6 THE SCOTTISH CONTEXT The Scottish Government renewable energy target - to generate the equivalent of 100% of Scotland s electricity demand from renewable sources by 2020 Economic strategy to work towards further social equality and the reduction in fuel poverty Climate Change (Scotland) Act legally binding carbon reduction targets STA Scotland launched in March

7 EESSH - AN INTRODUCTION EESSH was launched in March 2014 It was developed to improve the energy efficiency of Scotland s social housing stock EESSH sets a single minimum Energy Efficiency (EE) rating for Social Landlords to achieve The minimum rating varies depending on the dwelling type and the fuel type used to heat it Must be achieved by 31 st December 2020

9 EESSH - AN INTRODUCTION The standard does not prescribe a particular measure A set of Reasonable Measures are highlighted as they provide a good balance of benefits and cost EESSH will mean that no social property will be lower than a C or D energy efficiency rating Resulting in warmer homes, lower fuel consumption, lower fuel bills and less tenants in fuel poverty Projected benefit of around 127million p/a to social tenants

10 EESSH - AN INTRODUCTION Social housing is already significantly more energy efficient than private rented or owner occupied homes On basis of SHQS compliance 64% of homes already meet EESSH as at 1 st April 2015 This leaves 218,000 homes The Scottish Government have estimated the cost of achieving EESSH to be 900million
