U.S. EPA Engagement in Reducing Emissions of Short-lived Climate Pollutants from the Municipal Solid Waste Sector in India 2017 ISWA World Congress Baltimore, Maryland 26 September 2017 Thomas Frankiewicz U.S. EPA

Overview of EPA s Efforts to Reduce SLCP Emissions Country level Focus on methane only SLCP Emissions Reductions Local level Methane and black carbon 2

Global Methane Initiative (GMI) Goal is to reduce methane emissions through cost-effective abatement, recovery, and use projects o Sectors: Landfills (MSW), Coal Mines, Agricultural, Oil & Gas, and Municipal Wastewater Focus is at the country level Over 40 Partner countries, ADB, IDB, and over 1,000 public and private organizations Impacts: o Covers nearly 70% of global methane emissions o GMI has leveraged >$480 million USD of private financing since 2004

Types of Engagement Tools (e.g., International Landfill Database, Country-Regional LFG generation models) Capacity building activities Outreach and networking Convening of global methane & sector experts GMI website

EPA s GMI Engagement in the MSW Sector in India (since 2003) Training on landfills: o Developing sanitary landfills o Operations and management o Closure of dumpsites o Landfill gas capture and use Feasibility assessments o Landfill gas capture and use Scope o National and regional training workshops o City assessments: Chennai, Delhi, Hyderabad, Kolkata, Mumbai, Pune

Climate and Clean Air Coalition Municipal Solid Waste Initiative Focused on addressing SLCPs from waste sector at the local level o Methane o Black carbon Technical engagement o Technical assistance (e.g., waste characterization, landfill gas assessments) o Capacity building (e.g., trainings) o Networking and information sharing o Project preparation and identification to secure financing for projects

Hierarchy of Preferred SWM Strategies Most preferred strategy: waste reduction and reuse Next most preferred: Recycling, composting, and anaerobic digestion When more preferable strategies are insufficient and landfilling is necessary, landfilling with landfill gas (LFG) recovery is best

Climate and Clean Air Coalition Municipal Solid Waste Initiative Cities in India currently participating in the CCAC Waste Initiative: o East Delhi o Coimbatore o Pune Additional cities participating in a CCAC Waste Initiative regional network: o Bengaluru, Chennai, Kolkata, Jaipur, Mumbai

EPA s Areas of Focus for Ongoing Activities Encourage more cities in India to join the CCAC Waste Initiative o Building on GMI experience Ensure that participating cities receive technical support o Current focus: East Delhi and Coimbatore Support CCAC Waste Initiative implementers and partners o The Energy and Resources Institute Identify opportunities to collaborate with other stakeholders and leverage existing work o Indian Ministry of Urban Development, C40, GiZ, ISWA

Short-lived Climate Pollutants SLCPs: Greenhouse gases and aerosols that o Contribute to global warming o Remain in the atmosphere for short periods o Impact human health, agriculture, ecosystems Benefits of near-term mitigation of SLCPs: o 0.5 o C in avoided warming in 2050 o 2.4 million avoided premature deaths o 30 million tonnes of avoided annual crop losses SLCPs from the MSW sector: methane and black carbon

Methane Produced by anaerobic decomposition of organic material (e.g., in landfills) Strong greenhouse gas (28-36 times stronger than CO 2 ) Contributes to the formation of tropospheric ozone, an air pollutant

Black Carbon A component of particulate matter Emitted as a byproduct from incomplete combustion of fossil fuels, biofuels, and biomass o E.g., from waste collection trucks and open fires Very strong impacts on climate Contributes to all the same health impacts that are associated with fine particulate matter
