3 1.0 Project Description GAIL India Limited has proposed to establish 380 MW Combined Cycle Power Plant at Vijaypur, District Guna in the State of Madhya Pradesh. The proposed project will be located within the existing premises of GAIL s LPG Manufacturing Facility cum Compressor station. The latitude and longitude of the four corners of project site are (A) 24 28'1.18''N 77 8'40.96''E (B) 24 27'52.46''N 77 9'28.55 ''E (C) 24 29'3.88''N 77 9'34.72''E (D) 24 29'14.28''N 77 8'44.66''E. The elevation of the site is 420 m above the mean sea level. The proposed site is close to NH-3 (Agra-Mumbai highway) which is 1.0 km away from the site. Guna Ujjain railway line passes about 500 m away from GAIL premises in East direction. The nearest railway station is Raghogarh located about 800 m away from the plant site. Ruthiyai railway station is located about 10 km from the proposed site in north direction. Raghogarh is located 4.0 km in east direction. Parbati river is located 5.0 km from plant site in west direction. Ruthyai River is about 4.5 km from plant site in north direction. Gopi Krishna Sagar Dam is located about 12 km from the site. Ruthyai river generates from Gopi Krishna Sagar Dam and meets Parbati river at 17 km in west direction. Raghogarh protected forest is located about 4.5 km from the plant site in south east to north east direction, Ajronra protected forest is about 5.5 km North direction and Donger proptected forest is about 3.5 km North west direction. Guna city is located more than 25 km from plant site in north east direction. Very small portion of Rajasthan State boundary is located within 10 kms boundary of project site. The Terms of Reference was approved by Ministry of Environment and Forests, GOI (MoEF) vide letter No. J-13012/53/2011 IA. II (T) dated 15 th June, This Draft EIA report has been prepared as per the TOR for Public Hearing. Project Cost: The estimated cost of 380 MW CCPP is Rs 1209 Crores. 200 people will be employed under the contractor during the construction phase of 3

4 the project. About 100 people will be employed during the operational phase of the project. Land Requirement: 128 acres of land is available with in the existing GAIL Campus at Vijaypur. Out of this, only 45 acres of land shall be utilized to establish the proposed CCPP. The land is in GAIL s possession. Hence no additional land will be required for the project. No R & R issues are involved in this project. Water Requirement: Total water requirement for the plant is about KLD (455 m 3 /hr). Water will be sourced from the Gopi Krishna Sagar Dam. Gopi Krishna Sagar Dam is located about 12 km away from proposed project site. Water for the proposed project will be transported by pipe linel. Water Resource Department Madhya Pradesh (WRD) has been allotted the required quantity of water to the expansion project vide letter no. 222/ 2010/31 dated April Fuel Requirement: Natural Gas will be used as fuel for the plant. Gas requirement is 530 MSCMA. The fuel shall be transported to the power Plant site through pipelines from the GAIL compressor station located with in the same premises. Process Description: Best Available Technology in International market has been selected for this power plant. Gas and air is fired in Gas Turbine to generate electricity. Hot gas coming out of the Gas Turbine is used to produce steam in the Heat Recovery Steam Generator (HRSG). The steam is used to run Steam Turbine to generate electricity. The efficiency of the plant is about 56-58%. The project will use cleanest fuel available that is Natural Gas for power generation. The plant efficiency would be higher compared to other power plants. Emission of greenhouse gases will be much lower than that from other power plants. There will be no emission of particulate matter and SO 2 or any toxic 4

