Pollution Prevention is Key It s far less expensive to keep the pollution out of the water, air and soil than it is to treat or remove it later. Elizabeth Leavitt Director, Aviation Environmental & Planning Quito Ecuador ACI-World Environmental Seminar November 2010 Develop Waste Management Plan Evaluate all Waste generating activities and develop a plan for their management and disposal. Wastes Generated by Airports Airport is like small city and therefore generates a wide array of types of waste, all of which can cause pollution, if not managed properly. Your Waste Management Plan should identify all the wastes and how they should be managed to prevent or limit impact on the environment Waste Collection and Recycling Establish Collection and Recycling Program Obtain management support Assign specific individual or team to develop and implement program Organize group with airline, concessions and other stakeholders Contact local agencies and waste management service provides for information regarding available recycling opportunities Waste Collection and Recycling Selecting Recycling Facility Develop strategies for collection of materials Waste Collection from Public Areas Collection in Operational Areas and Office Spaces Collection from Food and Beverage Concessions 1
Airfield and Deplaned Waste Airfield Waste comes from multiple sources Deplaned or Off-aircraft Waste Waste Managed at Flight Kitchens Airfield Operations and Maintenance Waste Ground Handlers and Cargo Operational Waste Solid Waste Management Store Garbage/Trash in closed containers Reduce Bird flocks and other animals Schedule Frequent Pickups Prevent Foreign object debris/damage (FOD) No oil or hazardous material disposal Construction & Demolition Debris Develop a construction waste management plan Recycling and reuse can lead to significant cost savings Deconstruction and salvage approach can maximise reuse and minimise waste Sanitary Wastewater Management Perform Facility Assessment to verify actual discharge locations Plan for Capital Upgrades to redirect sanitary flows from Combined Overflow Systems. Properly maintain septic systems and disinfect leachate prior to infiltration Install grease interceptors, inline from restaurants kitchen floor drains in terminal to collect food grease. Pollution Prevention Plan Develop Policies and Procedures for Pollution Prevention Prevention of Release of Pollutants Preventative Maintenance and Repair Spill Response Preparation Education and Training Best Management Practices (BMP s) BMP Any program, technology, process, facility design criteria, operating method, measure or other device that controls, removes or reduces pollution. REMEMBER, don t have to be expensive to be effective!! 2
Activity: Building/Grounds Maintenance Fertilizers and pesticides Landscaped areas Licensed contractors Floor and wastewater Hangars Tenants and subtenants Solid waste storage Street/ramp sweeping Line Painting Building/Grounds Maintenance - Pesticide and fertilizer management Minimize use Follow directions on label Seek less harmful products Install wash rack that discharges to sanitary Clean out storm drain catch basins Activity: Maintenance Leaking aircraft, vehicles and Spills Material storage and use Spent absorbent Batteries and Battery acids Paint and adhesives Oils and hydraulic fluid Fuels and fuel additives Solvents and detergents Maintenance - Conduct maintenance indoors to eliminate possibility of stormwater contamination Consolidate maintenance areas and keep clean Maintain clean Water-based cleaning agents or steam cleaning Non-chlorinated solvents Designated areas Periodically inspect for leaking Maintenance - Use drip pans Use green products Use absorbent materials Collect/remove immediately Place in labeled container Properly dispose Recycle or properly dispose of all fluids Activity: Aircraft Lavatory Servicing Drips/spills can occur during Mixing surfactants and disinfectants Transfers from aircraft Transport to discharge location Leaking valves on trucks or carts Discharge into sanitary 3
Aircraft Lavatory Servicing - Develop a written procedure Use buckets or pans Drain aircraft connecting hose Discharge to sanitary sewer Wash trucks at wash rack Mix/transfer at discharge location or under cover Use approved surfactants and disinfectants Chemical Waste Management Chemical Waste generating activities include: Fueling, maintenance and washing of Runway and ground maintenance Outdoor storage of chemical containers Pollutants of Concern include: Petroleum Products Soaps and cleaners Paints Aircraft Lavatory waste Herbicides and pesticides Chemical/Waste Management - Container/Drum Storage Requirements Keep clean and inspect for spills and leaks Consolidate areas and limit chemicals Store under cover or indoors and in secondary containment Protect drains during product transfer Use proper containers and label with contents Chemical/Waste Management - Container/Drum Handling Requirements Use paved areas and avoid storm drains or protect with stormwater controls Position vehicles for containment Avoid horizontal drum storage systems Seal lids when not in use Activity: Fueling Operations Ground vehicles and Fuel storage facilities Gas Stations Aircraft Terminals and Cargo facilities Fuel hydrant system Mobile Refuelers Fueling Operations - Develop written procedures Maintain spill Post response procedures at fueling areas Require training for fuelers 4
Fueling Operations - Fuel only in designated areas Do not top off tanks Actively monitor Perform regular maintenance of fuel nozzles Use mats or drain covers Properly manage drips and spills Avoid mobile fueling of Effective spill response is critical to pollution Prevention. Effective means: Having adequate spill response materials Having trained response personnel Expeditiously removing waste containers from airport property Spill Response Final Considerations Pollution Prevention is key Develop Waste Management plan Gain management support Develop a team to work collaboratively Write policies and procedures Inform and train employees Implement Best Management Practices Be prepare to respond to releases to environment Additional Information and Resources See Airport Council International s new online course on AirportWaste Prevention andmanagement as well as six other Modules of environmental subject matter.
