 7.3.A; the Canal is not a land use designation Creation of a 30m overlay within which specific OP policies apply. These policies are aimed at conserving the heritage value of the UNESCO World Heritage Site.

23 Development criteria consolidated where appropriate. Important to note that the intent of policies is aimed at conserving the cultural heritage landscape and built heritage resources. Appropriateness of development to be determined through completion of heritage impact statement and consultation with Parks Canada and the CRCA..
