No. J-1101/312/2006-IA.II (I) dated: 26 th July Period of Compliance - April 2016 to September 2017 EC to Integrated Composite Cement Plant (17.50 Lakh TPA OPC & Lakh TPA PPC) at Pipalpukhuri, Lanka, Nagaon, Assam by Calcom Cement India Ltd. SN Environmental Stipulations Compliance Status Specific condition 1. The Gaseous and Particulate matter emission from various units should conform to the standards prescribed by the State Pollution Control Board. At no time the particulate emissions from the cement plant shall exceed 100 mg/nm 3. Continues on-line monitors for particulate emissions, SO 2 and NOx in Raw/Kiln mill, clinker cooler, coal mill, cement mill etc. shall be provided. Interlocking facility shall be provided between pollution control equipments and the process operation so that in the event of the pollution control equipment not working, the respective units(s) is shut down automatically 2. Ambient air quality shall be monitored at different locations in consultation with Assam Pollution Control Board (APCB) and must not exceed the standards stipulated under EPA or by the State Authorities and report submitted to the APCB quarterly and to the Ministry s Regional Office at Shillong Half-Yearly. 3. Electrostatic Precipitators (ESP) shall be provided to clinker cooler, reverse air bag house to raw mill and kiln, bag filters to crusher vent stack, blending/ storage sites, coal crusher, coal mill, cement mill and packing plant to control air emissions. The dust collected from the pollution control equipments shall be recycled back into the process. Storage of raw materials viz. lime stone, coal clinker shall be in closed roof sheds covered stockpiles. Page 1 of 4 The company strictly follows the standards of emissions, prescribed by the State Pollution Control Board/CPCB/ MoEF. We have installed online dust monitoring Equipments for both Mill # 1 & mill #2 and both the opacity meters have been connected with CBCP & APCB server. We have also done third Party Monitoring though M/s Green Tech Environmental Engineer & Consultants (Approved vendor by State Pollution Control Board, Assam) Monitoring Report annexed herewith as Annexure-I. Ambient Air Quality is being monitored at different locations in consultation with APCB. Ambient air quality has not exceeded the standards stipulated under EPA or state authorities. It is well under NAAQS Compliance report is being submitted regularly to APCB and MoEF Regional Office at Shillong. Monitoring Report of Ambient Air quality is annexed herewith as Annexure-II. The pollution control equipment is installed as prescribed for the operating units. During the operation, the dust collected in the pollution control equipments is recycled back into the process. Closed roof sheds provided for all Raw materials. 4. The company shall install adequate dust collection and Adequate dust collectors has been installed & in

3 extraction system to control fugitive dust emissions at various transfer points. Dust collectors shall be provided at material transfer points. All the roads shall be concreted. Atomized water spray system shall be installed with the reclaimer. Covered stockpile shall be provided for clinker storage and gypsum. 5. Total water requirement from ground water shall not exceed 2100 m 3 /day. No effluent shall be discharged from the process outside the premises and all the treated domestic waste water shall be utilized for green belt development and other plant related activities. Domestic Waste water generated shall be disposed off into soak pit via septic tank. 6. The Company must harvest surface as well as rainwater from the roof top of the building proposed in the expansion project and storm water drains to recharge the ground water and use the same water for the various activities of the project to conserve the fresh water 7. Greenbelt shall be developed in and around the expansion project in at least 33% of the area as per the CPCB guidelines in consultation with the local DFO. 8. Solid waste generated in the form of dust collected from various pollution control equipments shall be 100% recycled and reutilized in the process itself. Treated STP sludge shall be used for greenbelt development. Oil & oil emulsion will be sold to authorized dealers. 9. The company shall under-take ECO development measures including community welfare measures in the project area. 10. The company shall follow all the recommendations mentioned in the Charter on Corporate Responsibility Page 2 of 4 operation to control fugitive emission at various transfer points of the Plant. All roads have been completed (Plant Internal & External roads). We do not have any Stacker / Reclaimer at our plant premises. Covered clinker stock pile (CSP) was completed and clinker is keeping inside the CSP. Total water requirement is below 2100 m 3 /day. No waste water is being discharged outside the premises. Domestic wastewater generated is disposed of into soak pit via septic tank. Rain water harvesting plan is under preparation, it will be completed before end of the FY However, we have two ponds in which rainwater is collected and is used within the plant for various activities. Greenbelt is being developed as per CPCB norms. Plantation work is already under progress as. We shall cover at least 33% of the area under green belt as prescribed in a phase manner in consultation with local DFO. The dust collected from the varios pollution control equipments, is being recycled back into the process. As of now, we are not generating any wastewater. Our colony is also not located but we will place the STP for plant before end of the FY and treated wastewater shall be utilized for plantation and green belt development. Oil & oil emulsion will be sold to the authorized dealers. Eco-development measures and community welfare measures are being undertaken in phased manner. We have prepared 360 degree program. It is being implemented. Free Health camps would be organized in the month of Nov 2016 (PO attached). Recommendation for CREP is followed.

