2 LNG Liquefied Natural Gas Natural gas is cheaper and cleaner (> 10KWh/m3). Minus C it condenses into colorless, odorless, non-toxic, noncorrosive and non-carcinogenic liquid. Occupies only 1/600 of the volume of its gaseous state Natural gas is measured in MMBtu3. The first LNG plant was built in West Virginia in 1912.
3 HUGE Environmental Benefit In comparison with heavy fuel oil, natural gas has a much smaller impact on the climate, the environment and health.
4 Emission Control Areas (ECAs)
5 LNG supply chain consists of exploration, production, liquefaction, shipping and storage together with regasification.
6 LNG Terminals The number of LNG importing countries has tripled over the past 15 years. Recently, a total of 7 new regasification terminals were completed worldwide. Three of these were onshore terminals: in Japan (Hachinohe and Shin-Sendai) and Indonesia (Arun, which was converted from a decommissioned liquefaction plant). The other four were FSRUs completed in new LNG markets: in Egypt (Ain Sokhna BW and Ain Sokhna Hoegh), Jordan (Aqaba) and Pakistan (Engro).

19 Challenges- 2 From an economic and financial point of view, the following recommendations are provided: The price tag for LNG infrastructure IRR below 12 %- 8 years investments to cri4cal minimum level Business cases or plans for specific investment projects The development of the local market for LNG, Possible synergies with land-based demand; A European funding scheme
20 Challenges- 3 Safety Aspects and Risk Assessment in the LNG Supply Chain Large-scale LNG has a good safety record, Specific focus is put on regula4ons and industry standards for small- as well as medium-scale handling Guidelines on adequate risk-modelling approaches A method of repor4ng incidents and accidents related to the bunkering of LNG as a ship fuel. Off-shore and on-shore safety regula4ons are harmonized; LNG feeder vessels and barges, as well as bunker vessel traffic, etc.,
21 Challenges- 4 Technical and Operational Aspects in the LNG Supply Chain A so-called emergency shutdown system (ESD); A so-called emergency release system (ERS) and/or breakaway couplings; Tailor-made training of personnel involved in LNG bunker opera4ons; Technical as well as opera4onal measures to minimize methane releases.
22 Challenges 5 The Permit Process The introduc4on of LNG as a marine fuel is not only a ques4on of technology and economy but also safety, as concerns are o[en raised both by the general public and local authori4es with the si4ng of LNG facili4es. Investors must handle the public consulta4on process in a proper and well-targeted way in order to shorten the permit process; Guidelines for the si4ng of small- and medium-scale terminals will facilitate the site selec4on process; Na4onal authori4es can introduce a coordinated permit process, e.g. in the form of a one stop shop in which the authori4es concerned cooperate closely in order to shorten the process 4me.
23 Advantages- The proposed fixed LNG bunkering installation has several advantages, such as: It allows to bunker ships at the je\es, where trucks cannot access and hence where direct truck to ship loading is not possible It op4mizes the logis4c chain for oil-carriers: LNG as a bunker fuel can be supplied during the oil-charging ac4vity at these berths It is well integrated in future GO4LNG Project, where addi4onal flexibility can be added to the proposed bunkering service The installa4on is a safe and very cost-efficient alterna4ve for bunkering LNG-powered vessels
