1 1.0 Executive Summary PRE-FEASIBILITY REPORT Rajasthan State Industrial Development and Investment Corporation, known as RIICO, is a premier agency of Government of Rajasthan that has played an important role in the industrial development of Rajasthan. RIICO is mainly engaged in site selection, acquisition of land, development of infrastructure facilities and financial assistance to smalls medium and large scale projects, equity participation in large projects on merit, technical consultancy for project identification and technical tie up, escort services, facilitation of government clearances, merchant banking and financial tie -ups and extending incentives and concessions as per the policy of the State Government. The corporation was incorporated on 28th March, 1969 as RIMDC and got its present name on 1st January, RIICO has set up 28 Regional Offices all over Rajasthan to administer the development and management of the industrial areas. Physical infrastructure developed includes roads, power, street light, water supply, drainage etc. along with provisions for basic social infrastructure. RIICO has so far developed 330 Industrial Areas by acquiring around acres of land. RIICO has catalyzed investment of around billion with RIICO s contribution to term loan being around Rs billion and generating employment of over 1.08 lac persons. More than industrial units are in production in these industrial areas. RIICO provides the following services to investors and entrepreneurs: Site selection and acquisition of land Financial assistance to small, medium and large scale projects Equity participation in large projects on merit Technical consultancy for project identification and technical tie-ups Escort services, facilitation of government clearances. Physical infrastructure developed includes roads, power, street light, water supply, drainage etc. along with provisions for basic social infrastructure. TABLE 1.1 RIICO Details S. NO. Estimated about 900 kg/day of non hazardous solid waste will be generated during operational phase and will be disposed off by scientific manner. 13 Project Cost Rs Cr. 14 CSR Cost Rs Lacs i.e Provision of 4% (1% for village amenities, 1% for skill development fund & 2 % for external development fund) will be made for social development to be undertaken within vicinity of the project are. 15 EMP Cost Rs lacs 2.0 INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION 2.1 Identification of project and project proponent. The proposed project is the development of Industrial Area. Keeping in view the future development of the area and the need of developed and well organized industrial area at Village: Siyamali, Tehsil: Bap & Distt: Jodhpur. Project Proponent- Sr. Regional Manager RIICO Limited, Jodhpur. 2.2 Brief Description and Nature of the Project RIICO would continue to be nodal agency of the state for development of industrial infrastructure. The corporation has successfully developed a number of Industrial Estates at strategic location in the state and plans to develop such projects at new sites. The industrial estate will have Industrial plots & other amenities. The development will be of required standards with provision of power, water supply, roads, sewerage, solid waste management and piezomteric well to enable enterprises to function in a pleasing environment. Industries of varying capacity will be provided to be setup the building on plots planned in the proposed Industrial Estate. RIICO is proposed to develop Industrial Area falls under Khasra No. 344, 345/1, 346/1, 347, 433, 434/1, 435/1 near Village Siyamali, Tehsil: Bap & Distt: Jodhpur in an area of ha. The proposed industrial area will include following infrastructure facilities: Industrial and Commercial Plots Road Development Social Infra & Affordable Housing Storm water drains with Rainwater Harvesting System Water Supply System Electric distribution system with street light Rainwater Harvesting System & Piezometric well Site Office 20

5 2.3 Need for the Project and Its Importance to the Country or Region An Industrial Estate can be defined as a tract of land developed and sub divided into plots, according to a comprehensive plan with provision for roads, transport and public utilities with or without built up factories, sometimes with common facilities and sometimes without them, for the use of a group of industrialists. Industrial Estate is an important tool for stimulating industrial growth, providing costeffective infrastructure and communal services. The project will generate direct and indirect employment opportunities for the local people. Siyamali Industrial area will create additional employment during construction & operational phase. Additionally, certain works like security will be outsourced on contract. The secondary employment in the form of providing services to the employed manpower will also be developed in the neighboring villages. Contributions of Industrial Estate to Economic and Industrial Development: Raw materials can be sourced locally. Hence the cost for procurement is less Increase in Market & Business Establishment Facilities The State Government will benefit through revenue recovery from excise duty. Promote more rapid industrialization of the country To bring industries and industrial employments to rural areas Increase national and local employment Attract private investment both national and foreign Promote the development of small and medium industries 2.4 Demands-Supply Gap Supply & demand is an economical model of price determination in a market. Due to increasing gaps in demand & supply and increasing prices of the product, industrialization become important, hence RIICO has taken important step in industrialization. RIICO developed many industrial estates in Rajasthan, now they are developing another Industrial Estate at nearby Village: Siyamali, Tehsil: Bap, District: Jodhpur in an area of Ha. 2.5 Imports VS. Indigenous Production Once the industries start production, the import v/s indigenous production factor can be worked out. 2.6 Export Possibility Once the industries start production, the export possibilities can be explored. 2.7 Domestic/ Export Markets Once the industries start production, the export possibilities can be explored. 2.8 Employment Generation (Direct and Indirect) Due to the Project Direct Employment: 22

