3 SIX MONTHLY PROGRESS REPORT ON THE IMPLEMENTATION OF ENVIRONMENTAL CLEARANCE CONDITIONS BY MoEF (FOR THE PERIOD APRIL 15 TO SEPTEMBER 15) Name of the Project: - Hingula Open Cast Project. DETAILS OF SPECIFIC CONDITIONS Top soil, if any should be stacked with proper slope at earmarked site, should not be kept active, and shall be used for reclamation and development of green belt. OB shall be simultaneously backfilled in the de-coaled area; no new OB dump shall be create for the OB to be generated in the balance life of mine. The embankment constructed along the Singhara Jhor shall be stabilized by vegetation. Monitoring and management of existing reclaimed dump sites should continue until the vegetation becomes selfsustaining. Catch drains and siltation ponds of appropriate size should be constructed to arrest silt and sediment flows from soil and OB dumps. The water so collected should be utilized for watering the mine STATUS OF IMPLEMENTATION OF THE CONDITION Top soil is being stacked separately with proper slope at earmarked site and is being used for reclamation and development of green belt. The abstract of top soil excavated during last four years is given below: Year Volume (Mm 3 ) No new ext. OB dump is being created, all OB generated currently is being backfilled. Total Mm 3 of OB generated since inception out of which.722 Mm 3 of OB has been generated during April 215 to September 215.Total OB generated during the last six month is being utilised for backfilling only. The condition has been complied with. The length of embankment is 5 meters. The total area covered under plantation is about 7 Ha with 17,5 numbers of plants. Only one existing dump has been created covering an area of Ha and total volume of OB is 6.22 Mm 3. Till date Ha of OB dump/backfilled area have been biologically reclaimed through OFDC & CGRVVNL. During , nos. of plants have been planted in an area of 4.53 ha in existing OB dump slope & backfilled area. Catch drains and siltation ponds have been provided of appropriate size as per requirement. All the collected water is led into the mine sump, which acts as mine water reservoir. Water for all industrial uses such as watering in the mines area, for dust suppression in road, watering in

4 (vi). area, roads, greenbelt dev. etc. The drain should be regularly de-silted and maintained properly. Garland drains and sump capacity should be designed keeping 5% safety margin. Over and above the rainfall Sump capacity should also provided adequate retention period to allow proper settling of silt materials. Dimension of the retaining wall at the toe of the dumps and OB benches within the mine to check run-off and siltation should be based on the rainfall data. plantation etc. is met from this reservoir. Water sprinkling system should be provided to check fugitive emissions from crushing operations, conveyor system, haulage roads, transfer points, etc. And fixed type sprinklers are provided all along the conveyors to arrest fugitive emissions. Drills should be wet operated. Roads shall be metal topped and mechanical sweepers shall be regularly deployed to clear the dust off the main approach and mineral transportation roads. The density of the trees should be around 25 plants per ha. In the last half yearly i.e. from Apr to Sept-215, 95.5% (i.e Tonne out of total production of 14375Tonne) of coal is produced through surface miner. Presently the CHP is not in use. All the drills working in mine is equipped with dust extractor. All the drills working is fitted with wet drilling arrangement/dust extractor, permanent haul roads/coal transportation roads are already completed with blacktopping & 4 nos 28KL mobile water sprinkler departmentally and 5 nos 8KL contractually are engaged for water spraying in three shifts in mine and coal transportation road respectively. A mechanised sweeper is also used for extraction of dust from CT road/colony road. Use of surface miner is always preferred as practicably as possible & utmost care is being taken to do 1% coal production through surface miner. In the year (till September) 95.5% (i.e Tonne out of total production of 14375Tonne) of coal production done though surface miner. Till date total area planted is Ha. and total nos. of plantation is 81,717 nos. During the year of Ha area was planted with no. of plants on back filled area. The abstract of plantation in last two years are given below: Year OB dump / BF/Slope Area in No of Ha plantation Indigenous native plants are planted as per the previous experience, species like Neem, Mahaneem, Amla, Harida, Bahada, Gambhari, Karanja, Sisris, Kataki, Kayan, Sisoo, Teak, Radha Chuda, Krishna Chuda, Mango, Guava, Jackfruits, Jamun, and Custard Apple etc.

