Location Talcher Super Thermal Power Station is located near Kaniha in Angul district of Orissa at a latitude and longitude of 21 o 6' N and 85 o 4' E respectively. The site is bound by Tikra river towards north and west, villages Rangabera and Guddashila towards east and PWD road from Kaniha to Talcher towards south and is approachable from Cuttack through National Highway 23 via Talcher town and from Samal Page. - 1

2 through an approach road. Nearest railway station is at Talcher town at about 25 km. and nearest commercial airport is Bhubaneshwar at about 180 km. by road. Abandoned Quarry. 8 of Jagannath Mines of MCL, Talcher Area is located in District-Angul, Odisha, between the following latitudes/ longitudes:. 5 1.2 Clearance of existing land, vegetation and buildings? the mine voids is Ha, out of which Forest land is Ha and n Forest land is 9.39 Ha. Currently, there is a void created due to opencast mining, which will be filled with the fly ash, compacted and vegetated with native plant species. This will help in restoring the topography and enhancing the local aesthetics. This proposal does not require clearance of existing land, vegetation and buildings in the mine void area. However, clearance of natural vegetation may be required along the course of pipeline. 1.3 Creation of new land uses? The void created due to opencast mining will be filled with the fly ash, vegetated with native plant species. This will help in restoring the topography and enhancing the local aesthetics. Thus the reclaimed land is put into productive use. 1.4 Pre-construction investigations e.g. bore holes, soil testing? pre-construction investigations as such are required in the mine void area. However, such investigations shall need to be undertaken along the course of pipeline. 1.5 Construction works? Construction works shall involve: Pedestals for laying of slurry pipeline and ash water recirculation pipeline Ash water pump houses 1.6 Demolition works? The proposed activity pertains to the disposal of solid waste (ash) generated to the tune of 20,000 tonnes per day in the abandoned mines voids of quarry no. 8 of Jagannath Mine which are no longer in use. Suitable bio-reclamation work at the disposal sites will be undertaken. The supernatant water after settlement of slurry will be recycled back to the plant. However, the void, a water body at present, will be ultimately filled up and reclaimed with vegetation. Material for construction and operation will take place through the existing network of roads and rail. Movement of workers and other personnel to the disposal site will take place through the existing network of roads and rail. The proposed activity may be considered as long-term restoration of abandoned mine voids with filling of ash and biological reclamation after the voids are completely filled up. decommissioning activities are on-going/ proposed. However, after the voids are completely filled up, the entire site will be suitable graded and planted with the native plant species for bio-reclamation and enhancement of local aesthetics. This will have positive impact on the local environment and ecology. This proposal only relates to disposal of fly ash in quarry no. 8 of Jagannath mine, MCL. Use of Natural resources for construction or operation of the Project (such as land, water, materials or energy, especially any resources which are non-renewable or in short supply): Information/checklist confirmation 2.1 Land especially undeveloped or agricultural land (ha) 2.2 Water (expected source & competing users) unit: KLD / Details thereof (with approximate quantities /rates, wherever possible) with source of information data Requirement of Additional Land for Laying of Pipeline: Hectare (Forest land is Ha and n Forest land is 9.39 Ha.) Use of land within abandoned Mine Void: Hectare (Forest land is Ha and n Forest land is Ha). NTPC is already operating Talcher STPS with water drawn from Tikra river. There is no additional requirement of water for change in disposal site of ash slurry from ash dykes to mine voids. Govt. of Odisha has already accorded commitment for supply of water to Talcher STPS. The total requirement of water for operation of the project is KLD out of which approximately KLD is being used for ash disposal. The ash water from mine void shall be recycled. 2.3 Minerals (MT) NTPC is already operating Talcher STPS with coal as main fuel. There is no additional requirement of coal or any other mineral due to change in location of ash disposal from ash dyke to mine voids. 2.4 Construction material stone, aggregates, sand / soil (expected source MT) The likely consumption of construction materials for pipeline pedestal of the project is assessed as under: Name of the Quantum /. material annum 1 Steel 450 tonnes 2 Sand 1200 m 3 3 Cement 200 tonnes 4 Bricks 6 lakhs 5 Stone chips m 3 The above materials will be arranged from local suppliers of the nearby markets. 2.5 Forests and timber (source MT) timber is required for the project. 2.6 Energy including electricity and fuels (source, competing users) Unit: fuel (MT), energy (MW) 2.7 Any other natural resources (use appropriate standard units) -- The power required for pumping of ash slurry from Talcher STPS to mine voids shall be drawn from the Talcher STPS, under auxiliary power consumption. Use, storage, transport, handling or production of substances or materials, which could be harmful to human health or the environment or raise concerns about actual or perceived risks to human health.. In fact, by disposal of ash in abandoned mine voids, the requirement of equivalent land for ash disposal shall be avoided, which shall have positive impact on people associated with the land. 4. Production of solid wastes during construction or operation or decommissioning (MT/month). Information/Checklist confirmation / Details thereof (with approximate quantities/rates, wherever possible) with source of information data 4.1 Spoil, overburden or mine wastes The proposed activity shall not generate any such wastes except for small amounts of construction waste during laying of the pipeline, which will be utilized/ disposed of properly. On the other hand, this activity shall lead to gainful utilization of fly ash generated from Talcher STPS, Kaniha into reclamation of the voids of abandoned mines by disposal of the same in slurry form in the mine void no. 8 of Jagannath OCP, MCL. The mine void will be biologically reclaimed after it is completely filled with ash. Page. - 9

