2 Background Gender equity recognized as main driver of change of inclusive development in ADB s strategy 2020; Project Specific Gender Action Plan as key tools used to ensure tangible and explicit attention to gender equality in project design and implementation; In Nepal, ADB promotes gender equality together with social inclusion.

3 ADB s Nepal Country Partnership Strategy ( ) GESI as one of six thematic priorities; Aims at mainstreaming GESI consideration into design, implementation and monitoring of ADB financed operations; Aims to increase number of projects with GESI features; Aims to enhance the capacity of Government.

7 1) Electricity Transmission and Supply Improvement Project GESI Related Activities: Specific Intervention along the TL projects supported under the project via additional technical assistance and Japan Fund for Poverty Reduction Grant. Strengthening technical, organizational, and end user capabilities of women leaders in management of Electricity User Committees (EUCs) Developing women led microenterprises. Strengthening end user capabilities: Awareness raising of communities on use of electricity Subsidizing community contribution to have grid based electricity access along the TL projects supported under the project. GESI Action Plan

8 2) Tanahun Hydropower Project GESI Related Activities Devised a community development strategy and program to ensure followings of women, disadvantaged and socially excluded groups Participatory and meaningful consultation Employment Restoring livelihood Promotion of Self Help Group Microenterprises development training and financial support Rural electrification component directly benefit households in the project area and its neighboring districts. Under Pre Implementation Phase

9 3) SASEC Power System Expansion Project GESI Related Activities Separate GESI Framework has been devised. Involving/consulting women during project design, implementation; Energy Access to 80,000 HH from On grid system with requirement of 50% from Below Poverty Line and Female Headed Households; Energy Access to additional 30,500 HH from off grid system with requirement of at least 33% from female headed households and disadvantaged groups; Awareness on safe use of electricity, livelihood opportunities.

10 3) SASEC Power System Expansion Project GESI Related Activities (Contd..) Engaging women in the construction, O&M of mini grid systems and as customer service providers; Promote productive energy use activities focused on: (a) Reducing women's time burden spent on household tasks, and (b) women led micro enterprise development; Targeted GESI Subsidy for certain segment of beneficiary also do exist in line with Renewable Energy Subsidy Policy.

11 3) SASEC Power System Expansion Project Proposed Smart Grid Intervention and relevance with GESI and Project sustainability Use of smart meters to reduce operation cost in off grid systems though reduced number of operators. Use of excess energy for activities like cooking, water pumping through using features like load limiting, consumer sections/feeder prioritization etc currently under investigation

12 4) Power Transmission and Distribution Efficiency Enhancement Project GESI Related Activities Developing Institutional Capacity of NEA & National Association of Community Electricity Users Nepal (NACEUN) in dealing GESI issues Developing GESI Strategy and Guidelines for NEA; Productive use of clean energy technologies and services by poor and vulnerable households. Capacity development of NEA staff for new energy technology

13 Overall Findings Project GESI Category: Effective Gender Mainstreaming; Difficulties in finding entry point for GESI elements in large infrastructure projects like TL project directly, however undirect intervention also produces encouraging results in beneficiaries life. Off Grid Project offers meaningful GESI intervention than in On Grid Sector; Limited understanding on GESI and Smart Grid Interaction due to new intervention in smart grid in Nepal.
