The IEA Heat Pump Programme Research, Development, Demonstration and Promotion of Heat Pumping Technology
The IEA Heat Pump Programme (HPP) HPP is one of 40 Implementing Agreements (technology collaboration) within IEA, the International Energy Agency HPP formed 1978 Cooperation agreements with: International Institute of Refrigeration European Heat Pump Association
Heat Pump benefits Heat pumps can: Have a material impact on GHG emissions at a modest cost Heat pumps can cut global CO 2 emissions by nearly 8%* Reduce exposure to supply risk Reduce infrastructure costs for energy supply networks *IEA HPC (2008) Heat pumps can cut global CO2 emissions by nearly 8%
Significance of HPP HPP is an international framework of cooperation/networking for different HP actors (industry, governments, research representatives etc) HPP is an forum to exchange knowledge and experience between countries HPP contributes to technology improvements by RDD&D HPP strives to place heat pumping technology higher on the political agenda
Benefits of membership The Programme is a forum for international cooperation and the member country has the possibility to work in international projects National researcher, industry and other parties can benefit from the project results. The member country expands its international network in the field of heat pumping technology. The member country has influence on the work of the Programme.
Benefits of membership cont. The member country receives knowledge at an early stage from e.g. project work. The member country receives information about activities in other countries, such as political decisions and governmental policies, ongoing projects and market development and trends. The information is easily accessible to the member country (e.g. the HPC newsletter). The member country gets support from the Heat Pump Centre and can disseminate national information through the centre.
Vision The Programme is the foremost worldwide source of independent information and expertise on environmental and energy conservation benefits of heat pumping technologies (including refrigeration and air conditioning). The Programme conducts high value international collaborative activities to improve energy efficiency and minimise adverse environmental impact.
Mission The Programme strives to achieve widespread deployment of appropriate high quality heat pumping technologies to obtain energy conservation and environmental benefits from these technologies. It serves policy makers, national and international energy and environmental agencies, utilities, manufacturers, designers and researchers.
HPP objectives and strategies 1 (5) Energy Efficiency and Environment Objective To quantify and publicise the energy saving potential and environmental benefits (local and global) of heat pumping technologies. Strategies To achieve increased emphasis on heat pumping technologies in national and international political agendas. To align Programme activities with environmental and energy priorities, such as the Kyoto Protocol.
HPP objectives and strategies 2 (5) Market and Deployment Objective To develop and deliver information to support deployment of appropriate heat pumping technologies. Strategy To provide information in a form usable by stakeholders.
HPP objectives and strategies 3 (5) Technology Objective To promote and foster international collaboration to develop knowledge, systems and practices in heat pumping technologies through RDD&D Strategies To capitalize on the strengths of the Programme so as to - Develop information support for the energy and environmental strategy. - Resolve apparent market barriers. - Promote international collaboration on emerging technical issues.
HPP objectives and strategies 4 (5) Information Management Objective To provide effective flow of information to, from and between stakeholders and other relevant entities. Strategy To develop and implement an information and communication plan that supports the Programme strategies.
HPP objectives and strategies 5 (5) Visibility and Status Objective To improve significantly the visibility and status of the Programme, and to be an outstanding Implementing Agreement within the IEA. Strategies To increase the membership of the Programme. To respond to the needs of our stakeholders. To increase the benefits for our members.
Current Participating Countries Austria Canada Finland France Germany Italy Japan Netherlands Norway South Korea Sweden Switzerland The United States The United Kingdom
Organisation Executive Committee The board of HPP; one vote per member country The Heat Pump Centre The central information activity of HPP National Teams People and organisations representing national HP activities
National Teams Objectives Create new ideas Generate activities (e.g. Annexes) Create a forum for discussion Exchange and disseminate information International network Increasing knowledge by international cooperation
The Heat Pump Centre Information dissemination Publications (e.g. project reports) Electronic newsletters short version: abstracts long version: articles Website: Program Support to ExCo, NTs and Project leaders And Generation of new activities National Teams meetings International Conference
Heat Pumping Technology Includes Heat pumps Air conditioning Refrigeration Covers applications in Buildings (residential, commercial, and institutional) Industry
Annexes - an important activity Participation in projects within the HPP (known as "Annexes") is an efficient way of increasing the national knowledge, both regarding the specific project objective, but also by international information exchange.
Recently completed Annexes Annex 33 Compact heat exchangers in heat pumping equipment Annex 30 Retrofit Heat Pumps for Buildings Annex 29 Ground-source heat pumps overcoming market and technical barriers
Annex 31 ongoing Advanced modeling and tools for analysis of energy use in supermarkets Development of performance indices for different regions and climates in order to compare systems Better understanding of advanced refrigeration technologies and HVAC&R integrated technologies Operating Agent: Sweden
Annex 32 ongoing Economical heating and cooling systems for low energy houses Improve multi-functional (domestic hot water, cooling, and heating) heat pump systems in terms of overall energy use, thermal comfort and costs Gather more field experience from real-world operation of integrated heat pump systems Develop design guidelines Operating Agent: Switzerland
Annex 34 ongoing Thermally driven heat pumps This annex will compare heat-driven heat pumps with other heat pump systems in order to obtain a broader understanding, examine market barriers and consider the environmental impact of such systems. Operating Agent: Germany
Annex 35 ongoing Application of Industrial Heat Pumps Reduce the use of energy and emissions of greenhouse gases by the increased implementation of heat pumps in industry. Arranging the information on heat pumping technologies for industry that will lead to better understanding the opportunities and using these in order to reduce the use of primary energy consumption and the CO2- emisions as well as energy costs. Operating Agent: Germany
Annex Proposals Demonstration of field measurements on heat pump systems in buildings System using solar thermal energy in combination with heat pumps Quality installation and maintenance A common method for testing and rating residential HP and AC annual/seasonal performance Cold climate heat pump design Heat pump concepts for near (or net) zero energy buildings
Examples of other Activities of HPP Policy Papers Placing HP technology higher on the political agenda Workshops HP activities in different countries or Annex related Coordination with other bodies E.g. ASHRAE, other IAs, UNEP, ARI/ARTI, EU related Cooperation agreements with IIR and EHPA Participation at special events Promotion of HPP