5 pollutants from the plant. Hence the global warming potential of the project is significantly lower. No toxic chemicals will be handled inside the plant. No solid wastes like ash or dust will be generated. The project is entitled for carbon credits and application will be submitted to National Designated Authority after preparing the Project Design Document. 2.0 Description of Environment Baseline environmental data generation was carried out during the period from 1 st April to 30 th June Data has been generated by following the approved procedures of the Ministry of Environment & Forests and the Central Pollution Control Board. Study area of 10 km radial distance around the site has been considered for the EIA study. Meteorology: Meteorological data for Pre-monsoon season has been generated at Vijaypur. Historical meteorological data were obtained from climatological tables, pertaining to nearest representative IMD Station located at Guna. The predominant wind direction is from West during summer season. During winter the wind flows from East direction. The predominant wind direction during the study period was from west and North West direction. The average wind speed ranges from m/s. Daily mean temperature varied from 20.8 o C to 41.3 o C. The relative humidity varied from 15 to 59 %. The annual rainfall is mm. Ambient Air Quality: The PM 2.5, PM 10, SO 2, NO 2 and O 3 levels were monitored at four locations during the pre monsoon season. Project site, predominant upwind, downwind direction and densely populated zone have been selected for air quality measurement. The 24-hour average PM 2.5 level in the study area was found to vary from 19 to 44 µg/m 3, PM 10 level from 40 to 74 µg/m 3, SO 2 level from 4.0 to 14.8 μg/m 3 and NO 2 level from 9.0 to 24.2 μg/m 3. Concentration of ground level ozone (8-hour average) varied from 34 to 58μg/m 3. The ambient air quality 5

6 of the study area is well within the prescribed National Ambient Air Quality Standards- 2009; (PM , PM µg/m 3 ; SO 2-80 µg/m 3, NO 2-80 µg/m 3 and O µg/m 3 ) Ambient Noise Quality: Noise quality has been monitored at six locations within the study area. The observed noise level (Leq) in the study area ranges from 47.4 db (A) to 49.2 db (A) during day time and 40.8 db (A) to 41.6 db (A) during the night time. The ambient noise level of the study area is within the prescribed standard of residential area that is 55 dba during day time and 45 dba during night time. The noise level at Raghogarh is below the commercial area standard that is 65 dba during day time and 55 dba during night time. Water Quality: Eight samples of ground water and four samples of surface water have been collected from the study area. The water quality is found to be satisfactory. No metallic contamination or significant pollutants has been found in the surface and ground water samples. Soil Quality: Soil samples from surrounding agriculture fields were collected for analysis. The soil texture is Clay loam type. The soil contains moderate amount of organic matter, nitrogen, potassium and phosphorus. Sensitive Ecosystem:- No ecologically sensitive area like national park, wildlife sanctuary, wetland, archaeological monuments, etc are present within 10 km radius of the project site. Raghogarh protected forest is located about 4.5 km from the plant site in south east to north east direction, Donger and Ajrora protected forest are located in north direction of the plant site. No species of plants and animals in the study area were found to be endangered. Land use: 53.6%, of land is covered by agriculture, 12.3% land is forest, 11.5% land is settlement, 7.1% land is under water bodies and rest of the land comes under other uses. Bajara, wheat, jowar, gram and maize cultivation is done in 6

7 most of the agriculture land. Other crops grown in nearby villages are pulses, soybean, vegetables, coriander, chilly and fruits. Socioeconomics: The proposed site is located in Raghogarh tehsil of Guna district. According to census 2001 the total population of Raghogarh Tehsil is Population density of Raghogarh Tehsil is 187 person/ km 2 and literacy rate is 52.15%. Wheat, paddy, Jowar, maize, soyabean, black gram, pulses, sugarcane, potato, fruits and vegetables are the main crops of the study area. Due to lack of irrigation sources, the productivity of crops is low compared to other parts of the state. The basic infrastructure facility of the study area is moderately developed. 3.0 Anticipated Environmental Impact and Mitigation Measures KLD water will be required during operation phase for condenser cooling, boiler feed, other service and potable purpose KLD water will be generated in the form of blow down from cooling tower, boiler and backwash. All wastewater will be taken to guard pond. Total 2184 KLD treated water will be used for watering the garden and lawns inside plant premises and township. The treated water will comply the water quality for irrigation and would be given to local farmers for irrigation. During monsoon, runoff shall be disposed off into nearby nalla. Such measures are adequate to mitigate the adverse environmental impacts on water environment. Air Environment: Natural Gas is a clean fuel. No Particulate Matter, sulphur dioxide or other toxic pollutants shall be emitted. Dry Low NOx burners shall be used to limit the NOx emission levels to 50 ppm. The flue gas will be discharged through 60 m tall stacks. 7

