4 1 INTRODUCTION 1.1 Overview of Operations The Bulli Seam Operations (BSO) incorporates the current and future operations of the Appin Mine. Underground mining operations are conducted in the Bulli Seam coal measure. The Appin Mine and West Cliff Washery (located at Appin North entry) sites are located approximately 25km north-west of Wollongong in New South Wales (See Plan No. 1). The mine is owned and operated by Illawarra Coal Holdings Pty Ltd (Illawarra Coal), a wholly owned subsidiary of South32. Approval was granted by the Department of Planning and Infrastructure for current and proposed mining of the BSO on the 22 December This incorporates environmental and other performance criteria and production of up to 10.5 million tons per annum of Run-of Mine coal until This Waste Management Plan (WMP) has been prepared to detail the waste management strategies and measures for the project. 1.2 Plan Objectives This WMP has been prepared to address the requirements of Condition 28, Schedule 4 of the BSO Project approval. The objectives of this WMP are to: Provide the framework for the responsible management of waste products associated with the project; Describe the measures to minimise the waste (including coal reject) generated by the project; Comply with legal and other requirements associated with the management and disposal of waste; and Comply with South32 and other relevant standards and requirements. 1.3 Scope The scope of the WMP includes current and future activities associated with the BSO project. The scope of wastes includes hazardous and non-hazardous liquid and solid wastes. ICHPL maintains a certified Environmental Management System (EMS) to ISO14001 and this WMP is a component of the EMS. 5 2 ROLES AND RESPONSIBILITIES Roles and responsibilities associated with environmental management of the Bulli Seam Operations are defined in the Bulli Seam Project Environmental Management Strategy. The roles and responsibilities specific to the development, implementation and review of this Plan are outlined in Table 1. 6 3 LEGAL AND OTHER REQUIREMENTS 3.1 Acts and Regulations Protection of the Environment Operations Act 1997 (POEO Act) The POEO Act defines 'waste' for regulatory purposes and establishes management and licensing requirements along with offence provisions to deliver environmentally appropriate outcomes. The Act also establishes the ability to set various waste management requirements via the regulation Waste Avoidance and Resource Recovery Act 2001 The Waste Avoidance and Resource Recovery Act 2001 promotes waste avoidance and resource recovery by developing waste avoidance and resource recovery strategies and programs Protection of the Environment Operations (Waste) Regulation 2014 The Protection of the Environment Operations (Waste) Regulation 2014 sets out provisions covering the way waste is managed in terms of storage and transportation as well as reporting and record keeping requirements for waste facilities. 3.2 Environmental Protection Licence (EPL 2504) EPL 2504 recognises Waste Disposal (application to land) as a scheduled activity in relation to disposal of coal wash at the West Cliff Emplacement Area. Emplacement of coal wash is managed in accordance with the approved West Cliff Coal Wash Emplacement Area Management Plan which is available on the South32 website. Document/Illawarra-Coal,-Bulli-Seam-Operations/West-Cliff-Coal-Wash-Emplacement-Area- Management-Plan-2016.pdf The licence allows treated effluent application to land via spray irrigation to dedicated areas onsite at Appin West and Appin North. 3.3 Other Policies and Guidelines This WMP has been developed taking into account the following: Standard ISO14001:2004 Environmental Management Systems; and EPA Waste Management Guidelines and relevant Fact Sheets. 7 4 ENVIRONMENTAL ASSESSMENT Waste management was included in the Environmental Assessment (EA) for the Bulli Seam Operations Project. The EA is available via the South32 regulatory website link below. 5 WASTE MANAGEMENT 5.1 Waste Management Processes Waste generated by the project is collected and segregated into appropriate waste types to enable the proper facilitation of waste classification, storage, transport, disposal and tracking. The wastes generated by the project include: General waste (suitable for disposal direct to an approved landfill facility off-site); Waste oils (treated off site and recycled); Borehole and exploration hole drill fines (analysed and disposed at West Cliff Coal Wash Emplacement or an external licensed facility to receive the waste); Drilling process muds / waters (analysed and disposed at West Cliff Coal Wash Emplacement or an external licensed facility to receive the waste); Waste waters (treated on site and discharged via licensed discharge points when quality allows); Waste waters (waters requiring treatment and disposal off-site); Sewage effluent and bathhouse waste: o Transferred via an approved line into the Sydney Water Sewer System Appin East; o Treated on site and spray irrigated where permitted in accordance with licence conditions Appin North and Appin West; Oily waters (treated off-site and disposed at an approved facility); Waste paper, cardboard and timber (treated off site and recycled); Scrap steel and other metals (recycled off site); Batteries and other recyclables (treated off site and recycled); Hazardous wastes such as diesel particulate filters (treated off site and disposed at an approved facility); Hazardous substances and materials such as chemicals and contaminated materials (treated off site and disposed at an approved facility); Non-hazardous mineral waste (coal wash emplaced on site at the approved emplacement area at West Cliff); and Radioactive substances (depleted or redundant radioactive substances from radiation gauges are disposed as per EPA protocols in accordance with legal requirements). 8 5.2 Waste Classification and tracking Waste is classified in accordance with the NSW Environment Protection Authority (EPA) waste classification guidelines. Dependent on the nature of the waste, particular hazardous waste types are stored in secure localities to mitigate the risk of a waste management incident. Waste is tracked in accordance with legal requirements. The types of waste that must be tracked are listed in the Protection of the Environment Operations (Waste) Regulation 2014 and are based on the list in the National Environment Protection Movement of Controlled Waste between States and Territories. All trackable waste is managed by contract service providers authorised and licensed to transport and dispose of the waste products. 