4 Page 3 of INTRODUCTION A Memorandum of Understanding (MOU) was signed between NTPC Limited and Govt. of Chhattisgarh on to establish 4000 MW (5x800 MW) coal based power project near Lara village in Raigarh district of Chhattisgarh. Lara Super Thermal Power Project (STPP), Stage-I (2x800 MW) is under construction since 2012 and is in advanced stages of commissioning. The Present proposal is for Lara STPP,, planned as a regional power project for the benefit of States and UTs of Western Region. The project is envisaged to be commissioned during year The Lara STPP is located towards south-east of Raigarh town in Chhattisgarh consisting villages Armuda, Chhapora, Bodajharia, Devalpura, Mahloi, Riyapalli, Lara, Jhilgitar, Kandagarh. Gajmar and Hargan Reserved forest are situated at approx. 6.5 and 7.5 km, respectively in North-East direction from plant periphery. The project is located towards western direction from the Odisha state boundary which is about 1.5 km away. Nearby Railway station is at Raigarh located at a distance of about 30 km. Project site is approachable from NH-200 (Raigarh-Sarangarh) via Kondatarai through State PWD Road. The nearest rail head Raigarh Railway Station (on South East Central Railway, Howrah-Bilaspur Broad Gauge), is approximately 30 km from the project site. The nearest commercial airport, Raipur is about 250 km from the project site. Vicinity map of the project is shown in Exhibit-1. The major components of the project are located between the following longitudes and latitudes: Latitudes Longitudes Main Plant & Township 21 o N to 21 o N 83 o E to 83 o 27' 56 E Ash Disposal Area 21 o N to 21 o N 83 o E to 83 o 27'39 E The proposed units under Stage-II shall be established within the land already acquired during Stage-I of the Lara STPP. The water requirement for the proposed Stage-II project will be met from the Saradih Barrage on River Mahanadi. 1.1 OBJECTIVE: In order to identify the environmental impacts due to the construction and operation of the power plant and associated facilities (like township, ash disposal area etc) an Environmental Impact Assessment (EIA) study is proposed to be undertaken. The aim of the study is to establish the existing environmental conditions, predict cumulative impacts of the power plant and associated facilities (including Township) and formulate the Environmental Management Plan (EMP). The EIA report is required for seeking Environmental Clearance (EC) from the Ministry of Environment, Forest and Climate Change (MOEF&CC), Consent to Establish (CTE) from Chhattisgarh

5 Page 4 of 13 Environment Conservation Board (CECB) and clearance from funding agencies wherever applicable. 2.0 SCOPE OF SERVICES: The EIA study will be conducted through a NABET accredited consultant covering all the disciplines of environment (Land Use, Water Use, Demography & Socio-economics, Geology, Soils, Sediments, Hydrology, Water Quality, Meteorology, Air Quality, Terrestrial Ecology, Aquatic Ecology and Noise) and 12 (twelve) months field monitoring in relevant disciplines. The consultant will enable in presenting the findings of the EIA report before the Public Hearing Committee, CECB and Expert Appraisal Committee (EAC) of the MOEF&CC, and submit all clarifications/ replies to queries for obtaining CTE from the Chhattisgarh Environment Conservation Board and Environment Clearance (EC) from MOEF&CC. The EIA Report shall be framed in accordance with the EIA Notification of MOEF&CC dated and its subsequent amendments as applicable. The Scope of Services for the study will comprise of the following stages:- Stage 'A' Stage 'B Stage 'C' Description of Site and Surrounding Description of the Existing Units and Proposed Project Establish Baseline Conditions Impact Assessment Preparation of Environmental Management Plan, Risk Assessment and Disaster Management Plan, Occupational Health and Safety Plan, and Green Belt Development & Afforestation Plan Preparation of following Documents Draft EIA Report based on one season data for existing environmental baseline and Executive Summary of Draft EIA Report in English and Hindi language, Final EIA Report incorporating details of Public Consultation for submission to MOEF&CC for EC. The above mentioned documents shall be prepared based on TOR approved/ accorded by MOEF&CC and/ or Standard TOR and Additional Conditions (copy enclosed at Annexure-I). The EIA Study shall cover all the conditions stipulated in TOR accorded by MOEF&CC and/ or Standard TOR and Additional Conditions, as well as the scope of work described in the subsequent sections.

