3 Sustainable Management What is Sustainable Management? The concept of sustainability centers on a balance of society, economy and environment for current and future health. Responsible management in all three areas ensures that future generations will have the resources they need to survive and thrive. - NC State University. Triple bottom line decision making (examples: CNG, Recycling and Solid Waste) Key Initiatives Obtain baseline measures to determine existing conditions and then set attainable goals for improvement Promote energy efficiency, renewable energy and alternative fuel use at city facilities, businesses and residences Develop and implement policies and procedures that promote sustainable practices Incentivize the utilization of green building and development practices and LEED by example Continue to promote waste reduction, reuse, recycling and composting programs Incorporate the triple bottom line decision approach into the City s decision making processes Conduct sustainable city capital improvement projects utilizing performance based contracting and pursue alternative funding sources Evaluate programs that provide mechanisms for residents and businesses to fund sustainable building improvements Develop a sustainability steering committee consisting of city staff, local business representatives, residents and academic leaders from local universities to develop action plans, strategies and provide recommendations Establish a coastal, marine and environmental program

4 Sustainable Management Coastal, Marine & Environmental Management To protect, conserve and enhance the City s coastal, marine and environmental resources Key Initiatives Research and pursue opportunties, programs and partnerships that aim to protect, conserve and enhance the City s assets Develop a strategic beach management plan Pursue permits for the installation of a near shore artificial reefs to promote snorkeling and recreational activities Develop partnerships where synergies exist with local universities and marine centers such as Gumbo Limbo for marine and coastal education and research programs Evaluate options for creating a beach reserve fund or related funding source to be used for coastal programs and to address erosion Develop storm water management educational programs and best management guides for homeowners and businesses Conduct programs such as dune plant installations that not only educate the public but also provide resiliency to our beaches and coastal system Develop canal maintenance and dredging guidelines Serve as liaison to the Marine Advisory Board

5 Department Budget Overview Key Accomplishments Reduced monthly single family home residential rates ($ $22.34) Received State rebates in the amount of $96,758 for the purchase of four (4) CNG refuse trucks Began implementing a solid waste management system to improve efficiency, enhance revenues and reduce expenses Expanded the sanitation division to service the beach, city parks, bus stops and provide support for special events Initiated planning and solicitation for the construction of a city vehicle wash system Implemented customer service and operational improvements in Century Village Leveraged State and potentially County funds to conduct a cost effective beach nourishment project Expanded the recycling rewards program to Century Village, other multi-family residents and commercial businesses Conduct weekly canal waterway debris removal utilizing the sanitation vessel Initiated a cost effective monthly household hazardous waste program conducted at the City Central Campus Implemented in house training programs specific to the solid waste industry Created route sheets for the commercial line of business resulting in productivity and efficiency improvements Obtained over $60,000 in code compliance fees and related revenues Updated solid waste ordinance that was last modified in 2008

7 Division Overview Recycling, Solid Waste & Sustainable Management Maximize waste diversion, recycling rates and recycling revenues to promote a sustainable community and provide the highest level of service at the lowest possible cost Guiding Principles 1. 20 Fleet Management Fleet Management Division To support the various City departments in the conduct of the City s operations by providing professional fleet management and practices to keep vehicles and fleet related equipment in a constant state of operational readiness 16 Initiatives 1. Complete the construction on vehicle wash system 2. Purchase and integrate Fleet Management Information Software (FMIS) 3. Pursue Green Fleet Certifications and related purchasing policies 4. Expand the use of CNG and other alternative fuels and purchase of fuel efficient equipment and vehicles 5. Implement fuel saving measures (anti-idling) 6. Build upon existing public private partnerships with SE Toyota/JM Family Enterprises and explore others that provide mutual benefits 7.
