1 PRE-FEASIBILITY REPORT for UCCHANGIDURGA BUILDING STONE QUARRY Of M/s Shri Marulusiddeshwara Stone Crusher at Sy. No. 509/A2 (Patta Land) of Ucchangidurga Village, Ucchangidurga Taluk, Davanagere Dist. Extent: Acres (0.809 Ha) 1.0 EXECUTIVE SUMMARY M/s Marulusiddeshwara stone crusher is one of the quarry operators experienced in the field of building stone extraction in Davanagere District of Karnataka State and Supply of building stone/raw materials to local peoples. In accordance with the statuary obligation this project needs Environmental Clearance from authorities as per EIA notification 2006 to start quarry operation. Therefore the following pre requisite documents are submitted for environment clearance viz. 1) Duly filled Form-1, 2) Pre-Feasibility Report covering project details, baseline data, environmental management plan, 3) Approved quarry Plan covering geology of the area, reserve estimation production capacity, PMCP etc. 4) Land documents present & proposed status of land and 5) Connected maps. The project comes under new category, the area is Govt. land, and mineral extraction is building stone. In order to obtain the notification the following pre-requisite documents are also obtained from the concerned Dept. and submitted to DMG. Copy of the notification issued by DMG enclosed as Annexure-1 Copy of the NoC from Revenue Department - Annexure-2(A). Copy of the NoC from Forest Department - Annexure-2(B). The RTC copy of the area is enclosed as- Annexure-2(C). Copy Of Non- Agriculture Conversion Letter - Annexure-2(D). PR1

2 1.01 Need for the project: Demand for Building Stone is increasing by many folds with more & more constructions in the country. Karnataka is one of the important states where rich building stone deposit is found. Quarrying for building stone production is an important economic activity contributing significantly to the state revenue. This is also generating lot of employment to the local people and help improving socio-economic status of the people around the quarry lease. The region is economically backward mostly depends on seasonal forming. The per capita income of the villagers is much below the national average. As a result of this project various facilities like educational medical social benefits will get augmented in the area. In view of the above, Ucchangidurga building stone quarry intent to produce TPA Building stone from Sy.no-502/A2 of Ucchangidurga village with the following objectives... The requirement for the proposed production is 1. Reserve availability sufficient 2. Infrastructure for the production will be organized 3. Quarry operation modern technology 4. Environmental status Scientifically maintained 5. Environmental Management Plan Scientifically maintained The above details are given in the coming chapters Location & Accessibility The quarry is located towards S-W of Ucchangidurga Village at a distance of 1.5 Km. The Ucchangidurga village is located at a distance of 4 km from the main road connected from Ucchangidurga to Potalakatte road. The road connecting from quarry area to Bevinahalli main road at a distance of 1 km, and can be approached in all seasons. The Ucchangidurga Village is at a distance of 13.5 Kms from Harapanahalli town. The Harapanahalli is the taluk head quarter. The district head quarter is Davanagere at a distance of 35 kms. The nearest railway station is Davanagere at a distance of 28 kms. And nearest airport is Hubli at a distance of 75 kms. PR2

