1 EIA SUMMARY FOR PROPOSED 15 MW AND 33 MW CAPACITY CAPTIVE POWER PLANT FOR M/S AMBUJA CEMENT EASTERN LTD. RAWAN, BHATAPARA (C.G.)

2 1. PROJECT DESCRIPTION: Ambuja Cement Eastern Ltd. (ACEL) has the cement plant at Rawan Chattisgarh, with annual installed capacity of 1.20 Million Tonnes (MTPA). It has one cement-grinding unit at Sankrail, West Bengal, which gets clinker from Rawan unit. One more cement grinding unit is being installed at Farakka, West Bengal to cater the need of cement market of Eastern region. It s Cement Plant at Rawan has its own captive mines and Power Plant. For the control of emissions from the various sections, Electrostatic Precipitator (ESP) and Bag filters were installed. The particulate emissions from the plant is being maintained below 100 mg/nm 3 complying with the standard limit. The proposed CPP shall be thermal power plant of 1x15 MW and 1x33 MW capacity based on coal. The major plant sections and equipment are as follows: 1. Steam turbine set (1x15 MW and 1x33 MW) 2. Steam generator (1x70& 135 TPH CFBC boiler using coal as fuels) 3. Fuel handling systems for coal 4. Ash handling systems for both bottom ash and fly ash 5. Water treatment systems for both cooling water cycle and power cycle 6. Cooling tower 7. Electrostatic precipitator 8. Boiler feed pumps 9. Effluent treatment plant ACEL has installed D.G. Sets of 14 MW total capacity for meeting the power requirement of its cement plants located in Chhattisgarh. This 14 MW Diesel Power Plant has 1x 10 MW and 1 x 4 MW diesel generating sets running on furnace oil as feed stock.

3 ACEL Rawan unit has also installed 15 MW thermal power plant based on coal locally available for meeting the power requirement of its cement plant located at Bhatapara Chhattisgarh, along with D.G.Sets of total 14 MW capacity for standby operations. This CPP operates in island mode i.e. without backup from the state grid. Ambuja Cement Eastern Limited (ACEL) has 2 D.G.Sets with generation capacity of 1 x 10 MW and 1 x 4 MW i.e. total 14 MW. The D.G. Sets are operated with HFO as fuel. The cost of HFO has become very high and is likely to go up further in the years to come. At present the power requirement of Rawan unit is mostly catered by 15 MW thermal power plant. The second line of cement plant is being installed at Rawan with a capacity of 2.72 Million ton per annum. Considering the high cost of generation from the existing D.G.Setup and additional power requirement for the second line at Rawan, Ambuja Cement intends to set up 1x15 MW and 1 x 33 MW thermal power plant based on coal as fuel. As CPP is coming up near the existing 15 MW TPP cement plant at Bhatapara, the existing site and infrastructure facilities will be used. Major important factors influencing the location of the plant. Availability of raw materials of proper quality and adequate quantity. Availability of suitable and adequate land. Environmental considerations such as statutory distances from major roads and railway lines and safety distances from nearby villages, wind direction and speed etc.

4 Transportation of raw materials and fuel to the site. Availability of infrastructure facilities such as water supply, power, roads and railway siding. Availability of social infrastructure and skilled and semiskilled manpower. Coal linkage shall be established for meeting the needs of the CPP. ACEL has linkage of coal, 2.37 Lacs M.T. per annum, from SECL for the existing cement plant and 0.67 Lacs M.T. per annum of coal linkage for existing thermal power plant. Preliminary enquiries have revealed that necessary linkage for additional 3.52 Lacs M.T. of coal per annum will be available for the proposed 1x 15 MW and 1x33 MW Power Plant from SECL. The plant will be designed to incorporate the latest technology and equipment, In order to obtain the optimum results in terms of energy, manpower. Other operational inputs with minimum of environmental pollution. Electrostatic Precipitators will be provided at the outlet of Boiler so that the SPM in the discharge from chimney will be within the limit specified by state pollution control Board. Bag filters of necessary size shall be provided at various transfer points. The effluent discharged from D.M.Plant, Cooling tower and Boiler will be collected in one setting tank. The effluent will be treated and neutralized and the water will be used for dust suppression and for green belt development. The steam generator (boiler) will be of Coal fired Fluidized Bed Combustion (CFBC), which is well-established mode of burning fuels. This can even accept inferior qualities of fuels and burn them in an efficient and environmentally acceptable manner. The CFBC type steam generator shall be natural circulation, coal fired, balanced draft, semi out-door unit. For removal of dust from the flue gas, Electrostatic Precipitator (ESP) shall be installed. This shall

