E. 19 (Environmental Protection Act) for approval of: A facility manufacturing visual communication systems and furniture for business conference and training environments, consisting of the following processes and equipment: Wood Shop - one (1) baghouse dust collector used to control emissions from woodworking operations (including routing, cutting and sanding), having 4.8:1 air to cloth ratio, discharging to the air at a maximum volumetric flow rate of 5.66 cubic metres per second through a stack, identified as source EXT-1, having an exit diameter of 0.69 metre, extending one (1) baghouse dust collector used to control emissions from woodworking operations (including routing, cutting and sanding), having 10.8:1 air to cloth ratio, discharging to the air in the summer (exhausting back into the plant in the winter) at a maximum volumetric flow rate of cubic metres per second through a stack, identified as source EXT-3, having an exit diameter of 0.84 metre, extending 11.8 Lamination Lines - one (1) rear draught spray booth used for the application of urethane adhesive at a maximum rate of 3.6 litres per hour, equipped with 3.1 square metres of dry type paint arrestor filters, discharging to the air at a maximum volumetric flow rate of 1.29 cubic metres per second through a stack, identified as source ES-1, having an exit diameter of 0.61 metre, extending 2.7 metres above the roof and one (1) rear draught spray booth used for the application of urethane adhesive at a maximum rate of 3.6 litres per hour, equipped with 3.1 square metres of dry type paint arrestor filters, discharging to the air at a maximum volumetric flow rate of 1.75 cubic metres per second through a stack, identified as source ES-2, having an exit diameter of 0.61 metre, extending 2.7 metres above the roof and use of methylene chloride for equipment cleaning;

2 Spray Finishing Lines - one (1) paint spray booth (auto booth) used for the application of water based coatings at a maximum rate of 0.5 litres per hour, equipped with 6.1 square metres of dry type paint arrestor filters, discharging to the air at a maximum volumetric flow rate of 6.4 cubic metres per second through a stack, identified as source ES-3, having an exit diameter of 0.61 metre, extending 2.5 metres above the roof and one (1) paint spray booth (binks booth) used for the application of solvent based coatings at a total maximum rate of 1.9 litres per hour for Finish A, 4.0 litres per hour for Finish B or 1.5 litres per hour for Finish C, equipped with 8.6 square metres of dry type paint arrestor filters, discharging to the air at a maximum volumetric flow rate of 7.23 cubic metres per second through a stack, identified as source ES-4, having an exit diameter of 1.07 metres, extending 7.6 metres above the roof and 15.2 metres Venjakob Line - one (1) baghouse dust collector used to control emissions from the sanding operations, having 13.7:1 air to cloth ratio, discharging to the air at a maximum volumetric flow rate of 2.07 cubic metres per second through a stack, identified as source EXT-2, having an exit diameter of 0.69 metre, extending one (1) exhaust system serving the hot water heated preheat section, discharging to the air at a maximum volumetric flow rate of 1.19 cubic metres per second through a stack, identified as source ES-14, having an exit diameter of 0.26 metre, extending 2.9 metres above the roof and 10.0 metres - one (1) water washed spray booth used for the application of solvent based coatings at a maximum rate of 15 litres per hour, discharging to the air at a maximum volumetric flow rate of 2.78 cubic metres per second through a stack, identified as source ES-13, having an exit diameter of 0.41 metre, extending 10.7 metres above the roof and one (1) exhaust system serving the flash off tunnel, discharging to the air at a maximum volumetric flow rate of 1.11 cubic metres per second through a stack, identified as source ES-12, having an exit diameter of 0.26 metre, extending 10.7 metres above the roof and one (1) exhaust system serving the jet cooling tunnel, discharging to the air at a maximum volumetric flow rate of 0.28 cubic metres per second through a stack, identified as source ES-6, having an exit diameter of 0.13 metre, extending 3.1 metres above the roof and 10.7 Stain Application - one (1) rear draught spray booth used for the application of adhesive at a maximum rate of 0.3 litres per hour, equipped with 5.3 square metres of dry type paint arrestor filters, discharging to the air at a maximum volumetric flow rate of 2.64 cubic metres per second through a stack, identified as source ES-15, having an exit diameter of 0.76 metre, extending 2.7 metres above the roof and 10.3 metres - one (1) rear draught spray booth used for the application of stain at a maximum rate of 0.3 litres per hour, equipped with one (1) natural gas fired air make up unit having a maximum thermal input of 2,321,000 kilojoules per hour and 5.3 square metres of dry type paint arrestor filters, discharging to the air at a maximum volumetric flow rate of 2.33 cubic metres per second through a stack, identified as source ES-17, having an exit diameter of 0.76 metre, extending 2.7 metres above the roof and 10.3

