2 I am pleased to present our annual Consumer Confidence Report covering the 2017 calendar year. This report confirms that your water meets or exceeds all United States Environmental Protection Agency (EPA) health standards and all state requirements. We once again achieved total compliance with our operating requirements, demonstrating the high quality of water we provide to our customers. The City of Olathe produces this report annually to provide you with an easy-to-understand overview of your drinking water. Olathe has a long history of producing and delivering clean and safe drinking water to customers at a reasonable cost. We proudly serve more than 136,000 City of Olathe residents, and three wholesale customers in Olathe and surrounding areas. In 2017, we treated an average of million gallons of water per day. In addition, we collected and tested more than 2,400 water samples from the source, treatment plant, and distribution system each month -- an average of 80 samples per day. With more than 135 years of experience in the water industry, we ve set a standard for top quality, safe drinking water.. This is due to a dedicated staff that operates and maintains our facilities and tests our drinking water for 200 plus analytes, including 88 primary regulated contaminants and 15 secondary contaminants. Kansas Safe Drinking Water Regulations require testing for 149 analytes. Our dedication to excellence is proven with our consistent record of meeting, or exceeding, the Kansas Department of Health and Environment state regulations for drinking water contamination. Not only do we test drinking water, our staff also performs hundreds of annual wastewater and stream tests. Protecting our water resources is a top priority. 3 Safe Drinking Water Top Priority The City of Olathe produces safe, quality drinking water, meeting or exceeding all state and federal health and safety measures. The City conducts more than 90,000 tests each year to detect and remedy any health safety or water quality issues. During the 2017 calendar year, the City of Olathe had no drinking water regulation violations. Sources of Drinking Water Olathe s untreated source water is obtained from wells located along the Kansas River near DeSoto. In 2017, the City of Olathe treated 4.57 billion gallons of water obtained from four large collector wells located along the Kansas River aquifer. As surface water filters through the ground, it dissolves naturally occurring minerals and, in some instances, radioactive material. It can also pick up substances resulting from the presence of animal or human activity. The content of the water can also vary with the seasons. Given these diverse circumstances, we treat the water accordingly to produce high quality water that is safe for our customers. All drinking water, including bottled water, may reasonably be expected to contain at least small amounts of contaminants. The presence of contaminants does not necessarily indicate that water possesses a heath risk. The U.S. Environmental Protection Agency (EPA) prescribes regulations that limit the amount of certain contaminants in water provided by public water systems. U.S. Food and Drug Administration (FDA) regulations establish limits for contaminations in bottled water which must provide the same protection for public health. Contaminants that may be present in source water prior to treatment include: Microbial contaminants such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife. Inorganic contaminants such as salts and metals, which can be naturally occurring or results from urban runoff, industrial or domestic wastewater discharges, oil and gas production, mining or farming. Pesticides and herbicides Which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses. Organic chemical contaminants including synthetic and volatile organic chemicals, which are bi-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems. Radioactive contaminants which can be naturally occurring or be the result of oil and gas production and mining activities. Special Health Requirements Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons, such as those undergoing chemotherapy or those who have undergone organ transplants, or people living with HIV/AIDS or other immune disorders, some elderly, and infants can be at particular risk for infections. If you fall in one of these categories, seek advice about drinking water from your health care provider.

D.S. = Distribution System MCL = Maximum Contaminant Level The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology. MCLG = Maximum Contaminant Level Goal The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLG allows for a margin of safety. NTU = Nephelometric Turbidity Units It is a measure of cloudiness of the water. NA = not applicable ND = not detected PCi/l = picocuries per liter (a measure of radioactivity) PPM = parts per million, or milligrams per liter (mg/l) PPB = parts per billion, or micrograms per liter (ug/l) TT = Treatment Technique A required process intended to reduce the level of a contaminant in drinking water. WP2 = Water Plant 2 (ground water under influence of surface water) CFU = Colony forming units/100ml µmho/ cm = Micromhos per centimeter

Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Your water system is responsible for providing high quality drinking water, but cannont control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to two minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at EPA.gov/SafeWater/Lead. Total organic carbon (TOC) has no health effects. However, total organic carbon provides a medium for the formation of disinfection byproducts. These byproducts include trihalomethanes (THMs) and haloacetic acids (HAAs). Drinking water containing these byproducts in excess of the MCL may lead to adverse healthier effects, liver or kidney problems, or nervous system effects, and may lead to an increased cancer risk. History of the Laboratory Process control laboratory was constructed in 1985 at Water Plant 1 as part of the administration building. Subsequently, the lab was converted to a regulatory compliance lab. A space needs study was completed in 2009 and identified the need to expand the Environmental Laboratory. The assessment projected a need for 9,800 gross square feet. The proposed project included alternatives analysis, conceptual design, and final design in The alternatives analysis included evaluating various sites to determine the optimal location for a new laboratory, as well as the cost effectiveness of renovating the existing laboratory. 7 2017 Environmental Service Improvement New Environmental Treatment Laboratory The Environmental Laboratory provides sampling and analytical services for Olathe s Water Production and Wastewater Treatment Sections, thus ensuring safe drinking water and regulatory compliance. It is the City s link with the EPA and KDHE for compliance monitoring, reporting, and quality control. The lab also provides analytical services to neighboring water and wastewater utilities. As testing requirements continue to increase over the last decade, the Environmental Laboratory has expanded its capabilities. The Environmental Laboratory has over $500,000 worth of specialized state of the art instrumentation. In 2012, over 95% of the City s samples were performed by the Environmental Laboratory. The new laboratory facility opened in September 2017 and is located adjacent to the Cedar Creek Wastewater Treatment Plant at W. 119th St. The laboratory is approximately 13,000 square feet, roughly three times the size of the old facility on Curtis St. The building is organized into two distinctive areas; an administrative and public function wing and a laboratory wing. The new laboratory s design is supporting the critical need for a future workforce in water quality and stormwater services. Through a partnership with Olathe schools, these work areas currently offer high school students internships to explore and experience future job opportunities.