A progressive Mine Closure Plan shall be implemented and OB generated shall be simultaneously backfilled so as to backfill and reclaim ha of de-coaled area and the balance 55.2 ha being converted into a water reservoir shall be protected by peripheral fencing and the upper benches of the reservoir shall be gently sloped and stabilized with plantation. Regular monitoring of ground water level & qualities should be carried out by establishing a network of existing wells and construction of new peizometers, The monitoring for quality should be done four times a year in pre-monsoon (May), Monsoon (August), post monsoon (November) and winter (January) season and for quantity in May. Data thus collected should be submitted to the Ministry of Environment & Forests and to the Central Pollution Control Board quarterly within one month of monitoring. The company shall put up artificial groundwater recharge measures for augmentation of ground water resources. The project authority should meet water requirement of nearby village(s) in case the village wells go dry due to dewatering of mine. The progressive mine closure plan is being implemented. The total OB generated is being simultaneously backfilled as per final plan approved by Ministry. Till date total progressive volume of OB backfilled is Mm 3 and till date 6 Ha of backfilled area is technically & biologically reclaimed. For establishing a network of piezometers, work has been awarded to M/s. PRB Infra-projects Pvt. Ltd. Vide no: MCL/SBP/CGM (ENVT)/NIT-4868/215/5155, dt: 27/3/215 (copy is enclosed as annexure-1). The work has already been started and will be completed within 18 days. The monitoring will be done four times in a year after completing the network. Presently the ground water level is carried out physically in January, April, August and November. And also ground water quality monitoring is done in monthly basis. 6 constructed in following places in Balram colony. 1. Guest House 2 Nos 3. Utkalika 2 Nos 2. N Joy club 2 Nos 4. DAV school - 1 No Mine sumps, where the entire mine seepage & runoff water is collected is also accelerate the recharge of ground water. During summer season water supply to the periphery villages is made as per demand and requirement in consultation with the district administration. (xiv). Sewage treatment plant should be installed in the existing colony. ETP should also be provided for workshop and CHP wastewater. (xv). (xvi). Besides carrying out regular periodic health check up of the workers, 1% of the workers identified from work force engaged in active mining operations shall be subjected to health check up for occupational diseases and hearing impairment, if any, through an agency such as NIOH, Ahmadabad within a period of one year and the result reported to the Ministry and to DGMS. For monitoring land use pattern and for post mining land use, a time series of land use Maps, based on satellite imagery (on a scale of 1:5) of the core zone and buffer zone from the start of the project until and of mine life shall be prepared once in 3 years (for any one particular season which is consistent in the time series), and the report submitted to MoEF and Regional office at Bhubaneswar. STP is not available as no separate colony is being provided for Hingula OCP. ETP - 27 M 3 /per day capacity is existing, which is adequate as per requirement, after the treatment the water is being reused for vehicle washing. ETP is regularly cleaned and maintained properly. Periodical Medical examination of every worker is done at 5 years interval. Occupational health cell is established. Well equipped dispensary with staff is also established in Central colony. Workers showing abnormal symptoms are identified and treated accordingly. The abstract of number of employees undergone PME in last 3 years are given below. 7 (xvii). A detailed final Mine closure plan along with details of corpus fund should be submitted to Ministry of Environment and Forest within six months of grant of this letter for approval. (xviii). R&R for the 663 PAF s from the villages Gopalprasad, Kusumpal, Anantagadia, Malibandha and Nuamuhin shall be prepared and implementation within a specific time frame. R&R norms shall be not less that of the national R&R policy. The condition has been complied with. Rehabilitation status: 1. Employment given so far up to 3/9/15 = 987 persons Resettlement Status: 2. PAF s opt for plot at resettlement site = PAF s received cash compensation in lieu of plot = 217 Compensation package offered to family as per Odisha State Compensation Package- 26 guidelines, which is not less than existing National R&R policy. B. GENERAL CONDITION: Sl. No. (i). (ii). (iii). DETAILS OF GENERAL CONDITION. No change in mining technology and scope of working should be made without prior approval of the Ministry of Environment and Forest. No change in the calendar plan including excavation, quantum of mineral coal and waste should be made. Four ambient air quality monitoring stations should be established in the core zone as well as in the buffer zone for SPM,RPM,SO 2 and NO x monitoring location of the station should be decided based on ecologically target in consultation with the State Pollution Control Board. STATUS OF IMPLEMENTATION OF THE CONDITION. Complied. The mine is operating with shovel dumper combination & surface miner is used for coal production. During April to Sep % coal production was met through surface miner. There is no change in calendar plan and there is no increase in the approved capacity of 12 MTPA. Malibandha Village. Near Gopalprasad Village. Near Bhalugadia Village.

