2 GSO is organized by horizontal system from center to local offices: Centre: GSO Local: 63 PSOs More than 600 DSOs 2 sources of data: -Reporting systems (in cooperation with ministries) - Surveys/Censuses Environment reporting systems: - Reporting system stem from ministries through NSIS: Natural Resources & Environment (MONRE); Agriculture & Rural Development (MARD); Construction. - Reporting system from local statistics: 63 PSOs (on Natural disasters; Violating environmental law). S /C E i l d i d i i i Surveys/Censuses: Environmental data integrated in existing surveys/censuses organized by GSO like: Enterprise survey; Agriculture censuses, VHLSS. 2

3 Statistics Unit in each ministry. Statistics Unit cooperate with other ministries and GSO on: - Developing statistics systems at each ministry - Developing reporting systems to collect and report data to Government and other users. Eg. MONRE has cooperated with Ministry of Industry and Trade, Ministry of Health to collect some environmental indicators for NSIS 31 environmental indicators in NSIS, in which: - 27 indicators collected from ministry s reporting systems. 1/27 indicators is composite index (GHG). - 4 indicators collected from GSO system. 1/4 indicators is composite index (Environmental Sustainable Index) The list of 31 indicators is being recommended to revise followed FDES and to meet data needs of the country by UNDP experts. Successfully study and pilot calculating GHG from agriculture sector. 3

4 1. Social and Economic Development Plan : - ES is as evidence for decision making on setting goals - ES is as information for monitoring and evaluation the plan s implementation. 1. Social and Economic Development Plan : 9 goals: - Forest coverage Forest coverage - Accessing clean water - Applying clean technology in newly built establishments - Getting certificates on environmental standards by establishments - Waste treatment system in urban areas and Industry zones - Waste is treated followed environmental standards - Environmental improvement in polluted areas - Reducing the damages affected by natural disasters - Response to climate changes 4

Environmental protection strategy: 100% newly built establishments use clean technologies or reduced pollution technologies, waste treatment to meet environmnetal standards; 50% establishments granted certificate of environmental standard or ISO 14001; 30% households, 70% enterprises having waste seperation at sources, 80% resident and public areas having trash a. Limited degree of pollution 40% urban areas, 70% industrial zone, export processing zones with wastewater treatment system that meet environmental standards; collecting 90% solid waste from households, industry and service activities; more than 60% hazardous waste treated and 100% waste from hospitals treated Chemical safety is strictly tl controlled, especially highh chemical toxicity, it the production and use of pesticides causing environmental pollution is minimized, increasing use of measures integrated pest; Thorough handling establishments which cause serious environmental pollution on a national scale as the Decision No 64/2003/QĐ-TTg dated 22 April 2003 issued by PM. 2. Environmental protection strategy: b. Improvement environment quality Basically complete the renovation and upgrading of stormwater drainage systems and waste water in urban and industrial areas. Striving to 40% of urban drainage systems and wastewater treatment in accordance with environmental standards Upgrading 50% of canals, lakes, the river flows through the city deteriorated seriously over the country; Fundamentally solve the dioxin hot spots of contamination; 95% of urban population and 85% of rural population is provided with hygienic drinking water 90% of street trees; increase the percentage of park land in urban areas more than 2 times higher than in % of the production facilities with standards of labor safety and hygiene and greenery within the manufacturing sector Bring water quality of river basins reach water quality standards for agriculture and aquaculture 5

6 2. Environmental protection strategy: Recovery of 50% mining sector and 40% ecosystems that have been destroyed; c. Ensure the ecological balance at a high level Increase the percentage of forest cover to 43% of the total area of natural land, recovery 50% of upland forests degraded and improve the quality of forest and boosting trees scattered among the people Increase the rate of use of clean energy reached 5% of the total annual energy consumption Increasing the total area of nature reserves to 1.5 times higher than today, especially in marine protected areas and wetlands Restoration of mangrove forests by 80% over 1990 levels 2. Environmental protection strategy: 100% of enterprises have exported products to apply environmental management systems; d. Meet the environmental Ensure 100% of strains and species, requirements for international genetic resources are imported into our economic integration and minimize the country must be tested; negative impact from the adverse effects of globalization. 100% genetically modified organisms imported into Vietnam under control 6

Sustainable Development Strategy: 8/31 indicators are environmental indicators: Green GDP Environmental Sustainable Index Forest coverage rate Protected land areas Degraded land areas Decreasing surface and under ground water Proportion of dates with content of harmful substances in the air exceeding national standards d Rate of urban areas, industrial zones, export processing zones disposing solid waste, waste water in accordance with corresponding defined national standards Rate of collected solid waste treated in accordance with corresponding defined national standards 4. Green Growth Strategy: a. Restructuring and improving the institutions to encourage economic sectors consuming energy and natural resources more efficiency and highly added value b. Studying and widely applying advanced technologies for more efficient use of natural resources, GHG emission reduction and effective response to climate change. c. Improving people s living conditions through generating more jobs in sector green industry, agriculture and service as well as building green infrastructure and creating environmental friendly life style. 7

8 4. Green Growth Strategy: National Action Plan - Set up National Action Plan on Green Growth from on: 1. Awareness raising; 2. Institutional improvement; 3. Economic restructuring in sectors, localities and enterprises; 4. Innovating technologies. - There are 66 activities on the action plan that are grouped into 12 groups. - The role of Statistics office to provide data to M&E for National strategies is vague: + 3/4 strategies set up the list of indicator for M&E. However, who, how and frequency of collecting these indicators are not mentioned. It leads to infeasibility of providing data needed for M&E these strategies. + There is no clear mandate to GSO on collecting and providing data: what data, frequency and to whom. 8

9 - There are needs on environmental statistics but requested as ab hoc request, so that: + GSO could not provide data timely due to time constraint + GSO could not provide data accurately due to lack of information from ministries or methodology of existing data is not the same as requested. + GSO could not provide data some data since: # Time and recourse constraints to explore/mining data from existing database of surveys. # No data source for some type of data requested. - It is needed on agreement or MOU on data needs and providing data (what data, to whom and frequency). - There is a need on clear mandate to GSO on providing what type of Environmental Statistics, it s frequency and to whom (may need to set up new system/indicators). - There is a need on agreement about providing environmental data to international organizations: what, how and to whom (may need to set up new system/indicators). - GSO needs to review available sources of environmental data to provide as much as it could to various users (using existing systems). - GSO needs to review existing strategies/plans and available data to meet the data needs and propose new systems/data collection. - Any other recommendations for Vietnam? 9
