2 1.0 PROJECT BACKGROUND Jharsuguda town is fast emerging as the economic hub of Odisha. Many small and medium scale steel units are being set up in the town vicinity. In recent years Jharsuguda district has witnessed a large scale industrialization, due to which there is a huge demand for air connectivity. Jharsuguda airport of Airports Authority of India (AAI) was constructed during Second World War period with low bearing strength suitable for General Aviation aircraft. This aerodrome is lying unused for more than three decades except for occasional use by general aviation aircraft of industrial houses situated at Jharsuguda and is presently unfit for commercial operations. In the year 2008, a feasibility study was carried out by AAI to revive Jharsuguda airport as one of the 32 Non-operational airports. As per the feasibility report by M/s RITES, it is technically feasible for development of Jharsuguda airport for operations of wide bodied aircraft with augmentation of facilities, additional land acquisition and obstruction elimination. A revised DPR along with feasibility study report, revised EFC memo traffic data of the airport as well as revenue data with a preliminary estimate of Rs Cr. was submitted to MOCA for considered proposal of Govt. Budgetary support (GBS) for development of Jharsuguda Airport from Planning Commission for in-principle approval. Govt. of Odisha has requested to operationalize the airport. AAI is considering to develop Jharsuguda Airport for A-320 type of aircraft operations. Jharsuguda airport can cater to the population of Jharsuguda, Brajarajnagar and Belpahar but also to the population of surrounding towns like Sambalpur and Burla which is 40 km away and Rourkela (about 100 km away) and Sundergarh (35 km away). 1.1 Project Proponent Airports Authority of India (AAI) was constituted by an Act of Parliament and came into being on 1st April Currently, it manages a total of 125 Airports, which include 11 International Airports, 08 Customs Airports, 81 Domestic Airports and 25 Civil Enclaves at Defence Airfields. AAI also provides Air Traffic Management Services (ATMS) over entire Indian Air Space and adjoining oceanic areas with ground installations at all Airports and 25 other locations to ensure safety of Aircraft operations. 1.3 Need for the Project Traffic study was conducted by Directorate CP & MS, which indicates the forecast the movement of aircrafts passengers and cargo from this airport as per Table-1. 4 2.0 PROJECT DESCRIPTION 2.1 Type of Project The proposed project is development of Jharsuguda aiport for A-320 operations which involves construction of Terminal building; Technical block and control tower; Fire station and work shop; Car park; and other aviation facilities. Further, strengthening of existing runway, apron and taxiway are also included. The airport is Non-Operational and under NOTAM. Presently only private / Non- Commercial flights are operating at Jharsuguda Airport. 2.2 Location Jharsuguda is the district headquarters of Jharsuguda district of Odisha located 515 km west of Kolkata. The airport is located at latitude N to N and longitude E to E. The proposed site falls in Survey of India Toposheet No. 73 B/4, 73 C/1, 64 NF/16 and 64 O/13. The 10 km radius study area map is given in Figure Details of Alternate Site Jharsuguda airport was constructed during second world war and was lying unused for more than three decades except for occasional use by General aviation aircraft of industrial uses. As per the feasibility study carried out by AAI, the airport is feasible for development for operations of wide bodied aircraft with augmentation of facilities, additional land acquisition and obstruction elimination. Hence, no alternative sites were examined. 4

6 2.4 Existing Project Features Presently, the airport have following infrastructure for passenger facilitation: Runway - Orientation is 06/24 Size - (1882 m x 45 m) Surface - Flexible EXISTING RUNWAY Apron - (288 m x 180 m) Taxi - (144 m x 15 m) Turning Pad - Both end EXISTING APRON 6

7 RADAR (MSSR): Jharsuguda radar is the most latest technology used. It is Monopulse Secondary Surveillance Radar of range 250 Nm from Jharsuguda (radially). Presently this radar data is used by Nagpur and Varanasi. MSSR RADAR NDB: It is a Non-Directional Beacon which will be used for honing and locating the Jharuguda Airport for all the aircrafts coming to Jharsuguda Airport. NDB BUILDING 7