8 Mathematical modeling studies proved that the ambient air quality will remain within the National Ambient Air Quality Standards (NAAQS) after the operation of the project, as shown below. Turbines, compressors, pumps, fans, etc are the main sources of noise. Turbine will be provided with acoustic enclosure. Sound absorbing materials will be provided in the room. In noisy work areas soundproof duty rooms will be provided. Workers working in noisy areas will be given ear plugs. Mathematical modeling studies proved that the ambient noise quality will remain within the National Noise Quality Standards. Greenbelt on 33% land area will further reduce the noise level. Solid Wastes Disposal: No solid waste will be generated from the plant. Sludge from water treatment plant shall be mixed with poor quality soil and used as soil conditioner. Commercial garbage will be segregated and recyclable materials will be given to kabadis. Spent oil and lubricants will be collected in drums and given to authorized recyclers. Occupational Health: Exposure to noise, heat, mechanical injury, fire in gas station, etc are the hazards identified from the plant. Workers will be given ear plugs, goggles, gloves, boots, etc. Workers health will be checked at routine 8

9 intervals. Workers will be provided clean drinking water and toilets. Regular training and awareness programs will be conducted. 4.0 Environmental Monitoring Plan Environmental Management Department (EMD), under the direct control of Chief Executive with full-fledged environmental laboratory and qualified scientists and engineers will be established. Continuous monitoring instruments for stack emission, ambient air quality and wastewater quality shall be installed to check the environmental quality. EMD will be responsible for the following functions: 1. Monitoring of stack emissions and work environment and report any abnormalities for immediate corrective measures. 2. Ambient air quality monitoring at upwind and downwind direction (at three locations 120 degree to each other). 3. Online monitoring of meteorological parameters like wind speed, wind direction, relative humidity, ambient temperature and rainfall. 4. Monitoring of treated wastewater quality at the outlet of guard pond for flow, ph, conductivity and temperature using online instruments. 5. Monitoring and testing of groundwater quality inside the plant and nearby villages. 6. Monitoring and testing of water quality of Parbati river and other surface water stream, at upstream and downstream points. 7. Noise monitoring at the plant boundary, work areas and surrounding habitation on monthly basis. 8. Quantity and quality of spent oil and lubricants would be disposed and records kept as per authorization obtained from SPCB. 9

Development and maintenance of greenbelt and greenery development within the plant boundary. 5.0 Risk Mitigation Plan The Natural Gas shall be transported to the power station through pipelines. All necessary standard risk management and mitigation measures have been considered. Elaborate fire fighting system with fire extinguishers, hydrant system, sprinkler system, pumps and pipeline network has been considered as per rules. Water for fire fighting will be taken from the water reservoir. Onsite emergency response plan has been prepared. Approval of Chief Controller of Explosives will be taken for the layout and design of Gas Metering Station. Chemicals like sodium hydroxide and hydrochloric acid are stored for use in the DM plant. Personnel involved are properly trained about the safety and first- aid measures. Water taps would be installed near the DM plant. Workers will be provided with personal protective equipment. By adopting good engineering design, installation of superior equipment, undertaking regular maintenance and creating awareness among the operating staff, accidental risks has been minimized. 6.0 Project Benefits During the construction phase, 200 people on an average will be employed for 22 months. The plant will create direct employment for 100 people during the operation phase. About 20 people will be deployed for greenery and horticulture development, housekeeping and related logistical work. The GAIL has earmark Rs. 225 lakhs for under taking CSR activities. This money will spend in various socio-economic and community development activities for next 10 years. The activities cover education, health, infrastructure, culture and sports, skill 10

11 development & training and women empowerment. Rs. 20 lakhs per year has been earmarked as annual recurring cost for various CSR activities. Details are provided in the EIA report Environmental Management Plan Environment Management Department will implement the EMP of this project. All recommendations given in the EIA report including that of occupational health, risk mitigation and safety will be complied with. The capital cost required to implement the EMP is Rs.20 crores. The annual recurring expenses will be Rs.2.0 crores. EMD will ensure that all air pollution control devices, effluent treatment plant and water re-circulating systems function effectively. Schemes for resource conservation (raw materials, water, etc), rainwater harvesting and social forestry development will be taken up by EMD. Environmental awareness programs for the employees will be conducted. Greenbelt and greenery development inside and outside the plant premises will be intensified by the EMD. Greenbelt on 33% land area will be developed. EMD will also ensure cleanliness inside the plant. All records shall be submitted to the regulatory authorities, displayed at relevant places like company gate and website and maintained by the EMD. 11
