Protecting our most vital natural resource air. Air Quality and Open Space Open Space Conference May 9, 2007 ASU Amy Roberts Dust Compliance Inspector
Air is our most vital natural resource Our department believes in protecting that resource through collaboration, education, monitoring, regulation and enforcement of standards.
How we regulate: Air Quality Develop rules Enforce Rules Issue Permits
Is the air in really that bad?

Timeline for Non-Attainment* of Moderate Missed deadline for attainment per 1990 requirement. Air monitors continue to exceed standards. Serious Failed to meet 1996 requirement. EPA now requires new State Implementation Plan by New deadline of 2006 is mandated. Serious *Phoenix is one of eight areas in the nation defined as Serious* *Non-Attainment is an EPA Designation for failure to meet Federal Air Quality Standards
Whom Does Poor Air Quality Affect? Everyone. Especially Sensitive Populations.
Air Quality Air quality issues in this area:
Why Address Dust? Health Risks Increased Federal Regulation Reduced Production by Permit Holders Cost of Non-Attainment Federal Funding Cut $2.8 Billion Dollars
Background Pollutants in the Air Pollutants in ambient air consist of two basic forms - particulate matter & gas Particulate matter (PM-10 & PM-2.5) consists of dust, smoke, & fly ash. Gases include CO 2, SO 2, & VOC s
What is particle pollution? Particle pollution (also known as "particulate matter") in the air includes a mixture of solids and liquid droplets. Fine particles. Particles less than 2.5 micrometers in diameter are called "fine" particles. Coarse dust particles. Particles between 2.5 and 10 micrometers in diameter are referred to as "coarse."
PM Sizes PM-2.5 are fine particles resulting from fuel combustion of motor vehicles, power generation, industrial facilities, and residential wood fireplaces and stoves. PM-10 are coarse particles emitted from sources such as unpaved roads, material handling, crushing and grinding operations, and windblown dust.
Biology Alveoli are the spherical outcroppings of the respiratory bronchioles and are the primary sites of gas exchange with the blood.
What do we look for? Fugitive dust (>20% opacity) Earthmoving Activities Material Loading / Unloading Haul / Access Roads Track-out Track-out Control Device (sites >2 acres) Haul Operations Clean, tarped trucks
What do we look for? Stabilization Open / Disturbed Areas Storage Piles Roads Parking Areas Administrative Project Sign (sites >5 acres) Dust Control Plan / Copy of Permit Dust Control Records
Track-out

Dust exceeding more than 20% opacity
Paddlewheel working without water
How do we bust dust? MCAQD Monitoring Reporting Education Regulation: Rules, Inspection, Enforcement Air Quality Citizens Complaints Education Citizens Business Business/Permit Holder Compliance Education
Open Space Construction/Development contribute to lack of open space But it s the desert.. Overall, the natural desert is stabile soil crusting, plant cover/filtration, O2 & CO2 gas transmissions More disturbed areas - more potential for PM As growth rate increases, development increases.
Cryptogram provides natural soil crusting on undisturbed ground

What next? Development is not going to stop, so it is important to take steps to control what we can our own actions! Bring Back Blue Campaign Dirty Dozen tips Increased education Report dust violations you observe (602)
Bring Back Blue
Questions? Amy Roberts Dust Compliance Inspector