3 2.00 Introduction of the project/ Background information Identification of project and project proponent. Ucchangidurga deposit in Davanagere dist. Building Stone Quarry is one of the good building stone to meet the requirement of the locals. The M/s Marulusiddeshwara Stone Crusher is experienced in the field of building stones extraction road material extraction. Considering the experience and request and to meet the raw materials for locals. Quarry lease has been notified by GoK Brief description of the nature of the project The nature of the project involves extraction of TPA building stone from an area of 2.00 Acres (0.809 Ha) Sy.No. 502/A2 of Ucchangidurga village, Channagiri Taluk. It is a very small project based on the following grounds. The proposed project covering an area of 2.00 Acres is a bare minimum. The reserve available is sufficient for production. The bench height & width will be 5 mtrs & 7 mtrs respectively. The method of quarrying is open cast semi mechanized/manual. There is no deep hole drilling involved. Daily production is only 80 TPD. There is no major impact on environment. 4 2.03 Demand and supply gap As the population increases, the infrastructure such as construction of buildings are also increasing which are all essential requirement. Therefore, there is a lot of demand for the building materials increases by many fold also there is a good demand in the local market. The present production is lesser than the demand in the local. However, some of the quantity could be able to supply to fulfill the requirement of the locals Imports vs. Indigenous production. There is no need of any material by importing for this project Export Possibility. There are no possibilities for export the material as it is being used in domestic purpose Domestic / export Markets. There is a good demand for local market Employment Generation (Direct & indirect due to the project) The proposed man power requirement for the Ucchangidurga Building stone quarry operation for extraction of tonnes /Annum is given below. 5 3.0 PROJECT DESCRIPTION 3.01 Details of alternative site. Mineral occurrence is a site specific, non-renewable resource. Quarrying has to be carried out where the building stones are available. Therefore, alternative site selection cannot be possible for the building stones or mining projects Size or magnitude of operation. The project covering an area of 2.00 Acres only. All the quarry activities are confined within this area. The production of building stones proposed to be TPA and over burden handling will be around 2680 TPA. The operation will be carried out by manual method. But there is no deep hole drilling and blasting. The total no. of employment will be 30 people for the proposed production and associated activities. From the above it could be summarized that the quarry operations and connected activities are in the micro level and there is no impact on environmental parameters Project description with process details (a schematic diagram/ flow chart showing the project layout, components of the project etc. should be given) Development and extraction of building stones is planned from this quarry. Plain quarrying with single/high bench/low bench/multiple high bench/low bench. Though the above quarrying methods are adopted as per the site condition, but the general procedure s to be adopted in development and extraction of building stones is Clearing of bushes, removal of topsoil and overburden weathered rock to expose the sheet rock or boulder. The building stone which recovered will be directly supplied to the buyer. PR5

6 3.04 Geology & Reserves Geology: The surface geological plan is prepared on scale 1:1000 incorporating exposures and existing pits. The average width and length of the granite band is 122 and 50 mts, the depth of 20 mts considered for reserve estimations. The leased area covers grey granitic gneiss trending in N-S direction. The rock is light grey in color medium grained and exhibiting phaneritic texture. Most of the area is covered Building stone formations and small portion occupied with soil cover in the western margins of the lease boundary. The sheetrock is mainly composed of quartz, feldspar, mica, amphiboles as principle mineral constituents and apatite, sphene etc. are secondary mineral constituents. On the surface exposure sheet rock shoewing irregular multiple sets of joints and fractures. Rock is hard compact in fabric. No major structural feature such as faults, folds, shear zone etc. has been noticed in the lease area. Granitic genesis Granitic genesis is the predominant rock type found in this area. It is well exposed all over the lease area. It exhibit foliation predominantly on the weathered surface. The rock having coarse grained to medium grained having color varies from light grey to dark grey and shows typical greasy luster. Since, it is medium hard rock suitable for building stone purpose. The surface geological plan & section has been prepared and enclosed as Plate No-3. Indicate geological and recoverable reserves and grade, duly supported by standard method of estimation and calculations along with required sections (giving split up of various categories i.e. proved, probable, possible). Indicate cut-off grade. Availability of resources should also be indicated for the entire leasehold: The following parameters are considered for reserve estimations of the Building Stone deposit: PR6

7 The entire quarry lease block surveyed and geological map has been prepared. The exposed dimensions of the Building Stone bodies have been measured and digitizing the map prepared on GIS format using Auto-CAD software. The reserves are calculated on the basis of the outcrops of Building Stone boulders sheets max height (dimensions). The conventional methods of total sectional area in square meters, influence in mts and recovery factor. The Building Stone recovery is about 90% and waste is about 10%. The influence along the strike, for each cross section has been taken as half the distance from the cross section on one side and up to the demarked limit of the Building Stone zone on the other side. The shape, size and depth extension of the Building Stone body as inferred in the cross section have been considered for reserve estimation. The limiting reserves based on the existing outcrops of Building Stone boulders and sheets. The reserve estimated up to the depth of level for proved reserve and further depth of 10 mtrs ( ) for probable reserves as taken into consideration. 8 3.06 Quarrying method The proposed method of working in the plan period is by semimechanized open cast quarrying. The technical parameters like surface topography quality variation geo-technical aspects are taken to considered for advancing the quarry operation. The development work will be carried out by using machines till the sheet rock is exposed. New free face will be created which will be accomplished through the conventional drill by jack hammer and blast for recovery of building stone. The bench height & width will be maintained by 5 X 7 mtrs respectively and bench slope proposed to be 80 degree to the horizontal. The plan showing position of working proposed extension, bench parameters, pit configuration at the end of plan period is indicated in the production development plan as well as conceptual plan as shown in Plate.No.04 & 06. Due care will be taken in designing the benches by straightening and advancing the benches for effective and economical operation of the quarry. Since the ground water table is much below and the rainfall is not very high during monsoon, drainage of water inside the pit will not pose problem Quarrying technique: Development work will be carried out on the sheet rock is exposed. Now free face will be created which will be accomplished through the conventional drill and blast for recovery of building stone. The following quarry techniques will be adopted for safe quarrying. Clearing of bushes, removal of topsoil and overburden weathered rock to expose the sheet rock or boulder. The building stone which recovered will be directly supplied to the buyer. Loading the material by using Shovel or manual method. The RoM will be transported to Crushing yard/crusher directly. PR8

