Post 2015 Development Agenda & Nepal Nepal is committed the Post 2015 Development Agenda and Sustainable Development Goals(SDGs) As a signatory to the Declaration of Istanbul Program of Action (IPoA), Nepal committed to seeking graduation from an LDC category by 2022
Post 2015 Development Agenda & Nepal All development efforts towards the achievement of that ambitious goal The landlocked situation of Nepal, poor transport infrastructure and connectivity, excessive cost of transit transport also call for special attention Drawing global attention and support in the fight against the ominous effects of climate change (melting of snow, explosion of glaciers lake, etc.)
Sustainable Development In countries like Nepal, without a sound economic growth addressing poverty reduction and environmental protection, there will be no sustainable development In the context of sustainable development, Nepal can tap on its tremendous potentials for hydropower generation, sustainable agriculture and sustainable tourism development
Goal & priority of 13th Plan Graduation from LDCs to DC by 2022 Meet SD and Climate Change related challenges by promoting Green Economy Reduce poverty (to 18%) and improve overall well being
National Statistical System (NSS) of Nepal A NSS is defined by a legal framework, infrastructure and institutional arrangement for data collection, management dissemination and utilization of official statistics in a country Major Components of the NSS Nepal Data Producers Data Users Data Suppliers Research and training Institutions Data Generation System in Nepal Censuses and Sample Surveys Administrative Record s and Derived Statistics Others sources
Statistical System of Nepal Central Bureau of Statistics (CBS) was established in 1958 by virtue of statistical Act CBS is the sole agency of the Government of Nepal (GoN) responsible in the collection, consolidation, publication and analysis of the statistics National Statistical Council (NSC) as the coordinating and policy making body in the area of statistics The present statistical system is a de facto decentralized set up with the CBS as the major statistical agency 11/24/
Challenges of the National Statistical System Statistics Act is very old and insufficient for present scenario According to the Act, CBS is having full authority regarding any statistical activity in the country The present statistical system is not supportive enough to deal with the present day requirement, to generate reliable and adequate statistics 11/24/
Major efforts made to improve NSS Draft of the new Statistics Act & submitted to Cabinet Finalization of National strategy for the Development of Statistics(NSDS) CBS is on the process of restructuring
Organogram of CBS National Planning Commission Secretariat Central Bureau Of Statistics Planning and Human Resource Management Division Social Statistics Division Economic Statistics Division 33 Statistics Office Planning Section Population Section National Account Section Standardizations and Coordination Section Household Survey Section Price Statistics Section Sample Design and Survey Clearance Section Social and Gender Statistics Section Establishment Census &Survey Section Training Section Environment Statistics Section Economic Census Section Publication, Distribution and Library Section GIS Section Trade Statistics Section Financial Administration Section MIS & Data Processing Section Agriculture & Forestry Section Administration Section Agriculture Census Section
Responsibility of CBS Provide Required data for formulation of plans and policies of GoN Implement International Standard Methods and Definition in the Surveys/ Censuses Develop National Standard Methods/ Definition / Classification/ Codes Explore and Provide the different sectors of statistics for fulfilling requirements of the Country Establish secured data base & documentation Organize National and International Training, Seminar and Workshop Relating to the Statistics 11/24/
Major Activities of CBS It serves as a national statistical organization of Government of Nepal It generates timely and reliable socio-economic statistics mainly through the operation of censuses and surveys It carries out different household surveys and censuses regularly to assess the socio- economic condition of the country The major tasks are decennial population census, agriculture census and quinquennial manufacturing establishment census In addition, annual estimation of GDP, national surveys like living standards survey, labor force survey and other adhoc surveys are conducted Compilation and publication of environment statistics, price statistics, GIS activities, etc. 11/24/
Major Activities of CBS cont.. The role of CBS is always decisive for the effective functioning of the national statistical system as a whole It promotes collaborative research efforts among members of academic community, data producers and users It has a prominent role in developing statistical system and maintaining statistical standard in the country 11/24/
Environment & Energy Statistics The development of Environment & Energy Statistics is still at infancy stage in Nepal CBS is compiling and publishing its publication Environment Statistics of Nepal regularly At present, environment statistics being published by the CBS are mostly based on the secondary sources Besides, CBS is collecting some environment and energy related statistics by adding some questions in its regular surveys and censuses questionnaires Regularly we are compiling the available energy related data from CBS and other stakeholders to fill up the UNSD questionnaire on Energy Statistics
Energy Situation in Nepal A Snapshot Heavy dependence on biomass resources specially forests and tree resources Heavy use of energy resources in residential sector Burden in national economy from imported fossil fuel Nominal and limited contribution of renewable energy Huge potential of hydroelectricity, but very low harness Estimated Potential MW (techno-economically feasible-50%, Installed capacity 705 MW) Total Energy Consumption in Nepal is million GJ (2011/12)
Energy Resources base in Nepal Traditional Fuel wood, Animal residues, Agricultural residues 87% Commercial Hydro electricity, coal, petroleum products 12% Renewable Micro hydro, solar energy, biogas, wind energy, geothermal energy 1%

Current Status Realized the need of System of Environment Economic Account (SEEA) in Nepal We are planning to develop SEEA account(pilot Work in energy, forest etc.) Conducting Climate Change Survey Finalizing Environment Compendium of Nepal
Challenges faced Compile and produce the SDG indicators Implementing SEEA Insufficient institutional development Overlapping mandates and functions Inadequate interagency coordination Lack of skilled manpower Budgetary Constraints Develop Energy Management Information system
Urgency and Support To produce Environment and Energy Statistics effectively Human Resource Development Institutional Capability Development Adequate Resources
