2 Sustainability of solid biomass in EU policy 1. Only Germany could implement sustainability scheme for liquid biomass 2. EC has launched a study coordinated by VITO on solid biomass in MS 3. EC has launched a consultation on sustainability criteria for solid biomass 4. EC has re-opened the issue of sustainability criteria for liquid biomass under the pressure of NGO s, 5. EC will make a FURTHER REPORT BY END 2011 to decide whether or not sustainability criteria for solid biomass are needed by then 6. EC might consider uniform binding sustainability criteria: For wood pellets For power plants above 20 or 50 MW IWPB Meeting Rotterdam-16March
3 CEN/TC383 Pre-standard EN16214 for bio-liquids and bio-fuels is available Belgium has proposed to extend the work to solid biomass To take the advantage of all common issues for solids & liquids And to avoid loss of expertise within the WG s But it should be taken into account that EC did not set up uniform binding sustainability criteria yet for solid biomass Some delegations (UK, SE) would be prefer solid biomass be only treated by ISO/TC248 but this will lead to inconsistencies with EN16214 for bio-liquids Will not necessarily be in line with the requirements made by EC WG created for preparation by July with national delegations of: BE, UK, NL, IT, FRA, SE IWPB Meeting Rotterdam-16March
