1 CHARLES COUNTY GOVERNMENT JOB DESCRIPTION Title Wastewater Operator Trainee Summary Performs utility plant operation work, The work involves maintaining, operating and repairing equipment, machines and devices used in the wastewater processing plant and the water pumping and delivery system. Positions receive on the job training in plant and water system operations and upon successfully passing appropriate certification tests advance to full operator level. Workers follow specific instructions and procedures and refer nonstandard situations or problems to others. Essential Job Functions Maintains facility process operations including startup and shutdown. Adjusts pumps and motor speeds, and changes valves to direct flows maintaining predetermined operating levels. Maintains operations to meet regulatory agency permit levels. Collects samples and performs tests. Monitors plant and County alarm systems. Maintains cleanliness of work stations. Monitors and records blanket levels in clarifiers and sludge thickeners. Notifies supervisors of any equipment failures, operational problems, or unusual occurrences observed during the performance of assigned duties. Follows safety regulations and procedures in the performance of all duties. Monitors and maintains disinfection/dechlor system, polymer, alum feed and PH control. Maintains daily records and logbooks. Performs minor mechanical maintenance including cleaning pumps and adjusting pump packing. Operates sludge dewatering facilities as assigned. Operates and maintains sand filter. Rebuilds chemical feed equipment. Other Duties Performs related work as required. Knowledges, Skills, and Abilities (These are pre-employment KSAs that apply only to Essential Job Functions.) Knowledge of - The use and care of hand, power and other tools used in the work. - Basic principles of mechanics as applied to the equipment, machines and devices used in wastewater treatment plants. Ability to - Learn wastewater operator duties. - Perform physically demanding work. - Use the tools and equipment of the work efficiently. Follow oral and written instructions.

2 Required Qualifications (Note: Any acceptable combination of education, training and experience that provides the above knowledges, skills, and abilities may be substituted on a full-time year for year basis.) Training and/or Education High school diploma or GED. Experience Six months of experience in mechanical maintenance. Licenses or Certificates Valid driver s license and acceptable driving record. Special Requirements Temporary certification at appropriate level for assigned system. Shift work may be required. Physical Demands The work is regularly active with periods of heavy exertion, and is performed in shop or field settings and outside. Typical positions require workers to walk or stand for long periods; lift and carry up to 100 pounds; climb stairs, ladders and scaffolding; bend, kneel, crouch and crawl; reach, hold, grasp and turn objects; feel the size, shape and temperature of items; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally, to use normal or aided vision and hearing, and to detect odors. Unusual Demands Employees are subject to call back in emergencies. 3 CHARLES COUNTY GOVERNMENT JOB DESCRIPTION Title Wastewater Operator I Summary Performs utility plant operation work. The work involves operating, maintaining, monitoring, and adjusting Charles County owned wastewater treatment plants, booster or sewage pumping station equipment in order to ensure compliance with State, Federal, and local laws, regulations, and policies. Positions require appropriate wastewater operator certification. Workers follow specific instructions and procedures and refer nonstandard situations or problems to others. Essential Job Functions Starts up and shuts down processing streams at facilities as required. Monitors sludge levels in process tanks. Cleans service area equipment such as process floats, tanks, weirs, wall scum collectors, cascades, and distribution boxes. Operates process control systems at treatment plants and pump or booster stations by observing process control computers and controllers. Conducts laboratory nutrient and process control sampling testing. Evaluates plant performance from calculations, laboratory data, operational reports, trends, and field surveys. Troubleshoots Biological Nutrient Removal Process and makes adjustments to maintenance proper levels of treatment. Performs, reviews, results of laboratory testing, sample types, and collection methods for compliance with established standards/guidelines. Conducts sampling duties in compliance with State and Federal regulations. Conducts variety of process tests. Creates, reviews, updates Standard Operating Procedures for operation/maintenance procedures of treatment plants, sewage pump stations, water booster stations. Observes all Federal, State, and County safety rules, regulations and procedures. Performs administrative tasks, such as preparation and submission of work orders, inventory, etc. Responds to, resolves, customer inquiries and complaints. Creates, reviews, updates Standard Operating Procedures for operating maintenance procedures of wastewater treatment plants, sewage pump stations, water booster stations. Maintains operations to meet regulatory agency permit levels. Checks and adjusts pumps and motor speeds, and changes valves to direct flows, to maintain specific operating levels. Collects samples, performs tests, interprets results. Monitors facility and County alarm systems; makes necessary contacts in response to alarm. Maintains cleanliness of work stations and areas. Maintains daily record and logbooks. Performs minor mechanical maintenance including cleaning pumps -and adjusting pump packing. Follows safety regulations and procedures in the performance of all duties. Notifies supervisor of any equipment failures, operational problems, or unusual occurrences observed during the performance of assigned duties. Operates and rebuilds hazardous chemical feed equipment following safety guidelines, i.e., chlorinators, alum feed pumps, dechlorinators, bioxide, PH control, etc. Other Duties Performs related work as required.

Knowledge of - Methods and procedures of wastewater plant operation. - NPDES permit tests required by the State of Maryland, process control tests, compliance parameters and notification procedures. - Proper disinfection rates using processes such as ultraviolet, chlorination and dechlorination. Process calculations such as F/M ratio, MCRT and sludge inventories. - Microbiology and kinetics of biological nutrient removal. Oxygen level measurement techniques.. Nitrogen and phosphorus biological nutrient removal processes. - The use and care of hand, power and other tools used in the work. - Principles of mechanics as applied to the equipment, machines and devices used in wastewater treatment plants. Ability to - Perform wastewater operator duties efficiently - Perform physically demanding work. - Use the tools and equipment of the work efficiently. - Follow oral and written instructions. Positions require highest level of wastewater operator certification. Workers follow specific instructions and procedures and refer nonstandard situations or problems to others. Essential Job Functions Starts up and shuts down processing streams at facilities as required. Maintains operations to meet regulatory agency permit levels. Checks and adjusts pumps and motor speeds, changes valves to direct flows to maintain specific operating levels. Collects samples, performs tests, interprets results. Samples plant flow from incoming flow to outgoing flow. Troubleshoots and performs some maintenance on all plant. Takes charge of shift when supervisor is absent. Calculates chemical doses using mathematical formula for different chemicals. Relays problems with outlying pump stations to maintenance, on-call water and wastewater, lines maintenance, and management by county communication systems Monitors chemical tank levels so proper inventory is maintained Operates and maintains sand filters. Other Duties Performs related work as required.