Data on ambient air quality (SPM, RPM, SO 2 and NO x) should be regularly submitted to the Ministry including its Regional Office at Bhubaneswar and to the State Pollution Control Board and the Central Pollution Control Board once in six month. Fugitive dust emissions from all the sources should be controlled regularly monitored and data recorded properly. Water spraying arrangement on haul roads, wagon loading, dumps trucks (Loading and unloading) points should be provided and properly maintained. Adequate measures should be taken for control of noise levels below 85 dba in the work environment. Workers engaged in blasting and drilling operations, operations of HEMM, etc should be provided with ear plugs/muffs. Industrial wastewater (workshop and wastewater from the mine) should be properly collected, treated so as to conform to the standards prescribed under GSR 422(F) dated 19 th may 1993 and 31 st December 1993 or as amended from time to time before discharge. Oil and grease trap should be installed before discharge of workshop effluents. The condition has been complied with. The details monitoring report is enclosed herewith for reference in annexure-3. Ambient air quality monitoring being carried out in the above mentioned 4(four) station on fortnightly interval. Water spraying arrangement has been provided on haul road & CT road through 4 nos 28KL and 5 nos 8KL mobile water tankers. The air quality details are mentioned as in point condition No (iv) above. Noise is found to be within limits. The details noise monitoring report is enclosed herewith for reference in annexure3. The workers engaged in blasting and drilling operations of HEMM have been provided with ear muffs. Effluents treatment plant has been established for treatment of workshop effluent and the effluent is conforming to the prescribed standard and the discharge from ETP is recycled for vehicle washing. 9 (viii). Vehicular emissions should be kept under control and regularly monitored. Vehicles used for transporting the mineral should be covered with tarpaulins and optimally loaded. (ix). Environmental laboratory should be established with adequate number and type of pollution monitoring and analysis equipment in consultation with the State pollution control Board. (x). (xi). Personnel working in dusty areas should wear protective respiratory devices and they should also be provided with adequate training and information on safety and health aspects. Occupation health surveillance program of the workers should be undertaken periodically to observe any constructions due to exposure to dust and to take corrective measures, if needed. A separate environmental management cell with suitable qualified personnel should be set up under the control of a senior executive, who will report directly to the head of the company. (xii). A funds earmarked environmental protection measures should be kept in separate account and should not be diverted for the other purpose year wise expenditure should be reported to the Ministry and Regional Officer at BBSR. (xiii). A copy of Environmental clearance letter shall be marked to concerned panchayat/representation has been received while processing the proposal. Routine monitoring of vehicles are done. Periodical maintenance done as per schedule in order to control vehicular emission. Overloading of trucks is avoided. Trucks travelling outside lease hold area/ mining area covered with tarpaulin. All the vehicles carry Pollution Under Control (PUC) certificate. The environmental laboratory is established centrally in the Talcher Coal field and M/S CMPDIL is entrusted with the monitoring job and presently they have started the air sampling analysis at the Talcher laboratory. M/S CMPDI laboratory is of national repute & the lab is approved by MoEF & CPCB and having NABL accreditation. Protective respiratory devices have been provided to workers working in dusty area. Occupational health cell has been created. PME of every worker is done in 5 years interval. Year No people underwent PME Mine also has a well equipped dispensary with all facilities. If any potential cases are being identified, then necessary corrective measures are taken accordingly. A separate environment management cell headed by D(T/P&P), MCL has been established in MCL and suitable qualified senior executives at HQ & area are being posted to look after the Envt. dept. Also qualified environmental engineers have been posted at the project level exclusively to look after the environmental functionaries. Fund earmarked for environment protection measures are kept in separate account.
