4 Oregon Revised Statues (ORS) Chapter 459 Oregon DEQ delegates to cities and counties the authority and responsibility to establish a coordinated Solid Waste Management Plan. The regulation also prioritizes methods of manage solid waste as follows: 1. To reduce the amount of solid waste generated. 2. To reuse material for the purpose for which it was originally intended 3. To recycle materials that cannot be reused and to COMPOST 4. To recover energy from solid waste that cannot be reused or recycled. 5. To dispose of solid waste that cannot be reused, recycled or from which energy cannot be recovered by landfilling or other method approved by the Department. 4
