PRESENTATION OUTLINE Stormwater Program Update Stormwater Overview Sources and consequences of pollutants Education Program Discussion

Why Stormwater? 1972 Clean Water Act Established permitting program to protect water quality 1987 Water Quality Act Established a phased approach for stormwater discharge regulations 1989 Lawsuit: NRDC vs. EPA 1992 Phase I and II Stormwater Regulation 1995 Salt Lake County, Salt Lake City, UDOT Required to implement a Storm Water Management Plan 2003 Phase II Regulations Small municipalities will be required to obtain a permit UPDES Permit effective through 2011

UPDES Permit for Jordan Valley Municipalities includes: Salt Lake County,Bluffdale City, Herriman City, Holladay City, Midvale City, Murray City, Riverton City, Sandy City, South Jordan City, South Salt Lake City, Taylorsville City, West Jordan City, and West Valley City

Stormwater Management Plan Required Control Measures Public Education and Outreach Public Involvement/Participation Illicit Discharge Detection and Elimination Construction Site Stormwater Runoff Control Post-Construction Stormwater Management in New Development and Redevelopment Pollution Prevention/Good Housekeeping for Municipal Operations

OVERVIEW What is stormwater? Where does it go? Why does stormwater pollution matter? What can we do?

WHAT IS STORMWATER? Produced from Rain, Snow, Sleet, Hail, Snowmelt As stormwater runoff washes over streets, yards, etc. it carries pollutants with it STORMWATER IS NOT TREATED!

WHERE DOES STORMWATER GO? Collected and conveyed to canals, creeks, rivers, lakes Mill Creek Parleys Creek Big Cottonwood Little Cottonwood Jordan River Great Salt Lake

WHY DOES IT MATTER? How do human activities alter stormwater runoff? Increase volume of runoff Increase pollutants Consequences of poor stormwater quality Decline in fisheries Habitat disruption Swimming / water use restrictions Municipal Employee Responsibility Provide good water quality Protect beneficial uses Set good example for public Comply with new regulations

MAJOR CONTAMINANTS OF CONCERN Sediment Oil and Grease Heavy Metals Organic Debris Bacteria/Viruses Nutrients Hazardous Materials Floatables

CONTAMINANTS OF CONCERN Sediment Sources Roadway runoff Pavement wear Vehicles Road maintenance Construction Pumping groundwater Consequences Reduces light penetration Impairs sight feeding fish Increases drinking water treatment costs Clogs fish gills Covers streambeds

CONTAMINANTS OF CONCERN Oil & Grease Sources Leaking engines Restaurant grease traps Waste oil disposal Streets and Highways Parking lots Machinery Storage Illegal dumping Consequences Toxic to aquatic organisms Coat fish gills Can clog drainage facilities

CONTAMINANTS OF CONCERN Heavy Metals Sources Automobile body rust, brakes, tire wear Steel highway structures Galvanizing Chrome Plating Painting Scrap yards Automobile emission fallout Consequences Toxic to aquatic life (and potentially humans) in excessive quantities Potential contamination to drinking water supplies

CONTAMINANTS OF CONCERN Organic Debris (Oxygen Demanding Substances) Sources Yard waste Animal waste Litter Animal excrement Sanitary sewer overflows Consequences Use dissolved oxygen in the water when they decay Can cause fish kills Can limit recreational use of water

CONTAMINANTS OF CONCERN Bacteria / Viruses Sources Organic material Sanitary sewer overflows / leaks Animal excrement Restaurants Consequences Fish kills Human illness

CONTAMINANTS OF CONCERN Nutrients (Phosphorus and Nitrogen) Sources Fertilizer and Pesticide application Detergents Sand and Salt application Yard debris Garbage Animal Waste Failing Septic Systems Consequences Algae growth Odor problems Aesthetic deterioration

CONTAMINANTS OF CONCERN Hazardous Materials (Pesticides) Sources Insecticides Herbicides Fungicides Rodenticides Consequences Extremely TOXIC to aquatic organisms Can cause fish kills Human illnesses Bioaccumulation

CONTAMINANTS OF CONCERN Floatables (Litter) Sources Street refuse Industrial yard waste Consequences Aesthetic degradation Clog drainage system

WHAT CAN WE DO? Best Management Practices - BMPs Source Control EDUCATION Alter activities Enclose activities to prevent contact with precipitation / runoff Separate Activities Conduct high risk activities separately Pipe to sanitary sewer system Treatment Most expensive and often not practical

The Clean Water Act: Phase I

The Clean Water Act: Phase I Nearly 40 percent of all surveyed bodies of water in the U.S. do not meet the Environmental Protection Agency s (EPA s) water quality standards because of untreated polluted runoff that is often discharged
