3 1.The Global Network for Resource Efficient and Cleaner Production One of the overarching functions of the RECPnet is the dissemination and promotion of best practice RECP concepts, methods, policies and technologies. Benefits of the KMS Access to RECP training kits, materials and documents developed by UNIDO, UNEP and members of the RECPnet. Links to regional experts and global organizations with complementary objectives.

4 1.1 About Rwanda Resource Efficient and Cleaner Production Program ( RRECPP) Concept introduced in 2005/2006 as a pilot by : UNEP and REMA with assistance from Uganda CP Centre RRECPC was established in October 2008 (UNIDO- UNEP-MINICOM Joint program) Currently, RRECPC is under SPIU-MINICOM as transition phase to a Legal institution Housed by Private Sector Federation of Rwanda. It has now 4 staff RECP Concept has been mainstreamed into some national policies and strategies

5 1.2. Vision and Mission of RRECPC Vision of RRECPC Become a center of excellence and merit for RECP Technologies and sustainable development of enterprises in Rwanda. Mission of RRECPC The RRECPC mission is to promote RECP practices for production efficiency, environmental performance and human development of Rwandan enterprises. 1.3 Core Services of RRECPC Awareness- Raising Information Dissemination Trainings & Assessments Technical Assistance RECP Technology Investments Policy Advice

Success stories-achievements from October 2008 to date RECP Project (Sponsored by UNIDO-UNEP) Awareness raising: - More than 500 persons - More than 100 Industries - 11 districts, 5 academia institutions, more than 10 public institutions including ministries and 10 Hospital and Health centers were sensitized on environmentally sound and cleaner production system. Advocacy: Two industries were removed on list of polluting companies;

7 Cont d Training and Assessment 4O Local experts trained on the cleaner production and waste management. 40 Industries (including hotels) were trained on site and 25 assessed on the utilization of resources (water, energy and material). On-site measurement on air emissions In-Plant assessment in industry 7

8 Cont d Implementing RECP Technology Twenty five active cleaner production teams (beverage, food, textile, chemical, etc..) created. Some Economical benefits are the following: Reducing the processing costs and savings in the companies were estimated: USD 60,000/yr in , USD 74,000/yr in USD 340,000 in USD 736,452 in USD 1,112,500 in USD 1,964,532 in Some Environmental benefits are: Reducing air emission About 1,290 tco2.eq/year/company Volume of waste water reduced (1,800m3/year/company) Some Social benefits are: Image of the Company increased Schools fees and improvement of livelihoods Farmers are getting free organic fertilizer

23 3. Challenges Insufficiency of Human skills in energy efficiency issue in industries or at national level Lack of incentives for High RECP cost options Limited adequate infrastructure; Limited appropriate technology and innovation; Insufficient investment and difficult to loan access;

Opportunities High potential for CP services (OHS, Supply chain, Energy Efficiency, EIA, E Audit, Eco-design etc.) Request for assistance with compliance from industries High potential for cleaner production projects with development partners (donors and clients) CP and SCP streamlining in key sectors from ARSCP UNIDO / UNEP training opportunities for new Centres in Africa Networking with government bodies in order to influence policy Demand for CDM services

25 5.Concluding notes Promoting Resource Efficiency has become an economic imperative for any business. Every industry, has the possibility for improving its production efficiency through a systematic intervention.
