1 SR 29-Wekiva Parkway / SR Realignment PD&E Stdy Traffic Report Exective Smmary This Traffic Report is an pdate to the SR 29 Wekiva Parkway/SR Realignment Development and Environment PD&E) Stdy Traffic Report dated Janary 2008 Janary 2008 Traffic Report) and the sbseqent report Addendm dated March The traffic forecasts and the analyses reflected in this report are consistent with those in both the Janary 2008 Traffic Report and March 2008 Addendm. This report has been provided based on recent modifications to the Preferred Alternative described in the Janary 2008 Traffic Report. Upon consideration of potential fnding sorces for the Wekiva Parkway project, it was determined that the most likely fnding sorce for the project wold be with toll revenes. As a reslt, this report has been prepared to incorporate a variation of the Preferred Alternative from the Janary 2008 Traffic Report, referred to as the Preferred Alternative with Service Road ncept, in which Wekiva Parkway is a tolled expressway in Orange, Lake and Seminole nties. The Preferred Alternative in the Janary 2008 Traffic Report reflected Wekiva Parkway as a tolled expressway in Orange nty only and as a nontolled expressway in Lake and Seminole nties. This report contains the traffic forecasts and operational analysis associated with the Preferred Alternative with Service Road ncept. Under a joint effort of the Florida Department of Transportation FDOT) and the Orlando-Orange nty Expressway Athority OOCEA), the Wekiva Parkway/SR Realignment PD&E Stdy was initiated to identify the most appropriate roadway alignment for the completion of SR 29 arond the Orlando Area. The PD&E Stdy area inclded northwest Orange nty, east Lake nty and west Seminole nty in Central Florida. With the crossing of environmentally sensitive lands a specific concern for both the SR 29-Wekiva Parkway Wekiva Parkway) and the SR Realignment projects, the final roadway alignments serve the commnity needs while minimizing social and environmental impacts. The for main goals of the Wekiva Parkway and SR Realignment projects were: Improve regional connectivity by completing the Western Beltway and providing a safe, high capacity east-west travel facility Meet increased travel demand from poplation growth in an environmentally sensitive and compatible manner Address traffic congestion and safety isses along the SR east-west corridor and the US 1 north-soth corridor Accomplish the objectives expressed in State legislation, Exective Orders, the Wekiva Protection Act, and from the Wekiva River Basin ordinating mmittee that pertain to SR 29 This report is to presents the design traffic volmes and associated operational analyses that were developed as part of the Wekiva Parkway/SR Realignment PD&E Stdy. The ftre year traffic volmes were tilized by the Project Team to assist in the preliminary engineering of the Wekiva Parkway and the SR Realignment project alignments. The traffic analyses also aided in the evalation of the achievement of the project goals. This traffic stdy is focsed on the existing and ftre traffic conditions within the stdy area. No-Bild and Bild Alternatives, developed in coordination with the Project Team, were analyzed to determine ftre traffic conditions. Ftre year traffic conditions were determined for an opening year 2012), mid year 2022), and a design Page i

This traffic stdy otlines the representative Bild Alternatives that were considered throghot the PD&E Stdy and the development of the Preferred Bild Alternative throgh an alternatives analysis. Preferred Alternative with Service Road ncept The Wekiva Parkway/SR Realignment PD&E Stdy reslted in two preferred Bild Alternatives, called the Preferred Alternative and the Preferred Alternative with Service Road ncept. Both Bild Alternatives achieve the project goals that were set at the beginning of the Stdy. However, de to fnding limitations, the Preferred Alternative with Service Road ncept is considered to be the most cost feasible. Therefore, the Preferred Alternative with Service Road ncept is now considered to be the Preferred Bild Alternative. The Preferred Alternative with Service Road ncept assmes Wekiva Parkway is a tolled expressway in Orange, Lake and Seminole nties. The Preferred Alternative with Service Road ncept also provides access the existing properties and land ses along the project corridors via a non-tolled service road located along the north side of the Wekiva Parkway alignment in lie of the two local access interchanges as proposed in the Preferred Alternative. The proposed alignment for the Wekiva Parkway and SR Realignment SR Bypass) projects in the Preferred Alternative with Service Road ncept is shown in Figre E-1. Wekiva Parkway is the proposed expressway extension of SR 29. The Wekiva Parkway project begins at the planned termins of SR 1/SR 29 John Land Apopka Expressway) at an interchange with US 1 in Orange nty in the vicinity of CR 3 Plymoth Sorrento Road). From this interchange, the preferred Wekiva Parkway alignment extends to the north along an alignment jst to the west of Plymoth Sorrento Road. In the Preferred Alternative with Service Road ncept, the local access interchange in Orange nty is located at Kelly Park Road jst to the west of Plymoth-Sorrento Road. The Orange nty portion of Wekiva Parkway is proposed as a for-lane limited access tolled expressway. Axiliary lanes will be provided north of the Kelly Park Road interchange extending to a systems interchange with the SR Bypass near the Orange/Lake nty Line. From the systems interchange with the SR Bypass