6 About 6000 No s of people directly and 10,000 persons will indirectly benefitted by the proposed development of industrial area on Hect for allotment of plots for Agro based, Mineral and General Engineering type industries. Transportation and warehousing in the region will eventually be needed therefore jobs in logistics will come up. 3.0 PROJECT DESCRIPTION RIICO would continue to be nodal agency of the state for development of industrial infrastructure. The corporation has successfully developed a number of Industrial Model Township & Industrial Estate at strategic location in the state and plans to develop such projects at new sites. 3.1 Type of Project Including Interlinked and Interdependent Projects, If Any As the project area is ha & as per the EIA Notification 2006, this project falls in Category B of 7 (c) schedule requiring prior environmental clearance from SEAC. This project does not include any interlinked and interdependent projects. 3.2 Location (Map Showing General Location, Specific Location and Project Boundary & Project Site Layout) With Coordinates Siyamali is a small village in Jodhpur District of Rajasthan State, located at a distance of 1.0 km from the proposed RIICO industrial area site. The site is accessed by the NH-15. The nearest railway station is Malar is 2.50 km from proposed Industrial Area site. Location Map of the proposed site is given in Figure No.2. 8 Figure 3: Google Image of the Study Area 3.3 Details of Alternate Sites Considered and the Basis of Selecting the Proposed Site, Particularly the Environmental Considerations Gone Into Should Be Highlighted No alternative site proposed- as the Industrial Area developed by Rajasthan State Industrial Development and Investment Corporation. 3.4 Size or Magnitude of Operation RIICO proposed to develop the industrial area in an area of Ha. The land use breakup of the proposed project is given below in Table 2. 9 3.5 Project Description with Process Details The RIICO would continue to be nodal agency of the state for the development of industrial infrastructure. The Corporation has successfully developed a number of Industrial Estates at strategic locations in the state and plans to develop such projects at new sites. In line with above, the RIICO is developing an Industrial Estate Nr. Village: Siyamal. Total 319 numbers of plots viz. 133 plots for Agro zone and 186 plots of Mineral & Engineering zone is be proposed in Siyamali Industrial Area. 3.6 Raw Material Required Along With Estimated Quantity, Likely Source, Marketing Area of Final Product/S, Mode of Transport of Raw Material and Finished Product Raw materials required for construction will be procured locally. Different industries with same nature will be developed at Industrial Estate. Raw materials used will be depends upon the types of industries to be developed. 3.7 Resource Optimization/ Recycling and Reuse Envisaged In the Project Excavated earth material will be utilized for leveling purpose & other pavement works. Fly ash will be utilized as building material. Treated water will be reused for gardening purpose. 3.8 Availability of Water Its Source, Energy/ Power Requirement and Source Water Water requirement during construction phase is estimated about 100 KLD including domestic water for labours involved in construction activity. The water requirement will be fulfill through the nearby available water sources. The water requirement in the proposed project during operation phase will be about 1000 KLD including drinking, sanitation, and for other purpose. Water will be met from PHED Power The Maximum power requirement for the proposed development is 10 MVA. The source of power will be from Jodhpur Vidyut Vitran Nigam Ltd., Jodhpur. 3.9 Quantity of Wastes To Be Generated (Liquid And Solid) And Scheme For Their Management/Disposal. During Construction Phase: About 30 kg/day of municipal solid waste will be generated during construction phase and disposal by scientific manner. Sewerage will be disposed off through soak pit. During Operation Phase : About 900 kg/day municipal solid waste will be generated from the proposed industrial area and will be disposed by scientific manner. 26

10 Waste management would be the responsibility of individual industries. Individual industry will provide effluent treatment plant at their own premises as per requirement. Nearest Airport: Jodhpur at a distance of around 126 km towards SE. Nearest Highway: NH-15 which is 1.5 KM towards East from Industrial Area. 4.2 Land form, Land use & Land Ownership Land is Govt. Land which has been acquired by the RIICO for development of Industrial area. 4.3 Topography The natural topography of the area is a plain terrain. 27