3 - one (1) small rear draught spray booth (colour match booth), equipped with 0.7 square metres of dry type paint arrestor filters, discharging to the air at a maximum volumetric flow rate of 0.20 cubic metre per second through a stack, identified as source ES-16, having an exit diameter of 0.30 metre, extending 2.7 metres above the roof and 10.3 Supporting Equipment - two (2) natural gas fired process boilers having an aggregate thermal input of 1,350,000 kilojoules per hour, discharging o the air through dedicated stacks; all in accordance with the Application for Environmental Compliance Approval submitted by Egan Visual Inc., dated January 31, 2012 and signed by James Long, Technical Director, and all supporting information prepared by Envirotest Inc., including the additional information provided by Malcolm Morris, Envirotest Inc., dated December 10, For the purpose of this environmental compliance approval, the following definitions apply: 1. "Approval" means this Environmental Compliance Approval, including the application and supporting documentation listed above; 2. "Company" means Egan Visual Inc., that is responsible for the construction or operation of the Facility and includes any successors and assigns; 3. "EPA" means the Environmental Protection Act, R.S.O. 1990, c.e.19, as amended; 4. "Equipment" means the baghouse dust collectors and the spray booths described in the Company's application, this Approval and in the supporting documentation submitted with the application, to the extent approved by this Approval; 5. "Facility" means the entire operation located on the property where the Equipment is located; 6. "Manual" means a document or a set of documents that provide written instructions to staff of the Company; 7. "Ministry" means the ministry of the government of Ontario responsible for the EPA and includes all officials, employees or other persons acting on its behalf; 8. "Publication NPC-205" means the Ministry Publication NPC-205, "Sound Level Limits for Stationary Sources in Class 1 & 2 Areas (Urban)", October, 1995 as amended; and 9. "Publication NPC-232" means the Ministry Publication NPC-232, "Sound Level Limits for Stationary Sources in Class 3 Areas (Rural)", October, 1995 as amended. You are hereby notified that this environmental compliance approval is issued to you subject to the terms and conditions outlined below: TERMS AND CONDITIONS 1. The Company shall ensure that the Equipment is properly operated and maintained at all times. The Company shall: (1) prepare, not later than three (3) months after the date of this Approval, and update as necessary, a Manual outlining the operating procedures and a maintenance program for the Equipment, including:

4 (a) routine operating and maintenance procedures in accordance with good engineering practices and as recommended by the Equipment suppliers; (b) emergency procedures; (c) procedures for any record keeping activities relating to operation and maintenance of the Equipment; (d) all appropriate measures to minimize noise and odorous emissions from all potential sources; and (e) the frequency of inspection and replacement of the filter material in the Equipment; (2) implement the recommendations of the Manual; and (3) retain, for a minimum of two (2) years from the date of their creation, all records on the maintenance, repair and inspection of the Equipment, and make these records available for review by staff of the Ministry upon request. 2. The Company shall, at all times, ensure that the noise emissions from the Facility comply with the limits set out in Ministry Publication NPC-205 or Publication NPC-232, as applicable. The reasons for the imposition of these terms and conditions are as follows: 1. Condition No. 1 is included to emphasize that the Equipment must be maintained and operated according to a procedure that will result in compliance with the EPA, the Regulations and this Approval. In addition, the Company is required to keep records and to provide information to staff of the Ministry so that compliance with the EPA, the Regulations and this Approval can be verified. 2. Condition No. 2 is included to provide the minimum performance requirements considered necessary to prevent an adverse effect resulting from the operation of the Facility. Upon issuance of the environmental compliance approval, I hereby revoke Approval No(s). 8/300/246/82/826, 8/300/656/87/876, 8/300/088/89/896, 8/300/110/89/896, , and issued on September 17, 1982, January 12, 1988, June 21, 1989, August 16, 1989, May 6, 1996, May 10, 1996 and April 10, 1997, respectively. In accordance with Section 139 of the Environmental Protection Act, you may by written Notice served upon me, the Environmental Review Tribunal and in accordance with Section 47 of the Environmental Bill of Rights, 1993, S.O. 1993, c. 28 (Environmental Bill of Rights), the Environmental Commissioner, within 15 days after receipt of this Notice, require a hearing by the Tribunal. The Environmental Commissioner will place notice of your appeal on the Environmental Registry. Section 142 of the Environmental Protection Act provides that the Notice requiring the hearing shall state: 1. The portions of the environmental compliance approval or each term or condition in the environmental compliance approval in respect of which the hearing is required, and; 2. The grounds on which you intend to rely at the hearing in relation to each portion appealed.

5 Pursuant to subsection 139(3) of the Environmental Protection Act, a hearing may not be required with respect to any terms and conditions in this environmental compliance approval, if the terms and conditions are substantially the same as those contained in an approval that is amended or revoked by this environmental compliance approval. The Notice should also include: 3. The name of the appellant; 4. The address of the appellant; 5. The environmental compliance approval number; 6. The date of the environmental compliance approval; 7. The name of the Director, and; 8. The municipality or municipalities within which the project is to be engaged in. And the Notice should be signed and dated by the appellant.
