2 1.1 Rwanda Resource Efficient and Cleaner Production Program (RRECPP) Currently, RRECPC is under Single Project Implementation Unity- Ministry of Trade and Industry as transition phase to a Legal institution. Housed by Private Sector Federation of Rwanda. It has now 4 staff Vision of RRECPC: Become a center of excellence and merit for RECP Technologies and sustainable development of enterprises in Rwanda. Mission of RRECPC: Promote RECP practices for production efficiency, environmental performance and human development of Rwandan enterprises.
3 1.2 Core Services and Achievement of RRECPC Awareness raising: 500 persons;100 Industries; 11 districts, 5 academia institutions, 10 public institutions including ministries;10 Hospital and Health centers were sensitized on cleaner production system Training and Assessment: 4O Local experts trained on the cleaner production and waste management; 40 Industries (including hotels) were trained and assessed on the utilization of resources (water, energy and material). Implementing RECP Technology: Economical benefits are: USD 1,964,532 From Environmental benefits are: Reduction of 1,290 tco2.eq/year/company Volume of waste water reduced (1,800m3/year/company) Some Social benefits are: Schools fees and improvement of livelihoods Farmers are getting free organic fertilizer Investment Projects: Waste turned into Energy, Improving the quality of baskets, E-waste project Advocacy: Two companies benefited abroad study tours and two industries were removed on list of polluting companies;
4 Success Stories on Efficiency of Consumption of Resources- Material use Options implemented : Repaired the leaks on conveyors; applied dry cleaning of the factory floor and production line to avoid washing away of the tea spillages. Investments of USD 800: generated Savings of USD 91,834/Year Payback : Immediate Resource Use/Benefits: Optimization of material resources Before CP: Wastage of black tea- Leaking conveyor After CP: Repair all the leaks on conveyors to avoid spillages

6 Cont d-success Stories on Energy use Options implemented : Improved awareness and energy management programs through use of insulation material (aluminum/reflective insulation) for weather proof, spacing the roofing that allows light entry. Investments of USD 11,286 : generated Savings of USD 3,580/Year Payback : 3 Years. Resource Use/Benefits: Energy bill reduced, reduced dependency of Energy supply Company and reduced of maintenance cost due to natural light and natural air condition. Before CP: Translucide iron sheets and cyclones were used but it is not enough After CP: Improvement in roofing and appropriate painting color

Opportunities: Policy framework on industrialization/other regulatory framework Industrial policy was developed in 2011 and has the key objectives & information as follows: Increase production and reduce imported products; Construct basic infrastructure that are supporting industrial development; Encourage Rwandan firms to have an opportunity & strategy to serve the Common Market for East and Southern Africa (COMESA); Key policies and strategies that are supporting industrial sector These include the SME Development Policy (2010); Trade Policy (2010) and Competition Policy (2010);
8 Cont d Green Growth and Climate Rresiliance Strategy (2012); Mainstreaming RECP into national policies and strategies (2011); The Rwanda Environmental Policy highlights the effects of trade and tourism on the environment.; Industrial Master Plan developed; Act no 15/2012 of 23/04/2012 prepared by MINICOM for relocation of Gikondo Industrial Park; Prime Minister Order N 21/03 of 5/03/2012 establishing Special Economic Zone for Rwanda
9 Current Prioritization in Industrial Sector & contribution from Partners Kigali Special Economic Zone is started to receive industries and some industries are in operational; Industrial Parks: 8 Districts IPs have been selected and construction of basic infrastructure is on-going Community Processing Centers in Districts of Rwanda promoted with objective to add value to locally available raw materials, address the issues regarding access to know how, both managerial and technical markets;
10 Opportunities to be realized High potential for CP services (OHS, Supply chain, Energy Efficiency, EIA, E Audit, Eco-design etc.) Request for assistance with compliance from industries CP and SCP streamlining in key sectors from ARSCP & RECPnet UNIDO / UNEP training opportunities for new Centres in Africa Networking with government bodies in order to influence policy Demand for CDM services Submit the project proposals (Green Climate Funds and FONERWA, SWITCH Africa, UN Agencies, other Dev. Partners)

Challenges Insufficiency of Human skills in energy efficiency issue in industries or at national level Lack of incentives for High cost options Limited adequate infrastructure; Limited appropriate technology and innovation; Insufficient investment and difficult to loan access; Nationally, many industries are still using obsolete and inefficient technologies and methodologies More energy and materials are used than their required production processes; Limited equipments to measure air emission from industries; Limited data on waste produced, recovered and recycled annually Climate change, land degradation, surface pollution are amongst the consequences;

RECP to Play a role in identified action policy for Industrial sector to address above challenges Infrastructure: Facilitate investment project in energy sector with a target to bring tariffs of electricity down; Participate in devevelopment of industrial parks and SEZs Human Resources: Provide capacity building support to manufacturers including TVET; Facilitate the development/ update Cluster Strategic Plans for selected industrial sector; Technology, Research and Innovation: Assist National Industrial Research and Development Agency (NIRDA) to facilitate the transfer of innovative technologies;
13 Cont d Regulatory Environment: Encourage industries to be located in industrial parks and special economic zones to benefit from centralized industrial utilities and waste management systems. Environmental Sustainability: Sensitize Industrialists and enforce cleaner production systems in all industries