11 4.4 Existing Land Use Pattern (Agriculture, Non-Agriculture, Forest, Water Bodies (Including Area Under CRZ)), Shortest Distances From The Periphery Of The Project To Periphery Of The Forests, National Park, Wild Life Sanctuary, Eco Sensitive Areas, Water Bodies (Distance From The HFL of the River), CRZ. In Case Of Notified Industrial Area, A Copy Of The Gazette Notification Should Be Given. There is no eco-sensitive areas such as forest, national park, wildlife sanctuary, biosphere reserves and wildlife corridors etc. located in around the Industrial Site. Indra Gandhi Canal is located at a distance of 2.50 km in West direction from project site. 4.5 Existing Infrastructure Nearest Railway Station: Malar at a distance of 2.50 km towards SE. Nearest Airport: Jodhpur at a distance of around 126 km towards SE. Nearest Highway: NH-15 which is 1.5 km towards East from Industrial Area. Individual Industries will arrange for their own Power Back-up. Water Construction Stage: Water requirement during construction phase is estimated about 100 KLD including domestic water for labours involved in construction activity. The water requirement will be fulfill through the nearby available water sources. Operation Stage: Water requirement in the proposed project during operation phase will be about 1000 KLD including drinking, sanitation and for other purpose. Water will be met from PHED or other. 4.5 Climatic Data from Secondary Sources The district experiences arid to semi-arid type of climate. Mean annual rainfall ( ) of the district is mm. Rainy days are limited to maximum 10 in a year. Almost 80% of the total annual rainfall is received during the southwest monsoon, which enters the district in the first week of July and withdraws in the mid of September. Probability of annual rainfall exceeding 650 mm is only 10%. However, there is 90% probability that the annual rainfall will be more than 190 mm. The probability of occurrence of mean annual rainfall is 45%. Drought analysis based on agriculture criteria indicates that the district is prone to mild and normal type of droughts. Occurrence of severe and very severe type of drought is very rare. As the district lies in the desert area, extremes of heat in summer and cold in winter are the characteristic of the desert. Both day and night temperatures increase gradually and reach their maximum in May and June respectively. The temperature varies from 49 C in summer to 1 C in winter. Atmosphere is generally dry except during the monsoon period. 28

Delhi Super Group litho units are very limited and occur in the form of isolated pockets. Erinpura granites and Malani igneous rocks cover large area in the southern part of the district. Marwar Super Group of rocks occupy maximum geographical area covering the central, western, and eastern parts of the district. The rock units of various formations belonging to Cenozoic epoch/era occupy very small area and lie in the northwestern part of the district. In the entire district, hard rocks are overlain by thin blanket of alluvium and windblown sand. 4.8 Social Infrastructure Available The well established social infrastructure like hospitals, educational facilities, temple, community centre, roads, bridges, telecommunication and others similar are available within 15 km radius. 5. PLANNING BRIEF 5.1 Planning Concept RIICO is proposed to develop an industrial Area with all the facilities like amenities, utilities, green belt, roads etc. in the total area ha. The land use breakup of the proposed project is given Table Land Use Planning The RIICO proposed to develop the industrial area on already acquired land of ha. 5.3 Assessment of Infrastructure Demand (Physical & Social) The following infrastructure will take place for the proposed project Industrial and Commercial Plots Road Development 29

Roads: 18 mtr, 24 mtr&30 mtr wide roads will be constructed within the proposed project site and ha of land will be utilized for road construction. Water Supply System: Required amount of water will be met from the nearby water sources outside the proposed industrial area by RIICO during construction phase and provided through PHED during operation phase. Power: The power requirement for the proposed development is 10 MW. The source of power will be from Jodhpur Vidyut Vitran Nigam Ltd. (JdVVNL). Rain Water Harvesting System: The proposed activity includes the rainwater harvesting system through RWH structures like percolation pits proposed to be constructed along storm water drain at 100 m interval. Adequate Piezometric Wells will be provided within the proposed project area to monitored regular basis for ground water quality and quantity. Percolation pit will be at 30 cm diameter & 3 meters depth and Filled with broken half bricks (pebbles) for 2.85 m from bottom and coarse sand for the top 15 cm.the top covered with perforated R.C.C. slab, these pits will be made at intervals of 100 m centre to centre along the pitch boundary. Rain water collected in the terrace will be collected through a 150 mm PVC pipes down take and collected in rain water system. Storm water Drainage: Suitable storm water drainage system will be connected based on rainfall intensity. Fire Fighting Systems: The design and planning of Fire Fighting System shall be done keeping in view the following criteria: National Building Code Sept 2005: Part IV for Fire Protection Local Bye-Laws. Consultation with local Chief Fire Officer. 30

