4 Caltex refining review In 2012 Caltex completed a review of the role of refining in the company s supply chain A decision was made to restructure Caltex s supply chain including the: - Conversion of Kurnell refinery to a fuel import terminal - Implementation of an improvement program at Lytton refinery (Brisbane) - Establishment of a product supply agreement with Chevron 4
5 Reasons for the decision Our refineries are relatively small and disadvantaged versus modern, larger scale and more efficient Asian refineries This is exacerbated by the adverse impact of a strong Australian dollar, lower refiner margins and increasing operating costs Investment required to re-position Kurnell is not viable Lytton refinery is better suited to customer product demand and has opportunities to improve performance through operational initiatives and modest investment The restructure will enable Caltex to build on supply chain and marketing operations, while stemming losses from our refineries 5
6 4Q 2014 Convert to terminal operations Timeline for Kurnell site conversion Our plan is to operate the refinery until the fourth quarter of 2014 At the same time we will carry out work inside the refinery and at the Caltex wharf and sub berth to convert the site to a terminal The final stage of conversion will include shutting down and demolishing the process units, and land remediation Operate refinery Operate Terminal Demolition Remediation 6

9 Extensive approvals process with numerous stakeholders The Kurnell conversion is classified as state significant development Development applications were lodged with the NSW Department of Planning and Infrastructure Extensive engagement occurred with numerous Federal and State Government agencies for secondary regulatory approvals (EPA, WorkCover, Roads & Maritime Services, Sydney Ports, Sutherland Shire Council, Fire & Rescue NSW, SEWPaC etc) Marine Projects (SSD 5353) - Environmental Impact Statement (EIS) public exhibition in March Final approval granted September 2013 Land Projects (SSD 5544) - Environmental Impact Statement (EIS) public exhibition in May/June Final approval granted January
10 Conversion work inside the refinery Caltex has approval to: Use existing parts of the site for storage and distribution of fuel products Modify existing crude oil storage tanks to store fuel products Modify a number of existing fuel storage tanks to store a different type of fuel Install new pumps, pipes and instrumentation Modify site systems (e.g. power and water supply, stormwater management Shut down and clean the refinery process plants 10
11 Conversion work at the wharf and sub berth Caltex has approval to: Carry out dredging to return berths to their previous operational state and to expand the fixed berths Upgrade berthing infrastructure including: - replacing fenders - upgrading/reconfiguring existing moorings - constructing new moorings - constructing an underwater rock wall to help stabilise the wharf structure - upgrading the wharf fire safety system 11
12 Conversion work at the wharf and sub berth Caltex s wharf and sub berth are critical to ensuring fuel supply to NSW and the ACT Dredging was last completed at the wharf in the 1950s and at the sub berth in 1969 Work is to ensure ships can continue to safely access the berths and provide flexibility to import fuel in a range of ship sizes at both the wharf and sub berth Twin quick release hooks and control panel Caltex currently receives ships up to 245 m in length at the sub berth and up to 180 m in length at the wharf Work will enable ships up to 245 m in length to also berth at the wharf (#1berth) Efficiencies from reconfiguring berths will over time enable a decrease in ship numbers 12

14 Marine based work - potential environmental impacts Extensive studies to examine potential environmental impacts from the proposed works found: The seabed in the areas to be dredged consists mainly of sand In some areas, seabed sediment was found to contain antifouling paint from historical shipping Modelling sea grass beds The project site is not considered an important habitat for fish and other species - there are few marine plants and no established sea grass beds Modelling - dredged sediment dispersion Sediment dispersion from the work would be mainly localised to the project site The proposed works would have minimal to no impact on wave height and direction and on water current speed and direction 14
15 Marine based work - potential environmental impacts Dredging Was completed in Q Over 80% of dredging was less than 1 metre in depth About 153,000m³ of sediment was dredged A small amount of dredged sediment was used near the sub berth to cover two exposed sections of submarine pipeline and to fill a hole from a past anchor point Remaining dredged sediment was transported to a Commonwealth government approved disposal area located approximately 10kms off-shore from Sydney Location and depth of dredging Location offshore disposal area 15
16 Marine based work - potential environmental impacts Measures to minimise the spread of sediment and impacts on flora and fauna at the project site and beyond included: Using backhoe dredging to provide more controlled and accurate dredging and less initial disturbance to the seabed thus limiting the spread of sediment. Depositing dredged sediment at a Commonwealth government approved offshore disposal area (located around 10kms off-shore from Sydney) with minimal currents and wave action to limit dispersion Observing for marine animals such as sea turtles, whales and dolphins during dredging and piling works and temporarily ceasing work if they approach the site Working with the Department of Agriculture, Fisheries and Forestry to help minimise marine risks 16
17 Marine based work - potential community impacts Extensive studies were carried out to examine potential impacts to the community from the proposed works and to identify measures to minimise any impacts Noise - Potential sources include dredging and construction equipment and activities (backhoe dredger, compressors, grinding) as well as piling - Studies found noise would mostly be within the guidelines set by the NSW EPA - Measures to minimise noise include using dampeners and shielding equipment during piling, taking periodic breaks from work and carrying out noise monitoring Odour - Potential sources include construction equipment and activities (e.g. vessels, generators, welding), and dredged sediment when placed on the barges for transportation - Studies found odours generated would be minimal and unlikely to impact the community - Measures to minimise odour include screening of certain work, use of dredging methods that minimise breakdown of dredged sediment and timely removal of sediment from area Recreation - Most of the proposed work is within a Marine Security Zone - Beyond this there would be some minor dredging (~ 2 weeks), and movement of barges as they transport sediment offshore. 17

19 OPERATION AS A TERMINAL 19
20 The Kurnell terminal Will import, store and distribute petrol, diesel and jet fuel Fuel products will be delivered by ship, pumped into tanks, then distributed to other terminals using the same pipelines as currently used by the refinery The terminal will operate 24 hours a day, 7 days a week Terminal operation will see a reduction in employee positions from around 430 to less than 100. Similarly, while contract work will continue on site through conversion and demolition eventually this will decrease There will be less traffic mainly due to the absence of refinery by-products being distributed by truck and the smaller number of people working on site There will be significantly less noise as the refinery process plants and flare would no longer be in operation 20