6 Page 5 of STAGE 'A': Description of Site and Surrounding The salient features in the core area which covers a radius of 10 km in and around the project site should be spelt out and highlighted on a colour map of appropriate scale. Ecologically sensitive areas as notified by MOEF&CC such as National Park, Tiger Reserve/ Elephant Reserve/ Turtle Nesting Ground, Core Zone of Biosphere Reserve, Habitat for Migratory Bird, Lakes/ Reservoir/ Dam, Streams/ Lakes, Estuary/ Sea, Mangroves, Mountains/ Hills, Notified/ other Archeological Sites, Industries/ Thermal Power Plants, Defense Installation, Airport etc need to be established, especially within 10 km radius of core area from the project boundary through primary and secondary data collection. Description of the Existing Units and Proposed Project Highlight the salient features of the project likely to affect the environment based on Feasibility Report of the project prepared by NTPC. Establishment of Baseline Conditions Baseline conditions in respect of Land Use, Water Use, Demography & Socioeconomics, Geology, Soils, Sediments, Hydrology, Water Quality, Meteorology, Air Quality, Terrestrial Ecology, Aquatic Ecology and Noise be established. Please refer Annexure-I and II for details on establishment of Baseline Conditions. Annexure-I: Summary of Scope of Work Annexure-II: Primary Data Collection/ Monitoring Schedule However, the details presented in Annexure-I and II are only indicative and not exclusive. All possible sources for data collection shall be explored and relevant data will be generated as required as per the EIA Notification dated and subsequent amendments as applicable. Further, the information available in publications (like District Census Handbook etc.) and unpublished data available with various Government, Educational and Other Institutions for each discipline, to characterize the environment of the area shall be reviewed and analyzed. All possible sources of secondary data, generate relevant primary data shall be explored for preparation of EIA Report to the satisfaction of NTPC, State Pollution Control Boards/ Ministry of Environment, Forest and Climate Change. 2.2 STAGE 'B': Prediction of Impacts The features of the power plant which are likely to have impact on the environment shall be discussed in detail covering gaseous emission, liquid effluents, particulates, solid wastes, noise, etc.

7 Page 6 of 13 The impacts will be assessed for both construction and operation phases. Both short term and long term impacts on sensitive areas if any such as habitat of endangered species of wildlife or plants, sites/ monuments of historical and cultural importance, centers with concentrated population in the core/ study area, will be established wherever applicable. The detailed methodologies of impact assessment for the different disciplines of study will be broadly defined by the consultant in his offer. Special reference should be made with respect to following impacts: Impacts on Air Quality: A computer based internationally recognized mathematical air quality model (e.g., ISC3) suitable for the region will be identified and run to predict the concentration of SO 2, NO x, PM 10 due to the operation of the power plant. Cumulative impact assessment on ambient air quality due to proposed expansion and others (including existing sources around the project as well as other proposed sources of emissions) to be carried out. The results will be presented for annual, seasonal and short term (24 hourly) concentrations over a radius of 10 km around the plant. The dispersion model results will be included in the report using isopleths or other graphical methods, overlaying a land use map of the surrounding area. The predicted air quality will be compared with existing regulations and mitigative measures, if any, will be identified. The impact at all the monitoring locations shall also be estimated. Impacts on Water Quality: The impact of liquid effluents on natural water bodies receiving the effluents shall be established and significant parameters, which are likely to change critically are to be clearly spelt out. Studies are to be conducted to understand the possibilities of contamination of ground water from the ash pond leachates, based on probable composition of leachate infiltration characteristics of soil and geological characteristics of the ash disposal area. If the possibility of significant ground water contamination is established, suitable techno-economically viable mitigation measures are to be suggested. Cumulative impact due to existing and other proposed projects on water quality (surface water and ground water) shall be assessed. Impacts on Land Use: The land requirement for the project including plant, township, ash disposal, corridors is to be spelt out. The classification of land with respect to agricultural/ forest/ waste land/ Govt. land/ Private land, Revenue land should also be indicated.

8 Page 7 of 13 The classification of land in study area with respect to agricultural/ forest/ waste/ Govt. / Private and Revenue should also be indicated. Satellite imagery (IRS/NRSA Satellite maps) and authenticated topo sheet indicating drainage, cropping pattern, water bodies (wetland, river system, stream, nallahs, ponds etc.), location of nearest habitations (villages), rivers, and reservoirs in the study area shall be provided. The direct and indirect impacts of construction of power project on the land use of the study area shall be assessed based on experience. Social Impacts: Impacts on demographic and socio-economic characteristics of the population shall be established qualitatively based on experiences in similar power projects. In addition, the impacts of displacements and needs for resettlement of people from whom the land is to be acquired for the project shall be covered, if applicable. In addition, the positive impacts like employment opportunities, life standard improvement etc. may be provided. Prediction of Noise Levels: The noise level at varying distances for multi-sources will be predicted using suitable noise model. A comparison of measured noise (Leq) at monitoring locations to that of predicted noise levels (Leq) should be made and mitigatory measures required, if any, be recommended to conform to regulatory ambient air noise standards. Impacts on Ecology: Impacts on terrestrial and aquatic ecosystems shall be established qualitatively based on predicted changes in the ambient air and water quality and experiences in similar power projects. Impact on aquatic ecosystem due to withdrawal of water from water source will be provided. Risk Assessment, Disaster Management Plan and Occupational Health and Safety Plan: Risk assessment will be carried out for fuel oil storage, transport and handling. Thermal radiation contours will be drawn and any mitigation measures required will be suggested. A Disaster Management Plan (DMP) for dealing with On-site and Off-site emergency situations arising due to fire, explosion, leakages of hazardous substances etc. in the project is to be prepared. Occupational risk involved during construction and operation of the plant should be assessed and necessary safety and protective measures should be spelt out. Ash Utilization Plan: Details of fly ash utilization plan as per the latest fly ash Utilization Notification of GOI along with firm agreements/ MoU with contracting parties including other usages etc. shall be submitted. The plan shall also include disposal method/ mechanism of bottom ash.

