2 Definitions RCRA - Resource Conservation and Recovery Act CESQG - Conditionally Exempt Small Quantity Generator (one who generates no more than 220 pounds in any one month) SQG - Small Quantity Generator (one who generates less than 1,000 kg (2,200 lbs) of hazardous waste in a calendar month) LQG - Large Quantity Generator (one who generates 2,200 pounds or more in any one month) TSDR - Transportation, Storage, Disposal, Recycling Facility Generator - Any site, whose act first causes a hazardous waste to become subject to regulation Transporter - A company engaged in offsite transportation of hazardous waste by air, rail, highway or water. DOT - Florida Department of Transportation EPA - Environmental Protection Agency (Federal US) DEP - Department of Environmental Protection (State FL) Manifest - Shipping document EPA form Hazardous Waste - Hazardous waste as defined in 40 CFR Part 261. See #1 on attached sheet. LDR - An EPA program to adequately protect public health and safety by establishing treatment standards for hazardous wastes before they can be disposed of in land disposal units.
3 This training is required annually by DOT, as well as DEP/EPA, for anyone who signs a manifest or offers for shipment any used, contaminated or waste material.
4 The Hazardous Waste Manifest System is a set of forms, reports, and procedures designed to seamlessly track hazardous waste from the time it leaves the generator facility where it was produced, until it reaches the off-site waste management facility (TSDR) that will store, treat, or dispose of the hazardous waste. The system allows the waste generator to verify that its waste has been properly delivered, and that no waste has been lost or unaccounted for in the process. Rule of thumb is cradle to grave!
5 The key component of this system is the Uniform Hazardous Waste Manifest which is a form prepared by all generators who transport, or offer transport of hazardous waste for off-site treatment, recycling, storage, or disposal. Currently, the manifest is a paper document containing multiple copies of a single form, identified by a manifest or waste tracking number. When completed, it contains information on the type and quantity of the waste being transported, instructions for handling the waste, and signature lines for all parties involved in the disposal process.

7 The manifest is required by both Department of Transportation and EPA. Each party that handles the waste signs the manifest and retains a copy for themselves. This ensures critical accountability in the transportation and disposal processes.once the waste reaches its destination, the receiving facility returns a signed copy of the manifest to the generator, confirming that the waste has been received by the designated facility.
8 Florida State Manifest Requirements Who must use the manifest? What must you use the manifest for? How does the manifest process work? How do you complete the manifest? Manifest storage procedures.
9 Who must use the Manifest? Generators of RCRA hazardous waste who ship their wastes off-site for Treatment Storage or Disposal or recycle (TSDR) must use the Manifest (EPA form ) to track these shipments. SQG is anyone who generates less than 1,000 kg (2,200 lbs.) of hazardous waste in a calendar month which is about five (5) fifty-five (55) gallons drums. Ring Power branches are either CESQG producing less than 220 pounds of waste in any one calendar month or they are SQG which can produce up to 2,200 pounds of waste in any one calendar month.
10 What must you use the manifest for? RCRA hazardous waste shipped off-site for Treatment, Storage, Regulated Recycling, or Disposal must be shipped using the manifest. Non-RCRA waste shipped off-site for Treatment Storage or Disposal may also be shipped using the manifest, but RCRA Waste codes must not be used in box 13. If no RCRA wastes are included in the shipment, it is suggested that a different type of shipping paper be used.
11 How does the manifest process work? The Generator (Ring Power) initiates the manifest which travels with the transporter to the final TSDR facility. The Generator, transporter, and TSDR each keep a copy. The TSDR mails a return copy to the Generator with the management systems information added. Everybody keeps their copies for 3 years.
12 How do you complete the manifest? Hazardous Waste Manifest Complete items 1-20 on as required by EPA In most cases Ring Power s designated waste disposal companies will provide a manifest with items 1-14 completed for each pick up they provide. The preprinted manifest should be reviewed by signer to determine: 1. That Ring Power is the Generator and the information found in Section 5 is correct. 2. That the company name on the manifest in Section 6 is who is picking up the materials. 3. That the description of the waste to be removed is correct. This information is found in Section 9. The description for one item in block 9a-1 or as many as 4 separate items may be found in Section 9a-2 through That the quantity of material removed is correct. This is found in Section 11.
13 How do you complete the manifest? (cont d) After review of the manifest form, a designated Ring Power employee signs and dates the Manifest in Section 15, as Generator. (The designated Ring Power employee must have completed the required Manifest Certification course within the last 12 months.) The manifest form is then signed and dated by the representative from the Transporter in Section 17. The top copy of the manifest form (Generator Initial Copy) is to be retained at the Ring Power facility with the original signatures.

15 How do you complete the manifest? (cont d) Non Hazardous Waste Manifest There is no standard government form for this category of waste, therefore each Transporter has their own form. In most cases Ring Power designated waste disposal companies (Transporter) will provide a manifest with the Generators, Transporters and Designated Facility s name and address already filled out. The manifest form should be review for the following: 1. Ring Power is identified as the Generator 2. Listed Transporter is the actual transporter of waste 3. The material to be removed is properly identified 4. The quantity of the material to be removed is correct The manifest must be signed by a designated Ring Power employee as the Generator, and by the Transporter. A copy of the form with original signatures is to be retained at the Ring Power facility.

20 Another form that will be seen with a Safety- Kleen pickup is a LDR notification form. This form tells the Generator that there are certain chemicals that cannot be landfilled. It informs the Generator of this and is assurance that the Generator s hazardous waste materials are not landfilled and are properly disposed. Keep this LDR form with the manifest forms.

22 Manifest Storage Procedures At all Ring Power branches the manifests are to be retained and managed in the service office. This is where the EPA/DEP inspectors will look. All manifests are required to be available for inspection by any regulatory agency, if requested.
23 Manifest Storage All Hazardous Waste Manifests are individually identified by a manifest tracking number found in Section 4. The original copy of the manifest is to be kept on file in the service office. A final copy of the manifest will be returned to the Branch with the TSDR signature in Section 20. When this copy arrives it should be matched with the original using the Manifest Tracking Number. These copies are to be filed and retained onsite for 3 years. If the final copy of the manifest with signatures in Section 20 are not returned within 35 days research should be done to obtain a final copy. If a final copy of the manifest cannot be obtained contact the Corporate Environmental Director for help.
24 Manifest Storage All manifest both, Hazardous and Non-Hazardous are to be kept at the Branch service office. Inspection by regulatory agencies will result in violations and possible penalty fines if: -there are missing Hazardous Waste Manifests -there are Generator copies more than 35 days old that do not have the final TSDR facility copy attached.
