Introduction This Construction Management Plan (CMP) has been prepared pursuant to the requirements of Schedule 9 of the Development Plan Overlay affecting the land at 227 Princes Highway, Dandenong. It also incorporates the findings of Environmental Audit Report for the site by Dr Wayne Drew of Prensa, dated 15 May Since the approval date, development has commenced on 46 townhouses on the southern portion of the land, now known as Lot B. This Construction Management Plan relates to the development of the northern portion of the land, now known as Lot A. 2. Significant Environmental Aspects The following matters have been identified as significant environmental aspects to be addressed by the Construction Management Plan: Traffic and Parking Construction waste Public safety and security Protection of Council assets Dust Noise and vibration Erosion and sediment Chemicals, flora and fauna, heritage 3. Site Management 3.1 Responsibilities Prior to the commencement of any building works on the site a Site Manager will be appointed and will be responsible for the implementation of the CMP. In the absence of the Site Manager a delegate will be appointed to carry out the responsibilities of the Site Manager in administering the requirements of the CMP. The key objectives of the CMP are to ensure the following: Safety of the public and site personnel; and Acceptable levels of environmental impacts of the development. 3.2 Communication To ensure that the provisions of the CMP are understood by all persons working on the site, the following will be conducted: An induction program will be provided to explain all provisions of the CMP. A copy of this CMP will be available on site at all times, and the information in the CMP will be displayed in posters in highly visible locations within the site, including the wall of the site office. 3.3 Informing Neighbours Prior to the commencement of building works, the Site Manager will advise the owners and occupiers of adjoining and nearby properties of his responsibility in implementing the CMP and will also provide them with their name, contact telephone number and contact address. The name, contact telephone number and contact address of any replacement Site Manager will be provided to the owners and occupiers of nearby properties as soon as is practicable following appointment. The owners of adjoining and nearby properties will be notified, prior to commencement, of any potentially disruptive works to be carried out as part of the development by the Site Manager. 227 PRINCESS HIGHWAY, DANDENONG S2966 CMP.D2 PG. 5

6 3.4 Inspections and Maintenance The Site Manager will carry out a site inspection at least twice per week, to ensure that the provisions of the CMP are being implemented. In addition, inspections will take place following any major storm event or period of heavy rain to ensure that there is no damage to the environmental aspects of the site and that there is no consequential offsite detriment. Where damage has occurred as a result of storm activity or heavy rain, rectification works will be carried out within 12 hours of the incident being brought to the attention of the Site Manager where possible, or otherwise as soon as practicable. 3.5 Permits to Occupy/Modify Public Property Prior to commencement of construction: Permits will be obtained to occupy public foot paths, construct road openings, carry out trenching works on public land and to construct driveway crossovers, load and unload from delivery trucks in the vicinity of the site in public property and carry out other similar works; and A Local Law Asset Protection Permit from the Greater Dandenong City Council will be acquired. All conditions of the Asset Protection Permit will be adhered to. 3.6 Associated Documents The associated documents which are associated with this CMP include, but are not limited to: Town planning permit and endorsed plans; Building permit and approved building plans; and Approved civil engineering drawings. 4. Traffic, Deliveries and Parking 4.1 Site Access All access and egress to and from the site will be from King George Parade utilising an existing crossover. All delivery vehicles will gain access and egress to and from the site across the existing crossing. All loading and unloading of vehicles will be carried out on site and no vehicles will be loaded or unloaded on King George Parade or any nearby street unless permitted by the City of Greater Dandenong with a separate Permit to Occupy public property. After loading or unloading will egress the site via King George Parade and then onto the Princes Highway. 4.2 Traffic Disturbance Vehicles travelling along King George Parade may be stopped temporarily as delivery vehicles reverse into or out of the site. Details of the manner in which vehicles travelling along King George Parade are temporarily stopped are provided in Section 6.0 Public Safety and Security of this Plan. 4.3 Parking and Deliveries Workers will not park in front of the commercial premises on the south side of the Princes Highway service road to the west of the site. 227 PRINCESS HIGHWAY, DANDENONG S2966 CMP.D2 PG. 6

7 Having regard to the intensity of the building works to be carried out on the site an application may be made to the Greater Dandenong City Council for a permit to enable the introduction of parking restrictions along the south The scheduling of delivery times will ensure that delivery trucks do not stand in the surrounding streets but enter the site without delay for loading and unloading. If loading and unloading of delivery trucks must take place in the vicinity of site, but off site, a permit to occupy public property will be acquired prior to any offsite loading or unloading takes place, as per Section 3.5 Permits to Occupy/Modify Public Property of this Plan. All delivery trucks will enter and leave the site during the following times: Monday to Friday Saturday 7:00 am to 4:00 pm; and 9:00 am to 1:00 pm. 4.4 Traffic Management Signage All truck movements to and from the site will be designated to the truck routes shown in Appendix 1. Pedestrian activity across the site access driveway will be managed and controlled by appropriately qualified site personnel. Pedestrian warning signs will be provided in the vicinity of the site as required to ensure the safety of pedestrians and prevent any accidents. Please refer to Appendix 1 for the location of proposed pedestrian pathway and location of warning signs. 5. Construction Waste 5.1 Waste Storage and Disposal All litter and waste are to be contained on site and disposed in a responsible manner. Waste generation is to be minimised. Rubbish bins for use by persons working on the site are to be placed around the site in easily accessible locations. In each rubbish bin location, two small bins are to be provided, one for general waste and one for recyclables (paper/cans/glass.) Skips are to be provided on-site for the storage of construction waste. Construction waste is to be sorted prior to disposal from the site to maximise the recycling of waste material. Skips are to be collected at regular intervals as required. All bins and skips are to be kept on the site. A daily check of the site will be carried out to collect any loose litter and waste for disposal in the general waste bin or recyclable been as appropriate. All construction materials will be delivered to the site will be stored appropriately to minimise the risk of damage or loss. Materials that could be damaged by rain or wind will be covered or stored undercover. 5.2 Demolition Waste All demolition waste will be disposed and recycled in accordance with local laws and permit requirements. 5.3 Disposal of Excavated Material Any material excavated from the site and disposed offsite must be classified and managed in accordance with the relevant statutory requirements and EPA guidelines including EPA Publication IWRG 621. Any asbestos containing cement sheet fragments found on the site are to be handled and disposed of in accordance with the relevant regulations 227 PRINCESS HIGHWAY, DANDENONG S2966 CMP.D2 PG. 7

