1 Global Warming Countermeasure Area Promotion Plan FY FY2020 Digest Bright Environmental Outlook, Bright Citizens February 2018 The Global Warming Countermeasure Area Promotion Plan was formulated based on the Act on Promotion of Global Warming Countermeasures, and promotes energy saving, the introduction of renewable energy, greenification, waste reduction initiatives, and a reduction in greenhouse gas emissions through the cooperation of citizens, business operators, and.

2 1 Global Warming and its Impact What is global warming? Global warming refers to a rise in the concentration of CO2, methane and other greenhouse gases in the atmosphere as a result of economic activity, which leads to an enhanced atmospheric greenhouse effect. Since the beginning of the industrial revolution in the mid-18 th century, large volumes of greenhouse gases have been released into the atmosphere due to the consumption of petroleum and other fossil fuels. Atmospheric greenhouse gas concentration has risen particularly sharply since the middle of the 20 th century, resulting in higher global temperatures. By the end of the 21 st century, if all possible measures are taken, and the emission of greenhouse gases is limited to the greatest extent possible, the average global temperature of the Earth is expected to rise by C. If no measures are taken, temperatures are expected to rise by as much as 4.8 C in the worst case scenario. The variety of impacts starting to be seen It is feared that global warming will increase global climate instability and have serious implications for the natural environment and our lives. Japan, too, has witnessed an increase in the average annual temperature, and a greater number of days with extremely hot temperatures and heavy rain. The impacts are also beginning to be seen in our familiar surroundings, such as an increase in the number of deaths due to heat stroke and an expansion in the range of infection bearing pests. In response to these changes, mitigation initiatives, such as reducing the emission of greenhouse gases and promoting their absorption, are needed together with adaptation measures which prevent and reduce the impacts caused by climate change. 4 5 Overview of Measures Policies 1 Support the daily efforts of households and workplaces (Promote ECO DE MINATOKU ) Under the slogan ECO DE MINATOKU will encourage the initiatives of households, communities and workplaces and support those initiatives by, for example, providing accurate and detailed energy saving advice, visualization of energy consumption and raising awareness about adaptation measures. will promote environmental education and learning that teaches our children the importance of saving energy. 6 6 Overview of Major Priority Measures Key policy 1 Support the daily efforts of households and workplaces (Promote ECO DE MINATOKU ) (1) Support household initiatives Disseminate information through the Minato Environment App will disseminate city environment related information and environmental educational contents through a freely distributed smartphone application. Promote environmental learning by utilizing the Eco Plaza will enhance the opportunities made available to everyone to learn about environmental preservation, and information utilizing the Eco Plaza environmental learning facility. Minato Environment App (Screen image) Eco Plaza (1) Support household initiatives, (2) Support workplace initiatives Subsidies for the installation of energy creation and energy saving devices will provide support to citizens, management associations, SMEs, and individual business operators for the expenses of installing renewable energy and energy saving equipment. Highly reflective paint, etc. Solar power generation systems Sunlight adjusting film Insulating blinds Charging equipment for electric vehicles LED lighting Electricity storage systems Cogeneration systems Human-activated lighting sensors Examples of the introduction of solar energy use and energy saving equipment (2) Support workplace initiatives Promote energy saving at small-to-midsize buildings will provide support for energy saving initiatives by building owners and tenants to support the CO2 emission reduction of small-to-midsize buildings. When providing support, specialists will be dispatched to provide detailed energy saving advice, and promote initiatives suited to the needs of each individual building. 1 2 After receiving an application, energy saving consultants visit the business location, and listen to the client s concerns regarding energy saving and light, heat, and water expenses while viewing the premises. 3 4 Find exemplary initiatives being carried out Propose future energy saving measures while introducing measures from other workplaces Easy-to-achieve energy saving measures will be proposed based on the state of usage. Information will also be provided on subsidies available from and the Tokyo Metropolitan Government. 7 Key policy 2 Build a city that allows for a safe, worry-free and comfortable life with low energy consumption (1) Community development that allows efficient and reliable use of energy Operate a program to encourage buildings located in to become low carbon will seek the reduction of CO2 emissions by building owners through the introduction of insulation and high-efficiency equipment when a new building is constructed in the city. Scope: construction and renovations on buildings with a floor area over 5,000m 2, for which the non-residential-use floor space will be 2,000m 2 or greater Introduce LED lighting in street lamps will introduce LED lighting by replacing large-size mercury lamp street lamps with LED lighting, and using LED lighting when replacing street lamps. LED lighting Provision of environmentally friendly (2) transportation Promote the development of an environment better suited for bicycles will enhance the facilities and usage environment for bicycle use by establishing bicycle riding spaces and parking lots. As a new transportation option, bicycle sharing, which is expected to improve mobility and reduce environmental burden, will also be considered based on the results of a practical social experiment. Bicycle sharing (3) Development of measures to adapt to global warming and measures against the heat island effect Promote countermeasures against summer heat will promote the use of water retaining pavement and thermal insulating pavement, which reduce the road surface temperature, along with road maintenance. Cool spots using mist will be set up as an immediate countermeasure against severe summer heat. Cool spot experiment conducted at the Shimbashi West Exit Plaza ( ) Key policy 3 Fulfill our responsibilities as a metropolitan city and lead efforts against global warming by making the most of our broad network and through the introduction of leading edge initiatives (1) Promote global warming countermeasures through the use of the City s extensive network Introduce renewable energy through nationwide cooperation At City-owned facilities, will utilize electric power derived from renewable energy produced by other local authorities. The proactive selection of renewable energy by citizens and business operators will be promoted. Cooperating local authority Renewable-energy sourced power Support for regions and regional businesses Sell electricity Portion of sales profits Retail sale electricity provider Sell electricity Payment Exchange and buy/sell goods (City events, etc.) Supply renewable energy-sourced power to City-owned facilities (Introduction at privately owned facilities is being considered for the future) (2) Leadership in implementation of measures through the testing of new technologies Promote the popularization of hydrogen energy related technologies will promote understanding on the significance of using hydrogen energy and the reduction in the environmental burden that can be achieved through hydrogen energy, which is expected to become popularized as a new energy source. Subsidies will be provided for the installation of residential fuel cell systems (ENE-FARM), and the purchase of fuel cell vehicles. Fuel cell vehicle 7

8 Key policy 4 will make proactive efforts to prevent global warming and draw on our experience to advance our policies (1) Initiatives at facilities Implement the "Environmental Guidelines for Facilities" In the maintenance and construction of facilities, high-energy saving capabilities and renewable energy will be introduced from the planning stage, and high environmental friendliness will be steadily achieved through the consideration of Japanese timber use and other measures. Energy Management Standards will be formulated for each facility, to promote sustainable energy saving. 7 Implementation Framework Progress Management Environmental Council Academic Experts Citizens & Business Operators City Council Members Participate Advice, etc. PR City Global Warming Countermeasures Promotion Council Collaboration, Cooperation will plan the implementation policy of measures, carry them out, ascertain the state of implementation and its effectiveness, and continuously review the implementation policies of measures based on those results. Every year, will announce its CO2 emissions volume, and publish it on the City website, and report the state of progress to the Environmental Council. Citizens Business operator Organization Plan Draft the implementation policy of measures Public Relations and Provision of Information to Citizens and Business Operators will ensure that citizens and business operators are kept up to date with city initiatives through public relations and provision of information. The City will also seek their understanding and cooperation regarding the City s initiatives, and encourage the reduced day-to-day consumption of energy at households and workplaces.