4 for Environment Protection(CREP) 11. Prior environmental clearance for limestone mine viz. AIDC and Salkia mines shall be obtained from the Ministry of Environment and Forests. B. General Conditions. 1. The project authority must adhere to the stipulations made by Assam Pollution Control Board (APCB) & State Government. 2. No further expansion or modification of the plant should be carried out without prior approval of this Ministry. 3. At least four ambient air quality monitoring stations should be established in the downward direction as well as where maximum ground level concentration of SPM, SO 2 and NO X are anticipated in consultation with APCB. Data on ambient air quality and stack emission should be regularly submitted to this Ministry including its regional office at Shilong once in six months. 4. Industrial waste water should be properly collected, treated so as to confirm to the standards prescribed under GSR 422 (E) dated 19 th May, 1993 and 31 st December, 1993 or as amended from time to time. The treated waste water should be utilized for plantation purpose. 5. The overall noise levels in and around the plant should be kept well within the standard (85 dba) by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation. The ambient noise level should conform to the standards prescribed under Environmental (Protection) Act, 1986 Rules, 1989 viz. 75 dba (day time and 70 dba (Night time). 6. Proper housekeeping and adequate occupational health program must be taken up. All the persons working in the sensational areas shall wear protective covers. Occupational health Surveillance Program shall be done on a regular basis and records maintained. The programme must include the lung function and sputum analysis tests once in sixth months. Environmental Clearance of AIDC mine is under process as TOR has been obtained from the MoEF vide letter no. J-11015/202/2011-IA.II (M) dated 28th Dec, 2011 and baseline study has been carried out for preparation of REIA/EMP. We are implementing all stipulations made by Assam pollution Control Board & State Government and committed to follow in future. No further expansion or modification of the plant beyond the capacity mentioned in EC will be carried out without prior approval of the MoEF. We have installed online ambient air quality monitoring stations at our plant premisses and it is under observation. Online data will be connected with CPCB & PCBA server very soon. Monitoring data is attached herewith as Annexure-I & II. Monitoring data of stack emissions are attached as Annexure-I and Ambient Air Quality attached as Annexure-II. Monitoring data of ambient air quality and stack emissions are being regularly submitted to Ministry and regional office at Shillong & APCB Nagoan office. As of now, we are not generating any wastewater, Once the full plant is commissioned, ETP/STP is proposed to treat the same and treated wastewater shall be utilized for plantation and green belt development. Various noise abatement devices such as acoustic hoods, silencers, enclosures etc. have been provided on all sources of noise generation to keep the noise level well within the standards prescribed under Environmental (Protection) Act, 1986 Rules, 1989 viz. 75 dba (day time) and 70 dba (Night time). Monitoring results of Noise levels in and around the plant is annexed herewith as Annexure-III. We are maintaining good housekeeping. Workers are provided with Personal protective Equipments and it is ensure that they wear the same. Occupational health Surveillance Program is being arranged as mention in REIA/EMP. Page 3 of 4

5 7. The project Proponent should also comply with all the environmental protection measures and safeguards recommended in the REIA/EMP. 8. A separate environmental management cell with full fledge laboratory facilities to carry out various management and monitoring functions should be set up under the control of Senior Executive. 9. As proposed in EIA/EMP, Rs cr and 3.50 crores earmarked towards the capital cost and recurring cost/ annum for environmental pollution control measures shall be judiciously utilized for the implementations of the conditions stipulated by Ministry of Environment & Forests as well as State Government. The funds so provided shall not be diverted for any other purposes. 10. The regional office of the Ministry at Shillong/Central Pollution Control Board/ Assam Pollution Control Board shall monitor the stipulated conditions. A six monthly compliance report and the monitored data along with statistical interpretation shall be submitted to them regularly. 11. The project authorities shall inform the Regional Office as well as Ministry, the date of financial closure and final approval of the project by the concerned authorities and the date of commencing the land development work. 12. The project proponent should inform the public that the project has been accorded environmental clearance by the Ministry and copies of the clearances letter are available with Assam Pollution Control board/ Committee and may also be seen at website of the Ministry of Environment & Forests at This should be advertise within seven days from the date of issue of the clearance at least two local newspapers that are widely circulated in the region of which one shall be in the vernacular language of the locality concerned and a copy of the same should be forwarded to the regional office Lung function and Sputum analysis tests will be conducting in forthcoming months. We are complying & will comply all the environmental protection measures and safeguards recommended in the REIA/EMP. To carry out various management and monitoring functions, setting up of a separate environmental management cell with full fledge laboratory facilities is under planning. An EHS officer is responsible to execute and implement the entire environmental management plan for the plant. The funds so provided are exclusively for the implementation of the Environment Management Plan and shall not be diverted for any other purpose. The monitoring is being undertaken regularly. A six monthly compliance report and the monitored data along with statistical interpretation are submitted to RO Shillong, CPCB/APCB. Half-yearly compliance is submitted regularly to regional office of MoEF and SPCB along with this compliance report.