8 5.4 Waste Minimisation To minimize the accumulation of offcuts of materials on site, where practical, materials will be measured and cut offsite. Where practical, standard sized materials and products will be used in the construction of the development. 5.5 Other Information on the amount of construction waste generated, including the weight and volume of waste material and the percentage of recyclables and landfill waste, during the development, will be collected. 6. Public Safety and Security 6.1 Pedestrian Safety Pedestrian warning signs, Warning: Vehicles Reversing ) will be provided in the vicinity of the site to ensure the safety of pedestrians and prevent any accidents, as depicted in Appendix 1. Pedestrian movements across the site access driveways will be managed, controlled and supervised by appropriately qualified site personnel. The reversing movements of vehicles accessing and egress in the site will be supervised at all times. 6.2 Traffic Safety site. All traffic movements will be in accordance with the relevant Australian standards. 7. Protection of Council Assets 7.1 Footpath Protection Any damage to the footpath as a result of construction works on the site, will be repaired to the satisfaction of the council. Footpaths adjoining the site will be inspected each day by the Site Manager and cleaned and maintained so that there is no impediment to their use by pedestrians. 7.2 Street Cleaning The road pavement in the vicinity of the site are to be kept clean of mud, dirt, dust, gravel or other material arising from the construction on the site. predicted rain/storm events. 8. Dust Dust generation must be minimized to ensure there is no health risk or loss of amenity. 8.1 Minimising Dust Generation All appropriate measures will be taken to minimize dust generation on-site. 9 8.2 Contingencies To limit the generation of dust from site and any dust generated on site from moving on to other properties, prior to the construction of the floor of the basement car park watering facilities will be maintained on site to enable exposed ground to be sprayed with water. To prevent mud to be transported on to King George Parade, no watering will be carried out in the vicinity of the access/egress point and other appropriate techniques will be used to minimise the generation of dust from this area. 8.3 Other Any hose used for water spraying is to be fitted with a large trigger nozzle. All water use will be carried out in accordance with the requirements of the council. Prior to the use of any groundwater for watering purposes, 1 the consent of the EPA is to be obtained. 9. Noise and Vibration The requirements of EPA Victoria and the council must be adhered to in relation to the level of noise and working hours, to ensure that neighbours are not unreasonably disturbed. The generation of noise must be minimised. 9.1 Normal Working Hours The hours in which work may be carried out are: Monday to Friday 7:00am to 6:00pm; and Saturday 7:00am to 1:00pm. 9.2 Noise Minimisation Methods The use of noisy equipment and processes will be restricted to avoid disturbance to adjoining properties. The EPA Noise Control Guidelines Pub 1254, Oct 2008 will be followed. 10. Erosion and Sediment Erosion and sediment will be managed in accordance with current best practice environmental management practices, to prevent sediment-laden water from entering any drainage system or natural waterway Drainage Management All drainage pits in King George Parade, Maurice Street and Carmen Street which may be affected by surface run-off from construction activities on the site will be appropriately protected. Catch strains for the collection of stormwater run-off from construction works on the site will be prepared as is appropriate Stockpile Protection Any stockpiles of materials will be managed to minimise the risk of the spread of sediments and pollution caused by stormwater run-off. 1 Strictly watering purposes only; groundwater unsuitable for use as potable water, as the site was recommended to be designated a Groundwater Quality Restricted Use Zone (GQRUZ) as per page 17 of Environmental Audit Report for the site by Dr Wayne Drew of Prensa, dated 15 May PRINCESS HIGHWAY, DANDENONG S2966 CMP.D2 PG. 9

10 10.3 Vehicle and Road Management A rumble grid will be located at the boundary of the site on the access/egress point. All vehicles leaving the site must pass over the rumble grid to allow removal of any excess sediment from the wheels. Storm water pits in the nearby roads which may be subject to sediments from the construction site are to be fitted with either curb - sediments into the stormwater pit. Nearby roads are to be regularly inspected and any sediment deposited on these roads as a result of construction activities is to be fully removed Sediment Traps Sediment traps are to be installed at all outfall drains by the use of fabric-covered filters. These are to be inspected and cleaned daily. All drains in the vicinity of the site which may be affected by run-off from the site are to be inspected regularly to assess the level, if any, of sedimentation as a result of run-off from the site and to determine the level of protection required. The sediment filters on nearby drains will be upgraded to prevent sedimentation, as required. Sausage filters will be placed on stormwater inlets in King George Parade, Maurice Street and Carmen Street as required. The filters will be regularly inspected Soil Stabilisation During construction water will be sprayed over exposed areas in order to ensure soil stability Soil Quality accordance with relevant EPA guidelines including EPA Publication IWRG Chemicals Storage and spill management practices will be implemented to ensure that no environmental damage results as a result of the escape or spillage of chemicals or fuels Storage No chemicals or fuel will be stored on site Spill Management A fully stocked spill and first-aid kit will be kept on site for the treatment of personnel.
