4 Requirements of Energy Efficiency Directive Article 4 (2012/27/EU) Article 4 specifies five requirements that need to be covered with renovation strategies. In summary, these are: An overview of the national building stock; Identification of cost-effective approaches to renovations; Policies and measures to stimulate cost-effective deep renovation of buildings; A forward-looking perspective to guide investment decisions; An evidence-based estimate of expected energy savings and wider benefits.

8 Polish renovation strategy - National Energy Efficiency Action Plan for Poland 2014 Overview of building stock (4) described in some detail Identification of cost-effective approaches to renovations (3) is more like a technical manual or training guide Policies to stimulate cost-effective renovation (2) are dominated by an exposition of existing sources of finance, as well as an indicative allocation of EU Structural Funds

10 Requirements of Energy Efficiency Directive Article 5 (2012/27/EU) Art. 5 of Energy Efficiency Directive stipulates that all Member States shall ensure that, as of January 1, 2014, 3% of the total floor area of the heated and/or cooled buildings owned and occupied by its central government is renovated each year to meet at least the minimum energy performance requirements.

12 Implementation of Art. 5 in Poland The alternative approach was chosen examples of measures (e.g. renovation of envelope, change of buildings systems, energy management, behaviour change) reference to existing policies and programmes (e.g. Structural Funds, national funds) list of measures with estimates of energy saving potential was not provided Expected energy savings Polish government notified the Commission on the energy savings potential and planned measures for the building sector, taking into account both residential and non-residential buildings. Expected savings are calculated to be MWh/year.

14 Implementation of EPB-directive in Poland (2010/31/EU) The Act of 29 August The energy performance of buildings Ordinance of the Minister of Transport, Construction and Maritime Economy dated 5 July 2013, amending the ordinance on technical conditions to be met by buildings and their location The building law from the 7th of July 1994;
15 Implementation of EPB-directive in Poland (2010/31/EU) The Act on the energy performance of buildings specifies: rules for drawing up the energy performance certificates; rules governing control of heating and air conditioning system in buildings; the rules of conduct central registry energy performance of buildings; how to develop a national action plan aimed at increasing the number of buildings with low energy consumption.
16 Energy Performance Certificates Some main facts: In order to prepare an EPC, an authorized person has to be on Ministry of Infrastructure list. Authorized means person having completed higher education, with professional title of Engineer or Master of Science, has building license. No training is required. EPC not required for single family buildings which are not sold. EPCs are not verified. According to the Act, the minister responsible for housing, local planning and zoning, using the EPC register verifies energy performance certificates.

21 Energy Performance Certificates RO In Belgium (Wallonia, Flanders), France, Portugal, Romania, the Netherlands and Scotland, the quality control of EPCs is based on the check by qualified expert
22 Implementation of EPB-directive Central EPC register It is not possible to automatically verify the energy performance certificates It is not possible to automatically copy the data from calculation tool to the register they have to be copy manually point after point. Public access to EPC data should be provided. The data from the register should be used for verification the policy and the efficiency of EPBD implementation.
23 Implementation of EPB-directive NZEB definition The NZEB will be identified and defined as a building with low energy consumption!!!
