1 Developing a Strategic Environmental Assessment (SEA) of Hydropower Sector in Myanmar SEA next steps
2 Step 1 & 2: Key activities Sep Oct Nov Dec 1.1 Define the key issues associated with river basin development 1.2 Assess legal, institutional and decision-making framework 1.3 Compile baseline information and data including existing GIS layers for key issues 1.4 Collect base level information on existing and pipeline hydropower projects 1.5 Commence participation on the AG & EG 1.6 Conduct regional river basin consultations 1.7 Consultation with local communities affected by existing hydropower development 1.8 Refine methodology, including scope. boundaries and key issues 1.9 Define sustainability objectives and indicators for the key strategic themes 1.10 Develop initial baseline trend analysis for the key issues and strategic themes 1.11 Build maps and other GIS products showing and overlaying key issues and hydro-ecological zones 1.12 Conduct three baseline and scoping workshops 1.13 Prepare draft scoping and baseline report
3 Collection of E&S baseline data Define hydro-ecological zones in each of the main river basins to use as the framework for trend and spatial analysis Compile baseline information and existing GIS layers for key E&S issues in each river basin Develop process with Technical Advisors for data sharing between MONREC, MOEE and other Ministries Review critical data gaps with EG and other stakeholders; Link with ongoing activities and research i.e. State of Basin Assessment (SOBA).
4 Hydro-ecological zones The Ayeyarwady-Chindwin basin can be classified into five hydroecological zones according to common characteristics: Zone 1: Upper Ayeyarwady Zone 2: Chindwin Zone 3: Middle Ayeyarwady Zone 4: Lower Ayeyarwady Zone 5: Ayeyrwady Deta
5 Hydropower policy and planning Initial review of pipeline hydropower projects equal to 10 MW and greater Current development stage and GIS layers for the existing and proposed hydropower projects Legal, institutional and decision-making framework for hydropower, watershed management and sectors Influence of government policy and strategy e.g. commission to review the Myistone project
6 Major river basins Ayeyarwady-Chindwin, Thalnwin and Sittaung are classified as the three major river basins SEA will also need to determine the scope/boundaries of including the: Bago and Myit Ma Hka Rakhine (Arakan) Tanintharyi (Tenasserim) Mekong Determine the significance of the regional river basins for existing and planned hydropower Identify stakeholders at river basin level.

11 Scoping and Baseline workshops Conduct Three workshops in Yangon, Mandalay and Mawlamyine (Nov/Dec): Consolidate the E&S issues under the strategic themes and define the sustainable development objectives Grouping the E&S issues and formulating two or three indicators for each strategic theme Additional smaller roundtable meetings and consultation with stakeholders in Ayeyarwady- Chindwin and Thalwnwin bas
