1 Germany Study Mission March 17 24, 2007 We are all aware of the obvious and significant changes taking place in the environment. For the past several years we have taken leaders from industry and government to Europe to study successful concepts to improving the environment. The primary focus of these trips was to gain a better understanding of the significant role that waste to energy facilities play in municipal solid waste management. Other renewable energies will also be addressed and discussed. The March, 2007 trip will take a close look at the German Municipal Solid Waste (MSW) management structure because Germany continues to be the world leader in recycling, waste avoidance and finding ways to give sustainability real meaning. Germany has not only stopped landfilling untreated waste, their goal is to get rid of landfills all together. Since the mid 1980 s the Green Party in Germany has had a strong influence on governmental affairs affecting the environment. They have established the goal of zero waste. Today, Germany is closer to achieving this goal than any other country. June 1, 2005, the Minister of the Environment, Juergen Trittin, declared: Today marks an end to the practice which created innumerable contaminated sites for future generations, that of burying waste in landfills and forgetting it. This fundamental change is a milestone of environmental protection, comparable with the introduction of the legally regulated catalytic converter of cars. The March, 2007 trip will explore the challenges faced by the German government in achieving the objectives set in the mid-1980 s and how they overcame them. Germany will be one of only two countries to achieve the Kyoto objectives because of significant reductions in Greenhouse Gases were achieved through proper MSW management policies and practices. This success is the reason for the adoption of the German regulations by the European Union. There is a motion being considered by the European Union to start banning products from entering the European market that are not in compliance with EU MSW regulations i.e. waste avoidance and recycling.
2 This trip will enable attendees to make better educated decisions and lead educated discussions on proper MSW management practices. We will meet with the decision makers who established and implement these policies. We will meet with the German Green Party and the German Federal Ministry of the Environment, the two key organizations for German environmental policy. We will meet with industry leaders that have responsibility for achieving Germany s aggressive MSW management goals and ensuring their industries meet these regulations. The group will meet with German recyclers who have helped the country achieve the highest recycling rates in the world. We will visit the Thermal Recycling facility MVR, in Hamburg. MVR is the only facility worldwide that has the full support of the German Green Party due to its economic and environmental efficiency such as the highest material recovery and the lowest emissions of any waste to energy facility/technology. This trip will give industry and government attendees a clear understanding of what steps are required to manage waste in a sound and responsible manner. Discussions will be held with decision makers on how they overcame negative public perceptions and now enjoy broad public support. The trip will demonstrate how leaders can integrate these techniques into their local strategies and will assist attendees in dealing with outdated public perceptions related to MSW management. In addition to its environmental benefits the new scheme has already created over 15,000 new jobs through 7.5 billion Euros of investment made by local authorities and environmental groups. 3 Waste Avoidance, Recycling and Zero Waste: Germany s Success Story Waste Avoidance Recycling Zero Landfilling Berlin Bonn - Hamburg March 17-24, 2007 Waste Recovery Seattle Int l (WRSI) is offering the opportunity to gain insights into how Germany has achieved the world s highest recycling rate, banned untreated waste in landfills and will be one of only two countries to achieve the Kyoto objectives. The trip is scheduled from March 17 th through March 24 th, 2007 and will include Berlin, Bonn and Hamburg. It is designed to expose the delegates to the value of waste. Unless you work in the waste industry, most of us would prefer living without waste. However, waste is a reality and we need to deal with it responsibly. We all know that it smells, pollutes and costs money to dispose off. Germany s approach has been to look for solutions to MSW issues that deal with all elements. Waste avoidance, recycling and zero landfilling are intended to protect the environment, conserve natural resources and take advantage of the energy and material recovery from the remaining waste. For us here in the US it is the bottom line that matters. How much will disposal cost? The discussion has been going on for over 100 years. In the US landfilling has been seen as the most economical disposal method. However, Germany has taken advantage of technological advancements in MSW management that are unequaled worldwide. Landfilling waste has been recognized as the worst environmental and economic solution. Other technologies are being utilized to achieve the goal of zero waste. Waste has value - that s how many European governments see it.