9 3.08 Raw material required along with estimated quantity, likely source, marketing area of final product/s, Mode of transport of raw Material and Finished Product. There is no raw material required for this project Resource optimization/ recycling and reuse envisaged in the project, if any, should be briefly outlined. As explained in the earlier chapter the resources availability is 2.85 Lakhs tones under UNFC classification 111 and the average utilization will be 0.24 LTPA. In this operation about 10% of building stone below the required specification will be generated from the quarry operation. This will works out to be 2680 TPA. This below specification material will be transported to dump yard Quantity of wastes to be generated (liquid and solid) and scheme for their Management/disposal. In the plan period about tonnes waste likely to be generated. The maximum waste likely to be generated in a year will be about 2680 tonnes only. An area of Ha identified for dump yard with in the lease area. The area is free from mineralized zone and it s fit for dumping of waste. In this area about tonne waste materials could be accommodated considering 15 mts height of the dump and 30 o dump slope to the horizontal. Considering the rate of waste generation per year and accommodation capacity of dump yard the waste could be stored about 12 Years at this rate of production. PR9

The subject land is rocky exposer and belongs to Govt. land. The RTC copy enclosed as Annexure 2(C). The entire area covered with Building Stone deposit. There is no infrastructure in the area Topography (along with map). The quarry lease area is a sloping towards West having the maximum & minimum elevation of 770 mtrs and 765 mtrs above MSL respectively. The area is characterized with small flat showing elevation around 05 mtrs from general ground level. The quarry lease hold area trending in N-S direction. The drainage pattern is dendritic and the drainage density is moderate formed by network of several third order streams originating from the elevated area. There is no Forest, Buildings & PR10

Out of which, an area of Ha Land will be utilized for mining activities and Ha Proposed to be utilized for dumping of waste material. Besides an area of Ha proposed for Green belt development all along the quarry lease boundary Existing Infrastructure. At present there is no existing infrastructure Soil classification There is no top soil in the leased area. In case if it is occurred, which will be recover concurrent to quarry operation and stored in the designated yard. Which will be protected from erosion and subsequently used for Agriculture & afforestation purpose. The type of soil classified as sandy loom having a texture of salty clay the sand silt ratio is 35 & 65% respectively. PR11

12 5.0 PLANNING BRIEF This is a quarry operation, which involves removal of overburden and extraction of building stone from mother rock by using required machineries. The building stone extracted will be transported to local constructions activities Population Projection The project involves only 30 man powers, who are all engaged from the local peoples. There will not be any variation in population projection. Out of which, an area of Ha Land will be utilized for mining activities and Ha Proposed to be utilized for dumping of waste material. Besides an area of Ha proposed for Green belt development all along the quarry lease boundary. Post Mining land use Plan The Reclamation has not been proposed because of the fact that the mineral reserves are still persisting below the Proved level. Hence, back filling is not advisable and not suggested. The present Exploration, UPL drawn for development of mine reveals that an area of Ha required for quarry alone which works out PR12

