Development Project Environmental Impact Assessment Scoping Report and Terms of Reference (ToR) Project Overview: Background Exploration and appraisal drilling in the DWT block during 2009 and Discovery of the Tweneboa, Enyenra (originally named Owo) and Ntomme (T.E.N.) oil and gas fields. Located ca. 30 km to the west of the Jubilee Field and in water depths from 1,000 m to 1,800 m. Expected peak oil production rate of 100,000 barrels per day by Total oil recovery of approximately 216 million barrels is expected. Gas production rate of 176 million standard cubic feet per day expected by FPSO construction is planned for Q and first oil by Q Slide 2 1

4 EIA Process (to date) EIA team: Environmental Resources Management, SRC consulting (Accra) and ESL consulting (Accra). Initiated Environmental Impact Assessment in August Registered project with EPA on 4 March 2011 (EPA-CE ). Scoping consultations October/November Secondary data collection, legislation review and compilation of Scoping Report. Scoping Report and Terms of Reference submitted to EPA on 25 January Slide 7 Scoping Consultations: Summary 26 consultations meetings with 28 stakeholder groups or organisations (in Table 5.1). National, regional and district authorities, traditional leadership, NGOs, the media, international organisations and fisher association. Key issues in Table 5.2 and detailed records in Annex C. Issues trail provided in Annex D. Key issues raised by consultees included comments relevant to the TEN EIA and those that may have wider and longer term implications to TGL s operations. Slide 8 4
