Structure of Electricity Organization
ENERGY POLICY To provide an adequate supply of energy throughout Cambodia at reasonable and affordable price, To ensure a reliable and secured electricity supply at reasons price, which facilitates investment in Cambodia and development of national economy, To encourage exploration and environmentally and socially acceptable development of energy resources needed for supply to all sectors of Cambodia economy, To encourage the efficient use of energy and to minimize the detrimental environmental affects resulted from energy supply and consumption.
CAMBODIA POWER STRATEGY A-Development of Generation B-Development of Transmission lines C-Development of Rural Electrification Increasing diversify of power supply such as Hydro, Coal power, Importing electricity, biomass and others renewable energies to meet the electricity demand and reduce fuel oil for power generation. Development the national transmission line, GMS & ASEAN power grid, maximize minigrid to rural areas, upgrading the HV, MV & LV. Supply from the National Grid, Mini-grid, Grid extension and stand-alone system (BCS, SHS, Micro Hydropower, biomass, etc.
Development of Rural Electrification Goal of the Rural Electrification Development Program 6
Renewable Energy Potential Solar Energy: the average sunshine duration of 6-9 hours per day, giving an average of 5kWh/day. thus, considerable potential of solar energy. Wind Energy: The southern part of the great lake Tonle Sap, the mountainous districts and the coastal regions, such as Sihanoukville, Kampot,Kep and Koh Kong have the annual average wind speed of 5m/s or greater. Hydro: The potentiality ( MW, but current contribution to electricity production around 13%).
Renewable Energy Potential (con) Biomass: The report prepared by NEDO on the Assistance Project for the Establishment of an Energy Master Plan identified significant biomass energy resources from a variety of agricultural residues such as rice husk, acacia, Luscenia tree, ect Biogas: The effectiveness of small scale biogas has been demonstrated in Cambodia by a number of different projects. The use of animal wastes to generate high quality gas for cooking has significant economic, health, social and environment benefits for poor rural households. Biofuel: Jatropha 200 ha (Fencing)
OVERVIEWS OF THE POWER SECTOR The annual electricity demand per capita increased from 399 kwh in 2015 to 468 kwh in The peak capacity supply increased from 930 MW in 2015 to 1,100 MW in At the same time the peak demand in Phnom Penh was about 735 MW. Capacity of Power Supply 2016 LICENCE MW 1.98% IMPORT MW 20.73% EDC 218 MW 10.85% IPP MW 66.42% 9
OVERVIEWS OF THE POWER SECTOR (CON) In 2016, the national electrification rate increased to 74.74%, while the electrified household in urban areas were almost 100% and about 65% of the total household in rural areas. Cambodia has a good potential of hydropower about 10,000 MW. At present, about 13% to the potential under construction. 10
In 2016 the total electricity supply increased to 7175 GWh within install capacity about 2008 MW. While, the importing electiricity accounted for 22%. Fuel Share of Electricity Supply in 2016 Oil 362 GWh 5% Hydro 2619 GWh 36 % Biomase 43.35GWh 0.6% Coal 2,551 GWh 35% Licencee 16.4GWh 0.23% Import 1583 GWh 22%