4 Germany has the highest recycling rate in the world with over 65%. Germany has dedicated a lot of time and money educating citizens on recycling and passing laws that, for example, require industry to focus on manufacturing without producing waste as well as taking back the products and reusing them. As of June 1, 2005 Germany passed a striking new law. This law was in the making for 20 years. One of the leading groups that built this law was die Grünen the environmental party also known as Germany s Green Party. This law (Waste Storage Ordinance) states that as of June 1, 2005 the landfilling of untreated waste in Germany has been outlawed. Landfilling, even with the best available technology, is identified and recognized as a major source of pollution, releasing toxic chemicals and heavy metals, such as mercury, into the water supply, and greenhouse gases into the atmosphere. The new law states that waste must be treated in such a way that it cannot degrade further or release pollutants following landfilling. Recoverable substances will be retrieved and the waste converted into energy. A maximum of 30% will be sent to upgraded landfills, with old systems being phased out by Purpose and Objectives: The purpose of this mission is to provide an opportunity to assess and explore the latest technological and policy developments in MSW management. Key industry leaders and government officials will be visited in each city. In Berlin the delegation will visit with the leadership of the German Green Party to understand their position and role in waste management. Bonn will offer the opportunity to meet with the Federal Ministry of the Environment to understand their role which includes oversight of MSW. In Hamburg a visit will be made to the MVS (with adjunct biogas recovery from food waste) and MVR Thermal Recycling facilities and locations that utilize products produced from these plants. The delegation will meet with officials responsible for recycling efforts. Dr. Helmut Schnurer, former head of the German federal waste management authority (BMU) will accompany the delegation.
5 Coordinating Organization: The coordinating organization is Waste Recovery Seattle Int l LLC (WRSI). Why Berlin, Bonn and Hamburg? In 1990, Berlin returned to being the capitol of Germany. It is the heart of the Berlin-Brandenburg metropolitan region, located in northeastern Germany. With a population of 3.4 million in its city limits, Berlin is the country's largest city, and the second most populous city in the European Union. Bonn is the former capitol of the Germany. Many Federal ministries maintain offices in Bonn. The Federal Ministry of the Environment is located here. Hamburg is Germany s second largest city (after the capital, Berlin) with more than 1.7 million inhabitants and Germany s most powerful and prominent business location. In Hamburg, the concept of waste incineration has been implemented and perfected for more than 100 years since the late 1800 s. Unlike municipal solid waste incinerators of the past, MVR has developed and incorporated the newest technologies in the Waste to Energy field. MVR has been in operation since 1999, and is consistently setting new standards in the Waste to Energy field that surpass environmental standards. It has the highest material recovery rate of any facility worldwide, the lowest emissions and is considered cogeneration as it produces heat and electricity which significantly lowers carbon emissions from non-renewable sources such as coal, gas and oil (Kyoto compliance). There are many controversies in the waste management field regarding landfilling and WTE. Modern landfills are in compliance with EPA regulations but do not sufficiently accommodate greenhouse gas reductions or groundwater contamination. WTE facilities on the other hand reduce greenhouse gasses significantly (one ton of GHG reduction for every two tons of MSW landfilled) and have zero groundwater contamination. It is important to understand that EPA regulations for WTE are much more stringent than landfill regulations.
6 Before a decision is made to continue to landfill or export the waste to landfills far away, WRSI recommends this trip to see what significant new technological advancements have been made. You will also meet the former Environmental Minister of the City/State of Hamburg, Dr. Vahrenholt. Prior to being elected to the Hamburg Senate, Dr. Vahrenholt wrote a book that looked at WTE in a very derogatory way due to the release of Dioxins and Furans in the 1970 s and early 80 s. Since the early 1990 s Dr. Vahrenholt realized the benefits and necessity of WTE in a sustainable waste management system. He is now one of the largest supporters of WTE. He left the Senate and is the managing director of Germany s largest wind-power manufacturer and placement company, RE- Power. In October 2004 RE-Power installed the largest wind-turbine in the world. The wind-turbine is a 5 Megawatt turbine and stands nearly 600 feet tall just outside the City/State of Hamburg. There are many more economical and environmental benefits to avoiding waste, increasing recycling and finding alternatives to landfilling such as Thermal Recycling and bio-gas recovery. This trip will show how and why.
