SMART WORK ZONES in Kansas Intelligent Transportation Systems
SMART WORK ZONES What is a Smart Work Zone? One that is planned ahead One that provides drivers information about what is expected approaching the work zone One that uses technology to improve safety and efficiency Lessens driver anxiety and confusion
KDOT Work Zone Policy & Procedures & Goals Provide environment conducive to safety of workers and traveling public Maintain delays to below 30 minutes in work zones Incorporate current ITS technology that attempts to reduce delays and improve safety Work toward zero deaths Develop training program for project staff Develop data base of work zone related crashes. Attempt to reduce crashes involving the traveling public in all work zones
KDOT Transportation Management Plan (TMP) Memo Preliminary information Scope of Work Existing Project Environment, including traffic conditions & patterns Problem Analysis 1. Traffic operation objectives, performance measures & thresholds for measuring success 2. Evaluate alternatives against PM 3. Collect data and analyze to define potential impacts quantitatively Decision Making 1. Chose mitigation strategies that best fits the project needs Monitoring 1. Define data required to quantify the operational performance of the project 2. Define methods and devices required to gather data Evaluation 1. Create contract requirements
How did Kansas DOT get started down the Smart Work Zone path we re on? Awarded Highways for Life Grant 3 Primary Goals: Improve safety for drivers and workers during and after construction Reduce congestion caused by construction Improve quality of the highway infrastructure
Application Highlights The Kansas Dept. of Transportation received $1,650,000 for equipment/software development. ITS system purchased for use on the Homestead IC construction project along I 35 in S. Johnson Co Mailed User Satisfaction Survey 4 types of detection/monitoring devices retained: Traffic Sensors (Wavetronics) (21 units) Closed Circuit Video Cameras (6 units) Portable Changeable Message Boards (18 units) Variable Speed Limit Trailers (8 units)

Agenda Why a Smart Work Zone? Application of the Smart Work Zone Lessons Learned 15 Smart Work Zone Technology A Case Study on I-135 Reconstruction in Kansas
Smart Work Zone Heavy rehabilitation project including patching, mill and overlay and bridge repairs. ADT +/- 50,000-80,000 vpd. Original January 2014 bid was 50% over budget, mainly due to work restrictions (would have resulted in overtime or inefficient scheduling) Rebid in April 2014 was $20M, with better accommodations for contractor work hours and other cost saving measures. It was determined that a SWZ that would ease congestion and it would be useful to inform users. 16 Smart Work Zone Technology A Case Study on I-135 Reconstruction in Kansas
