4 Present Policy Achieve 100% electricity access to entire population in the country through grid and off-grid schemes by end 2013 Diversify the energy supply mix to ensure maximum possible security against price and supply fluctuations and to ensure the growing demand is reliably met Manage and enhance the transmission and distribution system ensuring the optimum utilization of system assets to achieve a reliable electricity supply to consumers Reduce the transmission and distribution losses to optimum levels Rationalize energy pricing by moving towards cost reflective pricing while protecting the most vulnerable in society through transparently funded subsidies to maintain the financial viability of sub-sector utilities Reach a 10% of electricity generation from non conventional renewable energy sources by 2015, and increase it to 20% by Exploit the full economic potential of energy efficiency improvement To enhance the investment climate in all above areas Adopt an integrated planning approach encompassing all above towards a sustainable energy future
5 Hydro Potential in Sri Lanka Hydro power is the main indigenous resources available in the country for electricity generation Hydro Thermal Share in the Recent Past Almost all the economically viable hydro potential has been developed. The Government has put the highest emphasis on development of remaining hydro power projects in the country. At present 35% of the annual energy generation comes from hydro plants
6 The Small Power Development Program of Sri Lanka: The Success Story Off-grid component 300 village community networks, based on small hydro (typical capacity range kw, covers 5000 households in total) Over 100,000 solar home systems in operation On-grid component Over 90 small power plants in operation (small hydro, wind) Many more under construction, approvals pending Large enthusiasm among developers, investors 6
7 National Policy on Non Conventional Renewable Energy Development The Government will Endeavour to reach a level of 10% of electricity generation using Non Conventional Renewable Energy (NCRE) resources by 2015 and 20% (it is 8% today) Encourage private sector investment for less than 10 MW renewable energy generation Availability of Standardized Power Purchase Agreement (SPPA) for less than 10 MW plants. Cost based technology specific tariff
8 Non Conventional Renewable Energy Non-conventional Renewable Energy sources received (NCRE) a new impetus in 1996, when the Government announced Standardized Power Purchase Agreement and standardized tariff for private developers of NCRE based power plants of capacity less than 10MW. It further boosted up by the introduction of cost based technology specific tariff in 2007 By October 2013, a total of 199 small private power producers connected to the grid with 350 MW of installed capacity Gross Electricity Generation (GWh) Wind (GWh) Biomass (GWh) Hydro (GWh) Hydro (MW) Biomass (MW) Wind (MW) Installed Capacity (MW) 19/12/2013 8
9 The Standardized Power Purchase (SPP) Tariff Basics For Renewable Energy Projects less than 10 MW Non-negotiable, paid in LKR Paid on the basis of energy delivered (not based on capacity) Agreements Once signed, no change in tariffs for 20 years (except the smaller O&M escalation element) Cost-based, technology-specific Tiered or Flat (levelised); option to developer at the time of signing the Agreement Provides comfort to lenders and return on equity to developer from day 1 of operation. 9
10 Success factors Virtually free from market risks What ever produced will be purchased Guaranteed purchase price Availability of Standardized Power Purchase Agreement (SPPA) Simple approach Acceptable to banks Low transaction costs Resource allocation First come first served basis Devoid of cumbersome competitive processes
11 Success factors Institutional framework in place A dedicated institution, Sri Lanka Sustainable Energy Authority by an Act of Parliament to regulate and promote renewable energy. Tax concessions for renewable energy systems Aggressive targets for RE based grid electricity

13 Steady Growth of Small Hydro Power Sector The Small Hydro Power sector grew at phenomenal phase due to the conducive environment Acceptance of industrial norms SPPA and procedure Availability of attractive funding multi-lateral lenders(wb) First from Energy Services Delivery Project (ESDP ) Thereafter from Renewable Energy for Rural Economic Development (REREDP) Dedicated credit lines through National Development Banks