near the Orange/Lake nty Line, Wekiva Parkway extends east and northeast into Lake nty to the existing SR corridor. In east Lake nty, Wekiva Parkway is proposed as a replacement to the existing SR between Mont Plymoth and the Wekiva River. As part of the Wekiva Parkway project, CR A is expected to be realigned to connect to SR approximately for miles west of its crrent termins. In the Preferred Alternative with Service Road ncept, local access to properties and neighborhoods along the existing corridor in east Lake nty will be provided via one local access interchange in the Neighborhood Lakes area. In Lake nty, Wekiva Parkway is proposed to be a for-lane limited access tolled expressway from the Orange nty Line to the Neighborhood Lakes interchange. From the Neighborhood Lakes interchange to the Seminole nty Line it is a six-lane limited access tolled expressway. Local access to properties along the existing SR and CR A corridors in east Lake nty will be provided via a two lane service road that will be constrcted on the north side of the tolled expressway. 4 SR 29-Wekiva Parkway / SR Realignment PD&E Stdy Traffic Report The SR Bypass provides a connection from SR to the east of Mont Dora with the Wekiva Parkway. This project begins at the US 1/SR interchange in Lake nty and extends to the east along the existing SR corridor. As part of the SR Bypass project, the US 1/SR interchange is proposed to be rebilt as a signalized intersection with direct ramps between US 1 to the north of the interchange to SR east of the interchange to accommodate the shift in traffic patterns de to Wekiva Parkway. Near Rond Lake Road, the project trns sotheast into Orange nty to a systems interchange with Wekiva Parkway. This project consists of a six-lane divided controlled access roadway along the existing alignment of SR from US 1 to the vicinity of Rond Lake Road. From east of Rond Lake Road to Wekiva Parkway, the project is expected to be a for-lane limited access facility. In Seminole nty, Wekiva Parkway is a six-lane limited access tolled expressway in the Preferred Alternative with Service Road ncept. Upon crossing the Wekiva River into Seminole nty, the expressway contines east to a connection with I- at the existing I-/SR 1 interchange. In general, the preferred alignment of Wekiva Parkway within Seminole nty is within the SR corridor to the west of Orange Bolevard and along a new alignment between Orange Bolevard and I-. Local access to and from Wekiva Parkway within the SR corridor is provided via one-way frontage roads. The frontage road system in both Bild Alternatives is located generally between the Wekiva River and Orange Bolevard, where Wekiva Parkway leaves the SR corridor to connect to I- at SR 1. Wekiva Parkway has a local access interchange with International Parkway in addition to its systems interchange with I- at SR 1. Under the Preferred Alternative with Service Road ncept, traffic from International Parkway wold not be able to access I- via Wekiva Parkway. A toll strctre concept was developed for Wekiva Parkway in the Preferred Alternative with Service Road ncept. These toll rates are preliminary and were developed for se in spport of the PD&E Stdy. These toll rates may be modified in later phases of the project. Stdy Reslts The Wekiva Parkway and SR Bypass project preferred alignments achieve the project goals set at the beginning of the PD&E Stdy. These projects will provide the transportation capacity needed to accommodate the projected poplation growth in northwest Orange nty, east Lake nty and west Seminole nty. The Wekiva Parkway will complete the beltway arond the Orlando area and the SR Bypass will connect US 1 near Mont Dora to the Wekiva Parkway. The final preferred project alignments reflect the desire to minimize the environmental and social impacts within the stdy area. Table E.1 illstrates the level of service LOS) of the Preferred Alternative with Service Road ncept for the Wekiva Parkway and SR Bypass projects, as well as, the impact that the projects have on the LOS on varios stdy area roadway segments. The roadway segments shown in Table E.1 inclde state roads and other major roadway segments that experience significant LOS changes in the Preferred Alternative with Service Road ncept. As shown in this docment, the Wekiva Parkway and the SR Bypass projects operate nder an acceptable level of service LOS) in the opening year 2012), the mid year 2022) and the design year ). Page iv

5 SR 29-Wekiva Parkway / SR Realignment PD&E Stdy Traffic Report In addition, the diversion of traffic to the Wekiva Parkway alleviates traffic congestion on many parallel north-soth and east-west local facilities within the portions of Orange, Lake and Seminole nties in the stdy area. In Orange nty, the Wekiva Parkway will relieve traffic congestion along US 1 northwest of Apopka. It will also relieve the north-soth traffic demand along Rond Lake Road and Plymoth Sorrento Road. In Lake nty, the Wekiva Parkway and SR Bypass projects provide a high capacity east-west facility between the Mont Dora area and Seminole nty. These facilities also reslt in the diversion of throgh traffic off of the existing SR throgh the towns of Mont Plymoth and Sorrento. In Seminole nty, the Wekiva Parkway connection to I- at SR 1 provides a direct connection for the major east-west travel movement between Wekiva Parkway and SR 1. The diversion of traffic from SR to Wekiva Parkway in Seminole nty reslts in a significant improvement in the operating conditions of SR in the vicinity of the I-/SR interchange. Page v
