1 CALGreen Mandatory Regulatory Provisions and Synergies with LEED
2 Background Information on CALGreen EO S Designing, constructing and operating all new and renovated state-owned facilities paid for with state funds as "LEED Silver" or higher certified buildings; and Identifying the most appropriate financing and project delivery mechanisms to achieve these goals; and Seeking out office space leases in buildings with a U.S. EPA Energy Star rating; and Purchasing or operating Energy Star electrical equipment whenever cost-effective.
3 Background Information on CALGreen AB 32 Signed by Governor Schwarzenegger in 2006 the Global Warming Solutions Act of 2006 AB 32 Scoping Plan identified several actions to help California reduce GHG emissions from both new and existing buildings. ARB is looking to achieve 26 MMT CO2e of emission reductions from the green building sector, which represents 15 percent of California s 2020 greenhouse gas emission reduction target of 169 MMT CO2e.
4 Background Information on CALGreen AB32 Implementation Timeline September 27, 2006 AB 32 signed by Governor January 25, 2007 ARB creates Environmental Justice and Economic and Technology Advancement Advisory Committees June 21, 2007 ARB adopts first list of early action measures October 25, 2007 ARB adopts augmented list of early action measures December 6, 2007 ARB adopts Mandatory Reporting regulations for greenhouse gases and sets Target for 2020 greenhouse gas emissions December 2007 ARB adopts 1st discrete early action measure December 12, 2008 ARB approves AB 32 Climate Change Scoping Plan Jan 1, ARB adopts plan indicating how emission reductions will be achieved from significant sources of GHGs via regulations, market mechanisms and other actions. April 23, 2009 ARB adopts Low Carbon Fuel Standard May 22, 2009 ARB and Cal/EPA create the Economic and Allocation Advisory Committee to advise on Cap-and-Trade Program June 25, 2009 ARB adopts last discrete early action measure ARB and other agencies develop and adopt greenhouse gas rules and programs January 1, 2010 Early action measures take effect November 2010 ARB public hearing on Cap-and-Trade regulation January 1, 2012 All greenhouse gas rules take effect December 31, Deadline for achieving 2020 GHG emissions cap.