8 2.5 Proposed facilities Civil Works (a) Pavements (i) Strengthening and extension of existing runway 06/24 of length 1882 m (6173 ft) up to a width of 45 m with shoulder of 7.5 m width on both sides, to make the total dimensions of 2391 m (7844 ft) x 45 m (150 ft) for operation of A320/Q400 type of aircraft. ACN/PCN depending on sub-grade strength to be provided. The location of runway and other pavements is shown in Figure-2. Proper slope to be given for remaining area of original pavement to make it suitable for Runway Shoulder. (ii) Strengthening of portion of existing cement concrete Apron for dimension 115 m x 108 m with shoulder of width 7.5 m on all sides for parking of two A320 with power-in power-out configuration with appropriate fillets at junction points with Runway 06/24. (iii) (iv) (v) (vi) (vii) (viii) (ix) (x) Strengthening of Taxiway of length 375m and width 23m with Shoulders of 7.5m width along both sides of Taxiway. Fillets are to be provided at Taxiway and Runway / Apron junctions. Strengthening of portion of existing cement concrete Apron for GSE area of dimensions 50 m x 30 m as indicated in the Master Plan. The same may be strengthened as per site condition and a link road may be provided from GSE area to apron of dimension 7M wide. Minor Repairs to other area of the existing Apron, beyond the portion used for strengthening along minor repairs to existing Taxiway system for use of General Aviation aircraft to facilitate access to old apron and old hangars. Construction of Turn Pads at either end of Runway06/24 at the location Provision of Runway End Safety Area of dimensions, Length 150m x Width 90m for Runway06 and Length 240m x Width 90m for Runway24. Levelling, Grading and Development of Runway Basic strip (150m on either side of runway centre line). The soil of Runway strip should be flush with the edges of pavements and appropriate slope to facilitate draining of rain water into drainage system beyond the basic strips. Levelling of ground beyond Runway Strip upto Boundary Wall. Levelling & grading of Taxiway strip for taxiway (375mx23m) & apron taxi lanes. 8

(b) Passenger Terminal Building (i) Construction of new Passengers Terminal Building of area 5500 Sq.m as per IMG norms and features of Low Cost Terminal Building with modular design for handling 150 arriving and 150 departing passengers at a time with a scope for future expansion in west direction. The building should be provided with essential amenities for passengers, airlines such as check-in counters, conveyor belt for departing baggage, one number of oval shape conveyor belt in the arrival baggage collection area with provision/space for future installation of additional conveyor with minimum spacing of 11 m, space for storage of baggage trolleys (300 nos.), toilet facilities for passengers including those for physically challenged persons, adequate number of signage s, Fire Fighting/ alarm system, Drinking Water Coolers/Purifiers, adequate lighting inside & kerb side of the terminal building, provision of Renewable Energy System etc. (ii) Covered Kerb Area on city side with three lanes each for arriving and departing passengers, covered baggage make-up and break-up area on air side. (iii) Car park for 150 cars & 5 Buses, VIP car park (20 cars), AAI and Airlines staff car / scooter parking area at 100m away from any building as per BCAS norms (c) Construction of new Technical Block cum Control Tower (i) Construction of new Control Tower cum Technical Block as per the standard design implemented at Mysore, Rajahmundry and other smaller airports. (ii) Construction of Control Tower as per NOC for height clearance with minimum height of 25m AGL. (iii)provision of control tower table and other equipments, furniture, fixtures as per requirement of ATM, CNS & Met etc. 10

