The purpose of this document is to serve as an addendum to the Phase I Environmental Site Assessment conducted by Newkirk Environmental, Inc. on the Southern Rail tract in Dorchester County, South Carolina (report dated 7 April 2009). Based on available information obtained from the South Carolina Department of Health and Environmental Control (SCDHEC), a recognized environmental condition, as defined by ASTM Standard E , was identified in the referenced Phase I Environmental Site Assessment (Phase 1). Information obtained during the Phase I indicated the adjacent Carters Fast Stop 3 contained several underground storage tanks (USTs), an inactive leaking underground storage tank (LUST) and two active LUSTs with significant ground water contamination. On 8 April 2009, Newkirk Environmental, Inc. was informed that the SCDHEC had received results from the Tier 1 Assessment. Mr. Joel Padget of the SCDHEC stated that the Tier 1 Assessment reported high concentrations of petroleum constituents in the ground water with potential existence of free product, and a nearby public water supply well was identified as a potential receptor. Mr. Padget reported the ground water flow at the site to be southeast; relatively towards the project site. Post Office Box 746, Mt. 2 Phase II Environmental Site Assessment Southern Rail Dr. Dyer 9 June 2009 Page 2 of 3 Cypress Bay Water Systems, LLC (Cypress Bay) was contracted to conduct sampling and analysis for the presence of petroleum constituents in an effort to identify potential contamination within the project site originating from Carters Fast Stop 3. On 26 May 2009, Cypress Bay mobilized to collect ground water samples from four (4) previously proposed and permitted temporary monitoring well locations along the northern boundary of the project site adjacent to Carters Fast Stop 3. Ground water samples collected during the on-site activities were shipped to (Pace Analytical) later that day for analysis of volatile and semi-volatile compounds, and 1,2- dibromoethane. The procedures and results of activities conducted by Cypress Bay and Pace Analytical are included as an enclosure with this document. According to results discussed in the enclosed report, petroleum constituents were identified in the ground water samples taken from the project site by Cypress Bay. The concentrations reported by Pace Analytical were below Risk-Based Screening Levels (RBSL) 1 enforced by the SCDHEC. It is not typical procedure for the SCDHEC to require remediation for contaminant concentrations less than RBSLs. However, due to the fact the presence of petroleum constituents was confirmed within the project site, the Carters Fast Stop 3 site continues to represent a recognized environmental condition to the Southern Rail project site. Although analytical results obtained during this investigation did not indicate concentrations above RBSLs, there is no certainty that additional migration will not occur and influence a larger plume area or higher concentrations of petroleum contamination within the project site boundary at a later time. According to Mr. Joel Padget of the SCDHEC, Tier 2 Assessment activities, which will include a complete (vertical and horizontal) definition of the contamination plume originating from Carters Fast Stop 3, will last approximately 4-5 months. Although the SCDHEC may communicate with the project site owner for property access during Tier 2 Assessment activities, Newkirk Environmental, Inc. recommends continuous communication with the Department in order to stay abreast of current conditions associated with the two sites. If, following Tier 2 Assessment activities, petroleum constituents identified within the project site remain below RBSLs, the SCDHEC may not require on-site remediation. According to Mr. Padgett, the owner/operator of the source facility is ultimately responsible for remediation to a point where no threat exists to human or environmental health. 1 Risk-Based Screening Level (RBSL) is the risk based action level for a chemical of concern (CoC) based on a 10-6 target risk. RBSLs are not site-specific. The RBSLs for CoC in ground water are based upon the maximum contaminant levels (MCL) or Health Advisory concentrations, published in the Environmental Protection Agency s Drinking Water Regulations. 3 Phase II Environmental Site Assessment Southern Rail Dr. Dyer 9 June 2009 Page 3 of 3 In closing, based on Phase II Environmental Site Assessment activities conducted by Cypress Bay and Pace Analytical, constituents indicative of petroleum contamination were identified within the Southern Rail project site. Based on these findings, Newkirk Environmental, Inc. considers the adjacent Carters Fast Stop 3 facility to represent a recognized environmental condition to the project site. More specifically, the recognized environmental condition is further described as ground water contamination present within the project site most likely resulting from LUSTs and significant ground water contamination previously confirmed at the adjacent Carters Fast Stop 3 facility. Pleasant, SC Dear Mr. Goins, This letter serves as a summary of the filed activities performed for you at TMS # in Summerville, SC. At your request, KLM Environmental obtained a permit from the South Carolina Department of Health and Environmental Control to install four temporary borings to collect water samples at the subject property, which is located across from the Carter s Fast Stop (SCDHECF UST ID # 10696). After approval of our request by the SCDHEC, groundwater samples were collected at the site on May 26 th, 2009 and analyzed for volatiles using EPA Method 8260, semivolatiles using EPA Method 8270, and 1,2 Dibromoethane (EDB) by EPA Method Samples were collected in the locations indicated on the attached map. A Geoprobe TM direct push sampling rig was used to install GP-2 and GP-4 to a depth of 12 feet below land surface. In the areas of GP- 1 and GP-3 a Geoprobe TM could not be used to collect the samples as proposed due to a large drainage ditch and low wet area in the vicinity of the sampling locations. At these locations, Cypress Bay installed two hand auger points to eight feet and installed a temporary screen after intersecting the water table. All of the temporary wells were developed utilizing a peristaltic pump. Following development the samples were collected utilizing a peristaltic pump and decanted into laboratory supplied containers for analysis. The analytical data and chain of custody are provided as an attachment. Well installation logs are also provided as an attachment for each point installed. Results from the analysis do not indicate contamination above the federal or state action level for the contaminants detected. The contaminants detected are consistent with gasoline type contamination, but were detected at less than the action level set by federal and state regulatory agencies. A table is included showing the results of the sampling along with the Risk Based Screening Levels (RBSLs) enforced by the South Carolina Department of Health and Environmental Control. Cypress Bay will forward a copy of this report to the SCDHEC Bureau of Water per the requirements in the temporary well installation permit.
