19 Wastewater Treatment Plant Improvement Program Rensselaer County, New York Waste Water Treatment District Existing Problems Solution No anaerobic digester capacity to meet anticipated growth in the County and diverted flow from the East Greenbush treatment plant. Landfill for pressed sludge at capacity and a need to reduce the volume of processed sludge material to absolute minimum to reduce or eliminate disposal costs Odor control and other antiquated controls system Rapidly increasing Additional Factors electric rates County under great pressure to reduce processed sludge volume quickly as the off site disposal costs are extremely expensive. County government wishes to provide benefit to local farmers derived from the investment in Plant improvements Regeneron Pharmaceuticals expansion issue Restricted Siemens AG 2013 All rights reserved. Page Program approach with private partners Deactivation of sludge processing. Construction of higher capacity digesters constructed in 2 phases Installation of a Belt Dryer to process sludge to 90-95% moisture content resulting in a Class A bio-solid suitable as bulk applied agriculture fertilizer (First in the USA) New boiler, chiller, unit heaters, lighting and controls to reduce energy usage. Benefits Once third phase is complete, plant will meet estimated expansion needs Project offsets otherwise projected landfill costs of $2M/ year and additional utility costs of $1M/ year. Includes additional waste from Regeneron thus saving and adding jobs. Siemens
