3 We have a problem... Our landfill site is filling up fast Two possible ways to deal with this: 1. reduce the amount of waste going in 2. expand the site so it can accept more waste We need to use both methods to keep costs under control This meeting is to introduce these options and hear from you

5 Committee Meetings to Date The Committee has met regularly since August 2015 One of the meetings was a site visit at the Brudenell waste site with the Township s waste consultants Jp2g The committee developed a 19 page draft by-law, based on study of nine similar bylaws from other municipalities
6 The BLR Waste Sites There are three waste sites in the Township, two of which are transfer stations: The Raglan Transfer Station The Lyndoch Transfer Station And one landfill site The Brudenell Waste Site (Landfill)

11 Expansion of the Brudenell Landfill Site Our waste consultants Jp2g are working on an application to expand the landfill area The facilities and waste mound now occupy about two acres The mound height and area will soon reach the limit of our license The Township owns 24 acres of land at the site so there is room for expansion

13 Other Helpful Sources The recently formed Rural Mayor s Forum of Eastern Ontario Mayor Gruntz is a founding participant Several of the 15 municipalities are further along in their waste management planning Other mayors have been helpful and supportive of our efforts
14 New Waste Site Access Cards New waste site access cards will be issued when the new program begins.
15 What is Diversion? Anything that is recycled is diverted from the landfill The Township earns a small amount of revenue from some recycled material Everything that goes into the landfill is a direct cost to the Township Therefore, a higher diversion rate will reduce BLR s waste management costs
16 BLR s Diversion Rate The diversion rate in BLR Township is estimated to be 25%, which is very low Townships that use the clear bag program as an incentive to recycle report diversion rates over 50% Our goal is to at least double our diversion rate
17 When We Recycle, We Save Money because: 1. Less labour and fuel is needed to transport, compact, level and cover the waste 2. Lower engineering costs to manage the impacts of more landfilled garbage 3. Some recycling produces revenue all landfilling has a cost
18 Recycling Using Blue Boxes You ll need at least two boxes. You can buy them at the BLR Township office for $7.50 each
19 We Can Recycle These Box #1 Paper/Fibre newspaper, magazines catalogues, flyers boxboard/paperboard: cereal boxes, tissue boxes, toilet paper rolls office/computer paper cardboard, paper bags, paper pet food bags Household Wastes Box #2 Metal Glass and Plastics tin cans, aluminum cans, pie plates, trays, foil wrap glass food and beverage bottles plastic food and drink bottles and tubs drained and cleaned with lids off - look for one of these numbers on the bottom: #1, #2, #3, #4, #5, #6 and #7 milk/juice/ice cream cartons film plastic: grocery bags and outer wraps from cases of water bottles, toilet paper and paper towels; IN A BAG OF BAGS
20 The Clear Bag Program Clear garbage bags are available locally at grocery and some hardware stores. The ideal size is 26 x 36 One small privacy bag is permitted inside the clear bag. The privacy bag can be a standard plastic grocery bag.

26 The Clear Bag Program Provides an incentive to recycle The Township will sell bag tags for $2 each All clear bags must have a bag tag attached But, you get one free bag tag for each box of recycled glass, metal and plastic that is roughly equivalent in volume to your garbage So, if you recycle everything that can be, you pay no bag tag fee And, each household will receive 5 free bag tags in August with their interim tax bill

28 Other Wastes WASTE WOOD Burn Pile clean wood and brush Landfill painted and coated wood or wood with nails or other metal plywood, particle board, laminated panels large loads at Brudenell only Metal and Appliances place in the scrap metal area stoves, washers, dryers refrigerators and air conditioners if refrigerant removed and tagged Furniture chairs, sofas, beds, etc. accepted at Brudenell site only at $5 each
29 Tires Tires will be accepted without charge provided they are removed from their rims Tires on rims will be accepted, but a fee of $15 will be charged for each one
30 Wastes That Will Not be Accepted asphalt pavement biological or pathological waste hazardous waste including empty propane tanks boats, canoes and other marine units motor vehicle bodies or engines dead animals farm machinery human sewage industrial or manufacturer waste mixed waste petroleum soaked rags or explosives or any other highly combustible material tree stumps vehicle/recreational batteries
31 Hazardous Waste Day Held in partnership with the Townships of Madawaska Valley and Hastings Highland July 9 in Combermere Watch for ads on the BLR website and in local newspapers