5.3 Construction Waste Management Waste management strategies will be developed for Project construction activities which have the potential to generate waste products that require effective management to avoid potential harmful impacts. The waste management strategies will generally address: Nature and type of waste generated; Analysis of waste to determine appropriate treatment and disposal requirements (if required); Emergency response protocols; Treatment and disposal processes; Waste transport arrangements and disposal destination; Waste tracking in accordance with legal requirements; and Records management. 5.4 Waste Mitigation Measures Waste generated at the Appin mine and West Cliff Coal Preparation Plant sites is sorted and segregated at dedicated waste management areas on site. The segregation allows for sorting into recyclable and other reusable products which effectively reduces the amount of waste requiring disposal to landfill. Sorting of waste also provides for recovery of items of equipment which maybe cost effectively repaired, recovered or restored for reuse Reuse of Coal wash Opportunities for beneficially reusing coal wash are pursued to reduce the amount of coal wash emplaced on site at the West Cliff Emplacement Area. 9 An extension was granted for the Underground Coal wash Emplacement Pilot Trial until December The trial is to inform the feasibility of emplacing a portion of coal wash underground considering safety, practicality and cost benefit. The project status and options are included in the Annual Review / Annual Environmental Management Report. 5.5 Potential Environmental Impacts of Waste The potential environmental impacts of waste are assessed to ensure that wastes are managed appropriately to reduce the risk of adverse consequences. In principle, no hazardous wastes are permanently stored or disposed on site. All potentially harmful wastes are treated and / or disposed off-site at approved facilities Pollution Incident Response Potential or actual pollution incidents involving wastes will be managed in accordance with the protocols detailed in the Pollution Incident Response Management Plan (PIRMP) for EPL The PIRMP details the hazard assessments for particular substances at site Coal wash emplacement In relation to coal wash, this product is a non-hazardous mineral waste and is emplaced as landfill in a safe and stable manner at the West Cliff Emplacement Area. The leachate from the emplacement area is captured and contained in the on-site water storages. The leachate blends with waters within the Brennans Creek Dam (BCD) and is released in the general BCD discharge in accordance with EPL 2504 licence conditions. Assay data for coal wash is maintained which includes substances relevant to National Pollutant Inventory (NPI) reporting and other trace elements. The geo-mechanical properties of coalwash have also been established to ensure that the product does not cause unintentional environmental consequences when emplaced or beneficially reused. No waste rock or tailings are disposed of into rivers or marine environments. 5.6 Waste Management Recording and Reporting Monthly waste management reports are provided by the contracted waste management service provider. These reports detail the types and volumes of wastes transported, disposed or recycled and waste destinations. Page 9 of 12

10 On site waste management facilities, infrastructure, containers and storages are included in routine site inspections. Any matters identified requiring corrective action are managed through the Event Management System. ICHPL will report on the performance of waste management in the Bulli Seam Operations Annual Review / Annual Environmental Management Report and provide updates to members of the Community Consultative Committee (CCC) as appropriate Annual Review / Annual Environmental Management Report The Annual Review will include: The nature, types and volumes of waste generated, disposed and recycled in the period; and Findings of waste transport and disposal facility legal compliance verification audits. Details of any waste avoidance, improvements or initiatives that occurred during the reporting period. The AR will also be submitted to the relevant agencies in September each year. A copy of the report will also be made available to the general public via the South32 website. 6 ADMINISTRATION 6.1 Annual Review In accordance with the requirements of Condition 4 of Schedule 6 of the BSO Project Approval, the environmental performance of the Project will be reviewed annually with relevant details submitted in the Project Annual Review by 30 September each year to relevant agencies and stakeholders. Key factors determining the significance of the risk include: 6.2 Revision In accordance with Condition 5 of Schedule 6 of the BSO Project Approval, this Plan will be reviewed, and if necessary revised, within 3 months, of: the submission of an annual review; the submission of an incident report related to dust that has caused, or threatens to cause, material harm to the environment; the submission of an independent Environmental Audit report; or any modification to relevant Project approval conditions (unless the conditions require otherwise). 11 6.3 Independent Environmental Audit In accordance with Condition 9 of Schedule 6 of the BSO Project Approval, an independent Environmental Audit of this Plan and air quality monitoring program will be undertaken by December 2013 and every three years thereafter. The report will be submitted to the Secretary within 6 weeks of completion. Audits were conducted in: 2013 by URS and the recommendations from the audit were included in the 2014 review and submission of this Plan; January/February 2017 by ERM (Extension granted by Department of Planning and Environment (DPE) and Department of Environment and Energy). The report was provided on 22 March 2017 to both departments. No recommendations associated with this management plan were identified. Page 11 of 12