Emission from the material handling, storage and transport will therefore be nil. During disposal in the mine void, a water cover over the entire surface shall be maintained and the surface will be suitably planted with native tree species after the voids are completely filled to avoid emission. Suspended Particulate Matter (SPM) & Respirable Particulate Matter (RPM) will get generated during construction activities. Water sprinkling will be done to prevent the dust becoming air borne. The emission from plant and equipment will be within permissible limits. dust or odour from handling of materials is expected.. Information / Checklist confirmation /. The decanted water from the fly ash ponds will be recycled back into the plant and will be re-utilized. Release of pollutants mainly dust will be kept within permissible limit by maintaining uniform water cover over ash disposal area and water sprinkling, development of plant barrier and vegetation on the fly ash dump surfaces after the void is fully filled up. 8. Risk of accidents during construction or operation of the Project, which could affect human health or the environment. Information / Checklist confirmation /. 8.1 From explosions, spillages, fires etc. from storage, handling, use or production of hazardous substances. 8.2 From any other causes 8.3 Could the project be affected by natural disasters causing environmental damage (e.g. floods, earthquakes, landslides, cloudburst etc.)? Details thereof (with approximate quantities / rates, wherever possible) with source of information data. Risks of spillage exists on account of pumping of ash slurry through pipelines. All the safety precaution including spillage of fly ash will be taken into account to avoid risks associated with transport and storage of fly ash. The mine is falling within the seismically active Zone-III. The natural disasters are not likely to affect the project due to flooding and landslides as the disposal sites will have barrier all around them. For conveying system, proper operation and maintenance procedure will be followed and necessary corrective and preventive measures will be taken to avoid such occurrences. Page. - 12

Factors which should be considered (such as consequential development) which could lead to environmental effects or the potential for cumulative impacts with other existing or planned activities in the locality. As the project is already in operation for more than two decades and the proposal does not involve any increase in capacity, additional developments stimulated by project are not expected. Infrastructure like roads, power supply, water supply & other community facility is already being provided to the local population under CSR programme of Talcher STPS. Housing facility with market and basic amenities has been already been created at Talcher STPS. Ancillary & supply industries have got developed which in turn generate employment indirectly and lead to growth in income generation opportunities. The mine voids after being fully filled up with ash will be suitably vegetated with local species of plant species. This will improve the aesthetics and ecological values of the area in long run. 9.3 Set a precedent for later developments. The experience gained due to disposal of fly ash in the mine pits will be helpful in future to take decision on dealing with the issue of fly ash disposal in the mine voids. 9.4 Have cumulative effects due to proximity to other existing or planned projects with similar effects. Ash disposal in the surrounding mine voids are also being planned/ practiced, which may have a cumulative impact on the hydrology and ground water quality. (II) Environmental Sensitivity S..