13 to be 57.11% of the total area which may be change after complete exploration. Based on the present data and exploration, the post quarry land proposed for afforestation, Water Pond, public use. This post quarry land use will be implemented only after Final Mine Closure Plan approved by the Authority Amenities/Facilities. The required Amenities/Facilities for the employees will be provided as per the mines act & rules and directive from the respective authorities PROPOSED INFRASTRUCTURE 6.01 Industrial Area (Processing Area). Ucchangidurga Building Stone Quarry area is Ha only. There is no proposal for additional area for the project Residential Area (Non Processing Area). There is no any proposal for residential area connected to this Project Social Infrastructure. The CSR works proposed for this Project along with budgetary provisions are given below. 14 6.04 Connectivity (Traffic and Transportation Road/ Rail/Metro/Water ways etc). The area can be approached in all season. The carrying capacity of the existing road from lease area is more than sufficient for transporting the production. The building stones production of TPA works out to be only 10 trucks /day will be added to the general traffic density. This additional traffic of 10 trucks will not be impact on traffic density as the road carrying capacity is more than sufficient. 15 6.06 Solid Waste Management. The dump height will be restricting to 15 mtrs and it will be invert terraces will be maintained at the height of 10 mtrs each slice. Adequate retaining wall is constructed all along the toe of the dump. The dump slope will be maintained 28 o to the horizontal. There is no sub-grade mineral from this quarry operation. Every year 25 mtrs retaining wall proposed to be constructed Power Requirement & Supply / source. There is no proposal for electricity power for this project REHABILITATION AND RESETTLEMENT (R & R) PLAN The project is located in the Govt. land, covered with building stones. There is no any displacement of people, monuments, and residences. Therefore, rehabilitation and resettlement does not arise PROJECT SCHEDULE & COST ESTIMATES A. Project Schedule As per the building stones reserve available the life of the project will be about 12 years at the rate of TPA. The cost of the Building stones will be about Rs.150/tonnes, which work out to be Rs lakhs turn over. The expected net profit will be about Rs.20/tonne. B. 16 9.00 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) The Ucchangidurga building stones activity will help in improvement of the economic status of the people around the area. Building stones activities will benefit the local people and boost up the local market. The building stones reserves of this area are economically viable. The building stones activities will provide socio-economic benefits to the local peoples with direct & indirect employment opportunities. The regional benefits to the state in the form of Royalty, Cess, Taxes etc PR16

17 10.0 RAPID ENVIRONMENTAL IMPACT ASSESSMENT (REIA) & ENVIRONMENTAL MANAGEMENT PLAN (EMP) Base line environmental data: In order to determine the impact of mining activities on environmental status, base line data generation is very essential which helps to evaluate the predicted impact on various environmental attributes by using scientifically developed and widely accepted impact assessment methodologies and also helps in preparing EMP for improving the environmental quality. Therefore this chapter illustrates the description of existing environmental status of the study area with reference to the prominent environmental attributes such as climate, atmospheric condition, water quality, soil quality, vegetation pattern, land use pattern, ecology, archeological places, socio economic aspect etc. The studies were carried out enclosing a radius of 5 km around Ucchangidurga building stone quarry. This zone is further classified as core zone and buffer zone for better understanding of base line status. The environmental screening was done based on the available secondary data supplemented by regular field visit the primary and secondary data s where collected to describe the existing environmental setup. (a) Micro-Meteorology The historical data on meteorological parameters has been collected from nearest Indian Meteorological Department, Davanagere, which is at a distance of 50 km from the site. The same data is used as they will have similar climatological conditions as that of project area. The following climatological parameters have been recorded. 18 (i) Temperature. Monthly Max, Min & Avg temperature recorded is given below All figures in degree centigrade Month Year 2014 Max Min Avg The warmest month of the year is April, with an average temperature of 29.7 C. The lowest average temperatures in the year occur in December, when it is around 22.5 C. (ii)wind speed & direction: The wind speed in the study area was 15.5 km/hr and average is 5.2km/hr the direction is north-west to south-east. (iii) Rainfall The rainfall data are collected from the Metrological data for the past 5 years. Shown below are the arithmetic averages of rainfall of stations under the District. PR18

Summary of micro-meteorological data Parameters Units Data Maximum Temperature 0C 34.5 Minimum Temperature 0C 15.3 Average annual rainfall mm 613 (b) Air Environment The existing baseline ambient air quality of the study area was assessed by setting up of a network of 2 ambient air quality sampling locations namely. a) Proposed Working Pit (A1) & b) Haulage Road (A2), that are considered as representative samples of the area. These representative sites were selected based on the wind prevailing wind direction, coverage factor, population & terrain which determines the occurrence of ground level concentration of pollutants due to proposed activity. The Air Monitoring data are enclosed as Annexure 3(A). The results reveals that, all the parameters are within the stipulated limit. (c) Noise Environment To identify the Noise level information, 2 monitoring stations namely working pit & Haulage Road were established in core zone and there data s are enclosed as Annexure 3(B). The results reveals that, all the parameters are within the stipulated limit. PR19

