Outline Relevant Agency and Institute which implement Project, EIA and so on The responsible and executing organization is the Ministry Public Works (MPW). MPW has been engaged in the design, supervision and construction lateral and vertical structures, namely: roads, bridges, drainages and buildings over the years. It has worked in consultation with international agencies in the design, supervision and implementation construction projects all sorts. The principal agency for the management the environment in Liberia is the Environmental Protection Agency (EPA). The mandate the EPA is to coordinate, monitor and supervise all activities in the field the environment. 6. Outline the Project, Analysis Alternative (Proposed Project, omparative Examination Alternatives, Selected Project on the basis the Preliminary Study) (1) Object The objective the Project is to promote regional development and improve the accessibility for local communities through reconstruction existing bridges in Greater Monrovia. It is necessary to keep movement on a secondary and feeder road which is linked from town to town for community people especially in rainy season. (2) Proposed project In addition to requested eleven (11) bridges in request document, five (5) bridges were requested to reconstruct in the Project area as shown in Fig-2. The requested bridges were categorized into applicable or not applicable based on the Joint survey. JIA study team assessed the details the request construction local communities through replacement and appropriateness the applicable 7 bridges from the aspect such as economic impact, beneficiaries, security situation through analysis and reportted the findings to the Government Japan The Liberian side understood the Japan's Grant Aid scheme explained by the Team. The Liberian side will take the necessary measures, for smooth implementation the Project, as a condition for the Japanese Grant Aid to be implemented. 2

ENVIRONMENTAL MONITORING PLAN Environmental monitoring will be undertaken during both the construction and the operation phases to ensure the effectiveness mitigation measures, to determine the accuracy impact prediction, and to respond to unanticipated environmental concerns at an early stage in order to adopt appropriate remedial measures. The monitoring will be carried out by the environmental Protection Agency (EPA). The purposes the environmental monitoring plan are to: Evaluate the effectiveness mitigation measures; Respond in a timely manner to unanticipated environmental impact when the Project is under construction; and Provide supporting information for formulating regulations and improving traffic management and environmental controls, based on monitoring data. (1) onstruction Phase The monitoring plan during construction phase consists three components (i) daily inspections site conditions, twice daily by the contractor, once daily by the owner s engineer; (ii) ompliance monitoring and (iii) environmental inspection which will be carried out by the EPA.