14 6.2 Green Belt Development Green belt planning will be done with ecological perspectives for the project taking into consideration and availability of space and other aspects. This will help in increasing the aesthetic effect of the environment. Since tree trunks are devoid of foliage, scrub should form there to give coverage to the trunks. The trees maintain the regional ecological balance and conform to soil and hydrological conditions. Indigenous species would be preferred. Green belt/greenery will be developed along most of the periphery of the project area as well as along roads. Area under plantation/greenery is 13.0 ha with trees and plants. The trees planted will be adequate height. Any trees that do not survive will be replaced. The plantation/greenery program mme will be completed, simultaneously along with the project. Certain Species like Khejri, Ker, Neem, Shirish, & Khakhra which are more suitable to local soil are proposed to be planted. Amenities: Provision of toilet facility, Canteen, electric grid, public transport & solid waste management etc., will be made. 6.3 Social Infrastructure Local population will be employed during construction as well as operational phase. Further, indirect means of earnings have been created in the area of contractual jobs, vehicle driving, shops, construction etc. Therefore this project brought a positive impact on the adjoining society. The proponent will spend amount for the development of the area as per corporation rule. 6.4 Connectivity (Traffic and Transportation Road / Rail / Metro /Water Ways Etc.) Nearest Railway Station: Malar at a distance of 2.50 km towards SE. Nearest Airport: Jodhpur at a distance of around 126 km towards SE. Nearest Highway: NH-15 which is 1.5 KM towards East from Industrial Area. 6.5 Drinking Water Management (Source and Supply of Water) There will be water requirement of approximately 100 KLD including about domestic water requirements for workers & construction activity during the construction phase. The water requirement during this phase will be met from nearby water sources. The water requirement in the proposed project during operation phase will be about 1000 KLD for domestic and other purpose. Water will be arranged through PHED. 6.6 Sewerage System Toilet facilities will be managed by Industries itself. The generated sewage will be channelized to septic tank followed by soak pit. 6.7 Industrial Waste Management The manufacturing/ production sections will produce the Industrial fraction of waste and the nonproduction sections such as administration buildings, green spaces, roads and the working population 31

15 will generate the Municipal waste. The quantities of waste likely to be generated from the proposed project have been estimated on the basis of workers and land use characteristics. The industries generating solid waste have to manage such waste by themselves and will require seeking authorizations from Rajasthan State Pollution Control Board under relevant rules. Waste management would be the responsibility of individual industries. Individual industry will provide effluent treatment plant at their own premises as per requirement. No treated effluent discharge outside the premises will be permitted. 7. REHABILITATION & RESETTLEMENT (R&R PLAN) The proposed industrial project does not require any Rehabilitation and Resettlement. 8. PROJECT SCHEDULE & COST ESTIMATES 8.1 Likely date of start of construction and likely date of completion (Time schedule for the project to be given). Construction activity will be started after obtaining Environmental Clearance from SEIAA, Rajasthan. 8.2 Estimated project cost along with analysis in terms of economic viability of the project. Total cost of the project-about Rs Cr. CSR: Provision of 4% (1% for village amenities, 1% for skill development fund & 2 % for external development fund) will be made for social development to be undertaken within vicinity of the project area as per Corporate Policy. 9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) The project aims at development of Industrial Estate in Siyamali with all requisite infrastructure facilities, which would help in creation state-of-the-art industrial infrastructure in the district. The project will facilitate incretion of employment opportunities both direct & indirect for local population and will help in the urban development by creating all essential amenities and hence the projects will hence immense benefits for social as well as industrial enhancement. The project also aims at development of better landscaping in the vicinity as well as creation of green belt in the area which would eventually helps in the improvement of visual and aesthetic view of the area. With the implementation of the project, other utilities would also be created like development of road network, sewerage network, augmentation of water supply system & waste water treatment, solid waste collection facility, educational and health facilities etc. in nutshell, project aims at amelioration of the socio-economy of the areas as well as providing basic amenities to people. 32