5 control particulate emission well within the norms of Chhattisgarh Environment Conservation Board (CECB). The total requirement of water for the Captive Power Plant (1 X 15 and 1 X 33 will be met from the existing water source. The raw water will be drawn from water reservoir of mines of the unit. The ground water may be used only in case of acute shortage of water during summer. The ground water will be treated to potable water standards for drinking and to industrial standards for plant use as and when the same is used for Power Plant operation. Provision is kept for introducing air-cooled condenser whenever such a necessity arises due to shortage of water. Parallel condensing may be resorted to meet the shortage of water. 2. ENVIRONMENT DESCRIPTION: The existing plant of 3950 TPD occupies Hectares area in the village Rawan. This area is already been acquired by the company. The proposed CPP will be installed near existing CPP which is situated next to the plant within premises. There is no new procurement of land. The core zone area does not contain any forest area. The demographic profile of the Buffer zone situated within 10 kms from the centre of the core zone have been studied. The Buffer zone contains 61 numbers of villages (including one urban Ariyalur Taluk) with a total population of 1,99,715 comprising 49.79% of male and 50.21% of female. The Scheduled Caste population is of 19.09%, while that of scheduled tribe is 13.96%. The total literacy in the area is constituting 61.60% for male and % for female. The environmental quality of the core and Buffer zone have been studied in respect of Ambient air quality, Micro-meteorology, Stack emission from existing

6 CPP, Dust Levels, water quality, noise levels, soil quality, flora and fauna status etc. The existing ambient air quality study shows this following range for various parameters. 7 The physio-chemical parameters of water quality are found to be within prescribed limits. The noise levels in the area range at present between 35 to 60 db (A). The climate is generally dry with extreme summers and pleasant winters. The ambient temperature ranges to about 50 degree celsius in Summer to a minimum of about 9 degrees in winter. 3. ANTICIPATED ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES: IMPACT: Impact on economic, employment and socio-cultural fronts will be positive due to additional income generation, better employment prospects and due to communal amity resulting from the expanded project. About 100 persons will be employed in the project on a direct basis and about 150 persons will get indirect employment opportunity due to the project. As there are no forest lands in the Core zone, there will be no direct impact on forest lands. However, as the predicted pollution levels from the proposed plant together with the background levels will be well within environmentally sustainable and prescribed standard limits, there will be practically no impact on these forest areas in the Buffer zone due to the plant operations. Floral and faunistic composition of the area will be improved by increase in biodiversity due to the elaborate green belt development proposed in the Core zone. The soil quality will improve due to this especially because there will be no process effluent discharge on land. Even though the proposed expanded plant will slightly affect the existing environmental status due to increases in levels of air pollutants, noise levels, etc., the changes will be within environmentally sustainable prescribed limits due to

8 installation of control equipments like Glass Bag House and Bag Filters at all dust-prone process systems and also elaborate green belt development in the peripheral area of Core zone. Besides, development of green belt around the Core zone will help abate these levels apart from improving the aesthetic and visual status of the area. The predicted increase in average 8 hourly SPM levels due to the expanded plant will be only µg/m 3 at a distance of m from the Core zone, with the addition of maximum background levels in the Buffer zone, the maximum SPM value will be only 117 µg / m 3, which will be within prescribed limits. With adoption of various control measures for noise reduction, impact on noise levels is not envisaged to be adverse. MITIGATION: ESP at boiler and bag filters of suitable size will be installed at various transfer points, so as to ensure that stack emissions from all such pollution control devices strictly maintain PM emission levels below 100 mg / Nm 3. With adoption of control measures such as well scheduled preventive maintenance programme, noise barriers in the form of elaborate green belt development, noise proof acoustic designs of operator control cabins, provision of ear muffs to workers and staff at noise prone areas, etc, noise levels will be kept within prescribed limits even after expansion. As there will be no process effluent discharge on land, the soil quality will not be affected. The proposed green belt development in the Core zone area will improve the bio-diversity in the area and improve the soil quality further. 4. ENVIRONMENT MONITORING PROGRAMME: A well equipped Environment cell will look after the monitoring job. The parameters will be analysed/ monitored as per the norms.