11 (d) Construction of Fire Station and MT Workshop Construction of Fire Station Cat. VII (as per Fire Order No. IV) along with MT Workshop etc. as per the standard design implemented at Mysore, Rajahmundry and other smaller airports. (e) Miscellaneous Civil Works (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) (x) (xi) (xii) Technical evaluation of strength of pavements before & after the completion of work and declaration of strength for commissioning of pavements. Provision of water storage and water supply, pump house for overhead water tanks and sump etc. for terminal building and residential colony, preferably by Pressurizing System and rain water harvesting system Construction of sewerage treatment plant of adequate capacity with facility for future expansion. Construction of regular boundary wall of height as per BCAS norms around newly acquired land as & when Govt of Orissa hands over along with existing airport land with Crash Gates at either end of Runway direction to provide for outside access to RFF vehicles in case of emergency. Provision of Watch Towers / Morcha as per requirements. Repair of existing quarters, which are in usable condition for operational staff with community center and medical dispensary etc. Construction of sub-station for housing DG sets, stepping down main power supply, transformers etc., storage facility for diesel, equipments, spare parts etc. Provision of gates to segregate air side and city side area with security guard posts at the entry gate and additional security posts inside the operational area at appropriate location in consultation with ATM and Security Dtes. Construction of perimeter road of 3.75m width all along the boundary wall inside operational area. Construction of approach road from fire station to runway and apron through shortest distance and runway end to boundary of airport in the approach path of runway, of sufficient strength to withstand twice the weight of the heaviest CFT or 60 tons, whichever is greater in accordance with Fire Order 4 of Construction of CCR room at appropriate location as per Master Plan. Procurement of furniture, chairs and baggage trolleys. Provision of culvert (pipe / box) at appropriate location in the operational / nonoperational area for crossing of electrical, communication cables, draining of storm water from runways, apron, terminal building and car park area. The 11

12 strength of culverts must be designed for highest category aircraft of Code E to facilitate long term usage without need for dismantling& reconstruction. (xiii) (xiv) (xv) (xvi) Horticulture and gardening works on city and airside. Construction of approach road from city main road upto the terminal building and internal circulation roads. Construction of electrical Sub station building. Construction of residential quarters, transit accommodation for AAI staff Electrical and Mechanical Works (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) High intensity Runway Lighting System (HIRL) comprising runway edge lights, runway end lights, threshold lights, simple approach lights at both ends, PAPI at both ends on Runway06/24, lighted landing T, lighted windsock, aerodrome rotating beacon, taxiway edge lights, apron edge lights and apron flood lights, Mandatory and informative signages etc. Internal and external electrification for all buildings and consideration of Energy Efficient solutions including renewable energy like Solar Power. Procurement and Installation of standby DG sets of adequate capacity, to augment the existing 2 nos of 125KW DG set, to provide essential 50% power supply to terminal building and 100% to control tower and equipment room and fire station and 100% for airfield lightings. Unitary AC/Packaged ACs etc. of adequate capacity for Terminal Building, Technical Block & Control Tower, centralized Fire Control System and Building Management System for Terminal Building. Provision of Apron Flood Lights at appropriate locations without infringing apron safety lines/clearance area for safety of aircraft operating on the apron with power-in/power-out parking stands. The locations of Apron Flood Light Masts shall be finalized with the concurrence of Dte of Planning. Lighting on car park, approach road, around terminal building area, Perimeter road and Watch Towers / Morcha. Procurement, installation and commissioning of conveyor belts behind the checkin counters and baggage collection area. Procurement, installation of additional split air-conditioners for reserved lounge, and Equipment Room, Control Tower, DVOR building etc. Installation of signages in the passenger Terminal Building. Necessary electricity supply to DVOR building and other operational buildings. 12

13 (x) Substation equipments, cabling, augmentation of power supply including deposits to State Electricity authorities etc C.N.S Works Provision of DVOR / DME, VHF and other associated communication and navigation aids including calibration and commissioning of DVOR/ DME, at the location indicated in the Master Plan IT & Airports Systems i) Public address system and car calling system. ii) Surveillance Close circuit TV system (SCCTV) and provision of adequate number of close circuit TV monitors, Security Surveillance System with monitoring facilities in the Terminal Manager Room, Security Control Room, APD Office etc. iii) Provision of Flight Information Display System (FIDS) with adequate number of plasma TV s in departure, arrival and security hold area for passenger facilitation/ entertainment iv) Provision of adequate no. of X-ray machines for scanning hand/checked-in baggage, including provision of required number of ETDs, DFMDs & HHMDs, as per BCAS norms. v) Computer cable data networking. vi) Provision of adequate no. of VHF FM Sets (Walkie Talkie, Base Stations & Mobile Stations). vii) Provision of Telephone Exchange / digital EPABX system for Terminal Building including telephone/ intercom instruments, wiring etc. 2.6 Water & Power Requirements Water Requirement It is estimated that about 200 KLD of water would be required for the entire airport including residential quarters. The total water requirement for the entire airport will be provided by Govt of Odisha at free of cost. Power Requirement Power required for the entire airport would be 1500 KW which will be provided by Govt. of Odisha at free of cost. Memorandum of Understanding (MoU) between AAI and Govt of Odisha is enclosed as Annexure-I. 13