20 (d) Water Environment In order to assess the baseline data on water resources, The ground water and surface water sampling locations were identified at Doddabigere village bore well. The samples were collected and analyzed in a NABL laboratory. It s data s are enclosed as Annexure 3(C). The results reveals that, all the parameters are within the stipulated limit. (e) Soil Environment The soil sample locations namely mining area (S1) and agriculture (S2) land were identified and collected data s are enclosed as Annexure 3(D). The results reveals that, all the parameters are within the stipulated limit. The soil quality at the mine site found as salty loam with calcareous natures. The ph value indicating is slightly alkaline. The primary nutrients N, P and K are in moderate concentrations in sample S2 whereas in sample S1 the nutrients are slightly low. (F) SOCIO ECONOMIC ENVIRONMENT Socio economic study is an important integral part of environmental study. Existing as well as upcoming projects will have some impact (adverse or beneficial) on the environment. The impact may alter the socio economic status of the society in dual ways. Hence, it is important to conduct socio-economic studies and assess the existing status and also the impacts envisaged by upcoming projects on the socioeconomic conditions of the study area. The information on socio-economic aspects has been compiled from various secondary sources including government and semi-government offices. PR20

21 Study involved following phases: o To collect baseline information on socio-economic status of the surrounding villages. o To draw suggestion on the kind of schemes/ community development o Understand the people perception on the initiatives taken up by mining companies. o Broaden the scope of the company s involvement with the local community. Conclusion Improvement of the economic status of the people around the area. Boost up the local market, which will invite people from different places to install their ancillary units. Direct & indirect employment opportunities. Benefits to the state in the form of Royalty, Cess, Taxes etc., Provide medical facility to all the employees and medical checkup camps to the local villagers. Hence, there will be an overall positive impact on socio-economics of people living in the villages Environmental Impact Assessment: Considering the lease area, extent of mechanization, production, manpower etc. the project is micro level. Other activities are more beneficial to the local people and the raw materials are very essential for the growth of construction activities Therefore, it could be summarized that there is no impact on environment due to this proposed quarry operation. However the individual parameters impact assessments are given below. i) Land Management ii) From the proposed quarry activity it is expected to broken about Ha land in the life of the quarry. As result slight change will be expected on land use. Which could be managed better way as it was in the post quarry land use plan. It is proposed to use the excavated land for water pond, agriculture, afforestation and public use purpose at the post mining stage. This post quarrying land use will be taken up only at the end of the life period. PR21

22 ii) Air quality The impact on air quality due to proposed mining activity would be negligible from the quarry operation. iii) Water quality They are no toxic or poisonous discharges into the drains from mining operations. So, the quality of water shall not be affected. But in the surface water some suspended silt particles may find their way. Therefore, it could be concluded that there is no impact on water quality due to this proposed mining activity. iv) Noise level Noise can be considered as an integral part of the quarry activity. The magnitude of impact depends on the methodology of quarry, machinery deployed and allied activities. The activities are very minimal; hence there is no impact on noise level. v) Vibration: Only mm drilling proposed for quarry operation, there is no deep hole drilling and blasting in the plan period. Hence the vibration due to quarry operation is negligible and there is no impact due to drilling and blasting. vi) Socio economics People residing in the nearby villages are benefited by the direct and indirect employment opportunity created by the quarry activity. The mine has employed 30 persons directly. There will be increase in per capita income, better life style, demand for the local goods / products, employment opportunities etc., are benefitted to the local people. Hence, there is a positive impact on socio-economic field due to this quarry activity. PR22

23 vii) Occupational health Main occupation of the people is agriculture, quarrying related activities etc and lately many of them have found more rewarding jobs in the quarrying sector. (c) Water pollution control measures Check dams will be constructed at different locations across the nallah outside the lease where ever necessary. Ground water recharging and rain water harvesting systems will be adopted in the quarry area. Drains shall be constructed to collect storm water and divert the same to the nearby nullahs. Adequate retention wall will be constructed all along the toe of the dump. Garland drains formation in the appropriate place. Afforestation will be carried out in consultation with local forest authority for selection of species, in the green belt area, barren area, all along the road side and inactive dump areas.
