6 5 YEAR PERFORMANCE CONTRACT The State-BRGM performance contract sets 5 key goals to the institution. 1. Ensure excellence in scientific output and develop partnerships in response to the challenges of sustainability and global change. 2. Mobilise and disseminate scientific knowledge and build up expert knowledge to support public policy development. 3. Forge a proactive policy geared to innovation and the development and transfer of applications to support economic activities. 4. Strengthen the BRGM Group's international activities to increase its know-how. 5. Adapt BRGM competences and practices to support scientific output geared to sustainable development. 28 performance indicators
7 KEY ROLES SCIENTIFIC RESEARCH Scientific research at the BRGM is focused on furthering geological knowledge and understanding surface and subsurface phenomena. The BRGM s scientific research is conducted through: projects with state funding (grants for public service expenses), projects with multiple co-financing (regional and European), partnerships with targeted funding agencies, responses to calls for proposals from the ministries, fast-track research development under contracts with industries. 8 KEY ROLES SUPPORT TO PUBLIC POLICY DEVELOPMENT Support to public policy development includes expert assessments, monitoring and studies with the State, local authorities, agencies and public institutions. Surface and subsurface observation, building and disseminating knowledge. Methodological studies and syntheses to support transfers of research results to civil society. Independent public expert studies. Training and knowledge transfer. A national committee representing the BRGM s supervisory ministries sets out overall guidelines for its activities to support public policy development. 9 KEY ROLES INTERNATIONAL COOPERATION The BRGM works across the globe towards protection for people and sustainable management of resources. Two key lines of action: protecting people and their environment against natural risks, ensuring that high quality natural resources - water, minerals and (geothermal) energy - are available. Internationally as in France, the BRGM supplies know-how and expertise, particularly in areas relating to "geological infrastructure", mineral resources, access to water, natural risks and geothermal energy. 11 KEY ROLES MINE SAFETY In 2006, the French State handed responsibility to the BRGM for the management of surveillance and safety work and for the prevention of mine-related risks and pollution in former mining sites. Main objectives : safety for people and property in former mining areas, maintaining technical mining competences for this purpose. The BRGM is responsible in particular for: mine safety engineering work, as delegate project manager, surveillance of mining site facilities, for compliance with the Mining Code or the Environment Code, managing the post-mining information system, particularly of intermediate technical mining archives, and contributions to mining intelligence. 12 KEY ROLES TRAINING The BRGM disseminates its scientific competences and techniques through a range of courses. It also offers continuing professional training. 22 Geothermal heat from below the Earth s surface is a natural and renewable source of energy for heating and power supplies. Working with the professional sector, BRGM is contributing to the promotion and development of geothermal energy in every form.