9 Air Monitoring: A network for Ambient Air monitoring will be developed for the proposed plant and Respirable dust sampler will be used to monitor the levels. For particulate monitoring, stack monitoring will be done as per the norms. Automatic weather monitoring equipment with facility to monitor parameters like wind speed, wind direction, ambient temperature, relative humidity. Water Quality Monitoring: Water quality monitoring at various influent and effluent outlet in the plant will be done regularly to find out the quality of water as prescribed by DOE and Chattisgarh State Pollution Control Board. Noise Monitoring: Noise monitoring would be undertaken to assess the efficiency of various noise control measures followed to reduce noise levels. 5. ADDITIONAL STUDIES: During the preparation of EIA considerable socio economic data were collected from different Government and Non-Governmental agencies. The socio economic data like, demographic profile, economic scenario, literacy level, occupational structure, land use pattern etc, were collected from the core and buffer zone by public consultation. The social impact of this project is positive and some of the impact are as follows: During construction period about 100 employees will be benefited directly. The possible interaction of different socio-cultural segments of population will improve further community development in the area. Resettlement and Rehabilitation programme is not applicable in our case. 6. PROJECT BENEFITS: About 100 persons will be employed in the project on a direct basis and about 150 persons will get indirect employment opportunity due to the project.

10 Floral and faunistic composition of the area will be improved by increase in bio-diversity due to the elaborate green belt development proposed in the Core zone. Aesthetic and visual status of the area will improve. Due to the increased expansion facilities, large income will accrue to the State and Central Ex-chequers by way of Sales tax, Central Sales tax, Central Excise, Income tax etc. 7. ENVIRONMENT MANAGEMENT PLAN: The Impact Assessments for various impacts arising out of the Expansion Programme, has brought out that there will not be any adverse impact in most of the cases, on account of various pollution control measures, energy efficient technology and sophisticated processes etc, being adopted for the proposed process. However, to reduce the impacts further, it is imperative to device proper control systems in this direction. SOCIO-ECONOMIC FACTORS: Job opportunity will increase, Financial receipts to the state and central exchequers will also improve, Inter communal harmony will improve in the area. AMBIENT AIR QUALITY: ESP and Bag filters will be installed to trap the emission and green belt will be developed to control fugitive emission if any. WATER QUALITY: As there will be no process effluent discharge from the expansion plant, the prevailing water quality in the area will not be affected.

11 NOISE LEVELS: The present noise levels in the area are within limits prescribed. As the expanded plant will be very sophisticated and having automatic process control instrumentation system etc, there will be no adverse impact on noise levels in the area. Ear muffs or plugs would be provided. Noise barriers will be provided in the form of trees in green belt area. Control cabins, would be made sound proof. SOLID WASTE: Generation of Solid waste from existing 1 x 15 MW TPP: Fly Ash 60.0 T/day (max) Coarse Ash 40.0 T/day (max) Fly ash is collected through dense phase pneumatic ash handling system and storage in fly ash concrete silo. The total generated quantity of fly ash is utilised in making blended cement. Coarse ash is collected through dense phase pneumatic ash handling system and storage in RCC silo. Coarse ash is used in filling the low lying area and for road making. Generation of Solid waste from proposed 1 x 15 MW and 1 x 33 MW TPP: Solid waste 1 x 15 MW 1 x 33 MW Fly Ash 60.0 T/day (max) T/day (max) Coarse Ash 40.0 T/day (max) 97.0 T/day (max) The disposal methodology of solid waste will be same as it is done in the existing system.