9 Page 8 of 13 Environmental Management Plan (EMP): An EMP identifying the measures to mitigate the adverse impacts of emissions and effluents will be prepared covering construction and operational phases. It will also include a green belt/ Afforestation plan. Role and capability of existing environmental units on site will be examined. Considering the requirements of Regulatory Agencies and identified critical parameters, the consultant will design a post study environmental monitoring program and identify all equipment and man power necessary for the implementation of this program and cost involved. 2.3 STAGE: 'C': Preparation of EIA Report Stage-C includes preparation of reports Draft EIA Report based on one season (non-monsoon) data and Executive Summary of Draft EIA Report in English and Local Language (Hindi) for Public Consultation process. Final EIA Report incorporating the issues raised during Public Consultation. Response to the issues raised during Public Hearing and the written representations (if any), along with a time bound Action Plan and budgetary allocations to address the same, shall be provided in a tabular form, against each action proposed. Comprehensive EIA Report based on 12 months data. The report will include all references and fulfill the requirements of MOEF&CC. The basic format of the EIA-EMP report will be as per MOEF&CC Gazette Notification dated and subsequent amendments.

10 Page 9 of 13 Annexure-I STAGE A: ESTABLISHMENT OF BASELINE CONDITIONS: SUMMARY OF SCOPE Discipline Scope General General description of the core study area within 10 km radius around project site. Highlight land, fuel and water requirements for the project and associated facilities as assessed by NTPC in Feasibility Report. Infrastructure facilities and amenities available within the study area. Land Use Procurement and analysis of current Satellite Imagery for core study area i.e. 10 km radius along with ground truth verification. Analysis of Census Data for various land uses within core study area. Classification of land use for the Main Plant and Ash Pond with latest satellite imagery along with ground truth verification. Water Use Assessment of water sources, current water use and identify conflicts, if any, for core study area based on secondary data. Demography & Establishment of demographic characteristics and occupational structure of population within core study Socio-economics area based on Census Data, Topography and Geology Description of the topography of the study area. Presentation of geological map, geological profile and brief geological description of the study area, especially with respect to ash disposal area, based on secondary data. Soil Establishment of physico-chemical characteristics and nutrient levels of soil in core study area based on primary data generation (Annexure-II). Establishment of infiltration characteristics of soil in and around the ash disposal area based on primary data generation (Annexure-II). Hydrology and Establishment of surface and ground water hydrology of core study area based on secondary data. Hydrogeology

11 Page 10 of 13 Water Quality Establishment of physico-chemical characteristics, pollution levels and bacteriological contamination of surface and ground water bodies in the core study area through primary data generation (Annexure-II). Sampling and monitoring to be done at the water intake source and outfall/ discharge point, if any. Meteorology Monitoring of On-site Meteorological Parameters by setting up an Automatic Meteorological Station at site (Annexure-II). Collection of climatological data from nearest IMD station for long term analysis of climatological parameters for a period not less than 10 years. Air quality Establishment of Ambient Air Quality in core study area through primary data generation (Annexure-II). At-least one monitoring station each in the upwind and in the pre-dominant down-wind direction to be selected for analyzing the likely maximum ground level concentration of pollutants. Cumulative impact assessment on ambient air quality due to proposed plant and others (including existing sources as well as other proposed source of emission) to Terrestrial Ecology Aquatic Ecology be carried out. General description of terrestrial ecosystems based on secondary data and seasonal field sampling. Identification of flora and fauna along with rare and endangered species present in the study area, if any. List of flora and fauna duly authenticated by DFO. General description of aquatic ecosystems in core study area based on secondary data and primary data generation through seasonal field sampling. Identification of flora and fauna and endangered species in the surface water body falling in the study area. Listing of fish in the receiving water body with special reference to spawning and breeding zone. Listing of other species in the water body. Noise Monitoring of noise at critical locations in and around the proposed project in core study area through primary data generation (Annexure-II). Notes: Any additional work deemed feel necessary for the project should be quoted separately along with the cost by the consultant. Action Plan along with locations of sampling sites will be finalized in consultation with the Engineer-in-Charge (EIC).