14 2.7 Waste water Generation & management The wastewater generation mainly consists of sanitary waste, sewage from airport terminal, flight kitchen, effluent from the workshop etc. The sewage and sanitary waste from the buildings and airport terminal will be treated in Sewage Treatment Plant (STP) comprising primary, secondary and tertiary treatment facilities. The treated wastewater from the STP will be used for air conditioning, cooling water make-up and green belt development. It is estimated that about 80 KLD of wastewater will be generated from the proposed airport. The entire wastewater that is generated from the airport will be recycled and reused for non potable purposes. 2.8 Solid Waste Management Solid waste generated from the proposed airport mainly comprises of food waste and garbage waste. Further, small quantities of sludge from STP, medical waste and other waste will be generated. Collection and handling of domestic solid waste would be done in line with the provisions of the Municipal Solid Waste Rules 2000 (as amended). 3.0 SITE ANALYSIS 3.1 Connectivity The jharsuguda airport is located approximately at a distance of 5.4 km from Jharsuguda railway station and about 3.5 km from NH-200. The State Highway (SH- 10) is adjacent on the western side. Nearest airport is Ranchi, located at about 200 km in the NE side. 3.2 Land form, Land use & Land ownership The total land required for developing the airport is about acres, out of which about acres of land need to be acquired which will be transferred by the Govt of Odisha. The remaining 790 acres of land is already under possession of Airports Authority of India (AAI). Presently only the private or non commercial flights are operating at the airport. 3.3 Topography The airport facilities are already existing which need to be strengthened for the commercial operations. The topography of the proposed terminal building and other aeronautical facilities is flat. Presently, proposed site for terminal building consists of bamboo trees which need to be cut off. Further, the water pond at NE side, adjacent to the runway would require to be filled up. 14

15 The additional land required for the airport, needs acquisition by the State Govt. as per the existing provisions out of which an area of about 9.6 acres is forest land, which requires forest clearance. 3.4 Proposed Land use pattern The site proposed for airport development will be converted into commercial category which is Non-Operational and under NOTAM There is a proposal for city side development as part of the Phase II. A residential complex for the essential operational and other staff is also proposed within the airport boundary. 3.5 Existing Infrastructure Existing infrastructure details are given in section Social Infrastructure Available The existing social infrastructure in the Jharsuguda which is located at about 4.0 km from the site is: Hospital with ambulance; Banks; Post office; Bus station; Fire station; Secondary school; Police station; Shopping complex; Sports infrastructure (Stadium & Camps etc); Community halls; Cinema halls; and Primary health care centres. 4.0 REHABILITATION & RESETTLEMENT About 8 families would be affected due to the proposed project. The relocation of habitation will be taken up by the Govt of Odisha. 5.0 PROPOSED INFRASTRUCTURE The proposed project is development of Jharsuguda aiport for A-320 operations which involves construction of Terminal building; Technical block and control tower; Fire station and work shop; 15

16 Car park; and other aviation facilities. Further, strengthening of existing runway, apron and taxiway are also included. The details are discussed in Section PROJECT SCHEDULE & PRELIMINARY COST ESTIMATES Preliminary estimated cost of work for Development of Jharsuguda Airport is worked out as Rs. 200 Crores. State Government of Odisha is requested for funding Rs Crores towards this project. Balance shall be arranged by AAI internal resources 7.0 ANALYSIS OF PROPOSAL Jharsuguda town is fast emerging as the economic hub of Odisha. Being the economic hub of Odisha, it is essential to have an airport at Jharsuguda which helps in the development of this area. After completion of airport, Jharsuguda will be well connected to other cities and other states and will increase the tourist flow in this region. 16
