1 Application for a new commercial water supply connection This application is to be used to apply for a new / replacement commercial water service connection(s) under the Water Industry Act 1991, to Northumbrian Water s existing water network. It is intended to be used for larger commercial developments, e.g. care homes, industrial units, offices, etc. Please provide as much information as possible about your requirements to enable us to process your application as quickly and as accurately as possible. Insufficient information may result in delays to the provision of the connection(s). 7 Section 6 Water system safety Internal pipework and fittings The premises internal water service must be inspected and signed off for compliance with the Water Supply (Water Fittings) Regulations 1999 before a connection to the water main can be made. Please see the guidance notes in section 6. Supply pipes greater than 32mm in diameter If the underground water service required for the development is above 32mm in diameter, it must be pressure tested, disinfected and a sample taken for analysis by a UKAS accredited laboratory. The sample must also be tested for any residual chlorine. The supply pipe will not be connected if these tests have not been carried out correctly. Guidance to the correct method of pressure testing and chlorination can be found in the Water Supply (Water Fittings) Regulations 1999, and BS6700 (BS:EN 805). 9 Guidance notes for commercial water supplies These notes relate to each of the numbered sections on the application form. The purpose of this guidance document is to assist you in completing a commercial application form. This form is intended to be used for new or replacement water supplies to larger and commercial developments, e.g. shop, office, industrial unit, sheltered housing, watering point, field supply or temporary supply. 1. Applicant Details This section should be completed with the details of the person or company responsible for paying for the new connections(s). We will issue all correspondence to this address. If the applicant is not also the owner, we will require the property owner s details to be completed. We reserve the right to contact the owner/occupier/developer to verify this information. 2. Connection Address We require the address(es) of all the properties to be connected. Please note you should provide the full postal address(es) of all the properties if known. You will need to make an application to the Local Authority for your new property addresses. If you are unable to provide this information at the time of installation of your new supply(ies) we may withhold connection. Please advise if the land bordering your development, and where the proposed connection(s) will be made is adopted highway or private land. You must also include: 1. A site location plan clearly showing the location of the site and the surrounding area. Our preferred scale is 1:500 or 1: A site layout plan clearly showing the proposed position of all buildings and the entry point(s) of the water service(s). Plans submitted by should be in PDF format. 3. Site Details a) to c) Where sites have been previously developed or have been used for landfill it is possible that contaminants could be present which could permeate plastic pipe affecting water quality. These contaminants are generally associated with oil based products such as petrol or diesel. In these instances it is a Water Regulation requirement that all pipes laid within the vicinity of the contamination, both by the company and the developer, shall be impervious to contamination. There are various pipes available including proprietary brands often called barrier pipe. The pipe must be WRAS approved, this means it is a multi layered pipe system incorporating an aluminium layer, for further information please visit the WRAS website. If the site is contaminated we will require a copy of the site investigation report, which should include a chemical soil analysis; this should make particular reference to Toluene Extractable Material (TEM), Phenols and Polynuclear Aromatic Hydrocarbons (PAH). Please see WRAS Leaflet No This can be found under publications at d) If you intend to store any chemicals on site this may also have implications on the type of pipe work that needs to be installed. We recommend that you do not install any pipework until Northumbrian Water has verified what material is suitable for your site. e & f ) If you require connection(s) to a Northumbrian Water sewer and have not yet made application, you must complete an Application for Connection to a Public Sewer form. This can be downloaded from our website at g) Please provide details of whether the buildings previously on the site have been demolished or whether the buildings on the site are to be converted. If a conversion of existing property(ies) on site is planned please advise what the property is being converted from. Details of what the site was previously used for are also required to ensure you are charged the correct infrastructure charges/given the correct level of infrastructure credit if applicable. These charges help pay towards the cost of meeting future demand for water and sewerage, specifically created by new developments. An allowance against water and sewerage infrastructure charges will be made where there were properties supplied on the site within the last 5 years. To assist with assessing any allowance, postal addresses of properties to be demolished should be provided. Page 1

10 4. Proposed Development We need to know what the supply is required for to ensure that your type of installation meets with Water Supply (Water Fittings) Regulations 1999 ( Water Regulations ). Your supply pipework must be installed as to comply with the Water Regulations. Please refer to our Water Supply (Water Fittings) Regulations 1999 guidance note 6 entitled 'Pipes entering buildings, which also includes information on standpipe and building water supplies, a copy of which will be sent to you with your quotation or can be viewed on our website We want you to supply us with your schematic drawings to ensure that we understand the nature of your development so we can identify if there may be issues with Water Regulations compliance. If you cannot supply this information now, we can only provide you with a quote based on the information you have supplied. You will still need to supply the schematic drawings when they are available at which point we will produce a detailed quotation. If the nature of your development is not complex e.g. field trough you will not be required to supply schematic drawings. Your attention is drawn to section 174 of the Water Industry Act 1991 which makes it a criminal offence to alter or interfere with an existing water supply pipe without the permission of Northumbrian Water. This is punishable by a fine of up to Therefore, you must not connect any new supply pipes to the existing on-site apparatus without going through the application process and obtaining Northumbrian Water s consent. Any such action will constitute an offence and may lead to prosecution in the Magistrates Court. Northumbrian Water requires that all separately occupied premises are supplied by their own individual service pipe, as detailed under section 64 of the Water Industry Act Any property which is built or converted and does not have a separate supply will be deemed to be connected illegally. In addition to the power to prosecute under section 174 as detailed above, Northumbrian Water has the power to undertake separation of supplies and recover the full costs of doing so from you. This can prove costly and it is therefore imperative that you ensure that your proposals include the provision of separate supplies. Under normal operating conditions our mains distribution network is capable of maintaining a pressure of approximately 15 metres head at points of connection to our distribution mains. However, there will be occasions when this pressure can not be maintained at all times. Pressures and flows will vary throughout the day, throughout the seasons and supplies may be interrupted at any time for a variety of reasons. It may also be a requirement to change the network s operating conditions in the future. Where dwellings are to be developed which are over two storeys in height, consideration needs to be give to how pressure will be maintained in the upper stories of the building. One option could be to install a Water Regulation compliant boosted storage system to the internal water system. For further information relating to building water please refer to the Building water charges and temporary supply charges policy. This document is available on our website at Please indicate if a water reclaim or re-use (e.g. rainwater harvesting) system is to be installed. This is where non-drinking or rainwater is to be stored and used for flushing toilets and other uses. Failure to advise us of installation of these systems may result in delays to your connection(s) being made. This could also result in you incurring costly re-work if the installations do not meet Water Regulations. When you receive your consent letter from the NWL Water Regulations team, this will explain how to request a water regulations inspection. Please refer to our document, Water reuse systems which can be found on our website at 5. Water Usage Requirements 5a. Water fittings to be installed Please complete the number of water fittings to be installed in each plot. This information should be provided even if you are making application for a new or replacement supply to an existing property, as this information is needed to size your new supply connection. If the water fittings are to be fed via a storage tank, you must complete your required flow rates in litres per second, as this information will be used towards sizing your new supply connection. If the external diameter of your private supply pipe size is larger than 32mm, or is greater than 50 metres in length, it must be hydraulically pressure tested, chlorinated and samples taken for analysis by a UKAS approved laboratory to ensure that the water within it meets standards for drinking water. The sample must also be tested for any residual chlorine level and sample results provided. The pipework must then remain sealed until connection. We require copies of all certificates and the sample analysis report prior to Northumbrian Water scheduling in the connection. If either of these is required please refer to guidance notes: Water Supply (Water Fittings) Regulations 1999 Guidance Note 3 & 4. 11 Individual meters will be installed to measure the water usage of all separately occupied premises. Under Northumbrian Water s metering policy our preferred option is to fit meters externally within the public highway boundary. If it has been agreed that internal meters can be installed within your development, the meter manifolds should be located in an area of common access, i.e. a meter cupboard, enclosure or plant room which should be thermally and mechanically protected in line with the WRAS guidance. A reading device will be installed on each internal manifold to enable the automatic collection of meter readings. 5b. Process water Please complete this section if you will be using water in any manufacturing or production processes. This information is required to assist in sizing your new supply requirements. 5c. Fire protection details To be completed only if you will be installing fire protection. The responsibility for ensuring adequate fire fighting coverage lies with those responsible for the building(s). Northumbrian Water has no obligation to guarantee flows and pressures for fire fighting supplies. For further advice and information about supplies for fire fighting, please contact our New Development team on We also suggest that you contact your local fire service as they do have specific requirements relating to the installation of private fire hydrants 6. Water System Safety The Government has appointed Northumbrian Water Ltd (NWL) as its agent to ensure that the water system for your development complies with the Water Regulations. The Water Supply (Water Fittings) Regulations 1999 are the national requirement for design and installation of water systems. Their primary purpose is to prevent contamination of and waste from the water supply. The premises internal water service must be inspected and signed off for compliance with the Water Supply (Water Fittings) Regulations 1999 before a connection to the water main can be made. This inspection will be carried out by an experienced Water Regulations Officer from NWL s Water Regulations team, and is included within the cost of your connections. When you receive your consent letter, this will explain how to request a water regulations inspection. If the inspection identifies Water Regulations Compliance issues which require rework, Northumbrian Water will need to revisit your site to undertake a re-inspection. It is the legal responsibility of owners, occupiers and installers to comply with the Water Regulations. Continued issues of noncompliance may result in legal action being taken. 7. Declaration Please use the checklist to make sure you have included all the information required, as the quotation will be issued based upon the information you provide in your application. You must also complete the application by signing the declaration. There is a fee for providing a quotation which must be paid at the time of submitting the application form.
