1 Welcome And thanks for coming along today to our public exhibition. We d like to show you our plans, so you can see what we ve got in mind and tell us what you think. However you feel about wind farms, your opinion really does matter to us. We haven t applied for planning permission to build the wind farm yet because we want to find out what you think first. What you tell us will help shape our plans.? 2 Who are we? Around five million people get their electricity and gas from us at home and at work, making us one of the largest energy companies in the UK. As part of the E.ON Group, we re also one of the largest energy companies in the world. We want to be a company you can trust and are always looking at ways to make energy cleaner and better, through new technologies and renewable sources. In the UK, we re focused on developing onshore and offshore wind and biomass resources. We have 16 onshore and 5 offshore wind farms, producing more than 900 megawatts (MW) of renewable electricity. Why do we need wind farms? Over the coming years, most of the coal-fired power stations in the UK will close, so we need to plan ahead and find new ways of making the energy that people need. The UK is one of the windiest countries in Europe, so it makes sense to make the most of this great natural resource. Using renewable sources of energy will help us reduce our impact on the environment too. But wind farms aren t the only answer. That s why we re looking at other alternative ways of making energy.? 3 Why Golticlay? Forestry Commission Scotland (FCS) awarded us the right to explore the potential for new wind energy projects on two areas of land. These regions included the Highlands and West Argyll & Bute, within the Scottish National Forest Estate. We chose the Golticlay Wind Farm site after our early studies showed the area s wind resources and connections to the national electricity network make it a good place for a wind farm. Having explored how our plans will affect local people, landscapes, birds, animals and plant life, we re now at the stage where we d like to share this with you. 4 Our studies We ve worked closely with relevant national and local organisations such as Scottish Natural Heritage (SNH) and The Highland Council (THC) to make sure our environmental studies include everything they need to. Our independent environmental consultants have carried out a range of studies to see what impact the wind farm could have on the environment. So far, our studies have shown there are several things we need to think about when it comes to working out where the turbines should go, including the terrain, the landscape, visual impacts and the location of nesting birds. We ll include the results of all our studies in our Environmental Impact Assessment (EIA), which forms part of our planning application. When the time comes, this will be available to view at various places within the local community. The temporary anemometer (met) masts have been installed on the site. There are two masts in place and one of the masts also has a LIDAR wind sensor, which will run in parallel to our met masts to support the data we ve been collecting. This information has helped us find the best place to put the turbines. We ve also completed the noise monitoring assessment to see if noise from the wind farm could potentially affect people living close to the site. 5 How the wind farm could look Thanks to feedback we ve had from the local Community Liaison Group meetings and the results of our studies so far, we ve developed a suggested layout for the wind farm, showing where the turbines could go. We ve also produced visuals so you can see what this layout would look like from key viewpoints suggested by the same group of local people and in conjunction with SNH. We re keen to hear what you think of our plans along with any questions, concerns or suggestions you may have. At the moment, we believe the site could accommodate up to 22 wind turbines, capable of generating up to 79.2MW of electricity, depending on the turbine model we choose.? 6 Bringing the turbines to the site We ve identified a potential access route for bringing the wind turbines to the site, which can be difficult to transport due to their size. We ve shown the possible route on the map below. All rights reserved. Licence number We propose to ship the wind turbines into the Port of Wick and then transport them south by lorry, using the A99 and C1053 roads to site. Wherever possible, we ll use local companies with experience of transporting turbine components. We realise that any deliveries could have an effect on the surrounding community so we d like to hear your views on the route we ve got in mind. We d also like your feedback on things like the timing of turbine deliveries and speed restrictions for heavy goods vehicles near the wind farm site. This way we can put together a traffic management plan that addresses concerns and minimises the potential impact on the local community.? Have you got any comments on our planned route? 7 Project timetable October 2014 We held our first information sessions to introduce our initial plans. February 2015 We held a second CLG to discuss the key proposed Viewpoints (VP) to consult with Scottish Natural Heritage (SNH) and The Highland Council (THC). April 2015 We installed a LIDAR wind monitoring system to start collecting wind yield data. Planning applications for two anemometer masts submitted to THC. September 2015 Third CLG meeting held to discuss further works following seasonal surveys and review VPs agreed with SNH to those raised as key VPs by the CLG The ECDU and THC make a decision to either approve or reject our proposals December 2014 We held our initial Community Liaison Group (CLG) meeting in Lybster to discuss the initial proposal. March 2015 We introduced early plans for the project to the local community and submitted a scoping report to the Energy Consents Deployment Unit (ECDU). August / September 2015 Two met masts were installed on site. Late 2015 / Early 2016 We re preparing an Environmental Statement (ES). May 2016 We submit a planning application to the ECDU or THC. 8 How we ve listened From the outset we ve tried to ensure that the local community have had opportunities to help inform and provide feedback on our proposals. We ve held public information days, set up a Community Liaison Group (CLG) and involved local people and organisations in design workshops so we can understand your views and concerns to consider them in our plans. 9 What happens next? In the coming months we ll be finishing off our bird surveys and peat studies as well as our wind and other environmental assessments. The results, along with your feedback will help us finalise the best layout for the wind farm. The findings will also form part of an Environmental Impact Assessment (EIA), which will detail the surveys and proposed measures to reduce any impacts. The EIA will form part of our planning application that we plan to submit later in Once we ve made our planning application, anyone with an interest or concern will have the chance to get in touch with either The Highland Council or the Scottish Government, to comment formally on our proposal. 10 Working with your community We want to be a good neighbour and believe that involving local people from the outset is the best way to make sure the wind farm is sensitively designed and brings benefits to the area. We ll also set up a Community Benefit Fund and contribute up to 395,000 a year to support local community projects, throughout the wind farm s lifetime. That s around 5,000 for every MW of renewable electricity we generate. The community will also have the opportunity to invest in the wind farm if we receive planning permission to build it.
