The main purpse f this meeting was t discuss implementatin f the Basin Plan amendments adpted in June, BACKGROUND Central Valley Salinity Alternatives fr Lng-Term Sustainability (CV SALTS) is a cllabrative stakehlder driven and managed prgram t develp sustainable salinity and nitrate management planning fr the Central Valley. CV-SALTS basin plan amendment Patrick Palupa reviewed the main cmments, which were frm EJ, CUWA and City f Sacrament. There were n new cmments, nly reiteratins f cmments frm past cmment perids. Prgram implementatin planning Appendices I and J frm the Regin 5 Bard staff reprt that describe implementatin f the salt and nitrate prgrams (with examples) were reviewed. Grant funded RFQ and selectin cmmittee An RFQ t slicit cnsultants fr the P&O study, management zne assistance, and public utreach was develped fr discussin and review. Members f the cmmittee vlunteered t be n the selectin cmmittee. P&O study scping and fee framewrk A link t the presentatin is in the agenda, and includes a cnceptual budget fr $15M ver 10 years, t be funded by permittees. SAMP Wrkplan and CV-GMC (Grundwater Mnitring Cllabrative) Crdinatin A mechanism t crdinate SAMP planning, sampling and database management was discussed, with the intent t avid duplicative effrts. PEOC fall wrkshp planning A draft wrkplan fr utreach events this fall, including tw meetings that present high-level infrmatin abut CV-SALTS was presented fr review and discussin. 3 Patrick expressed frustratin with State Bard because they are nt accepting the limited MUN staff reprt that the Reginal Bard develped. They did nt attend this meeting t update the cmmittee n the status. Department f Water Quality is the lead agency n this item. Department f Drinking Water plicy des nt supprt, as interpreted. DeeDee was recused. Felicia is main skeptic f this prgram. Drinking water plicy is stpping recycled water usage, especially during/after the drught. Surce f drinking water plicy culd be reinvestigated. Wrst case is that we mve frward with the particular dedesignatins, and nt mve frward the limited MUN plicy. This wuld prevent many recycled water prjects because the ag canals are used fr this and the best way t get recycled water t ag lands. Issue fr state bard is whether/hw t apply statewide, but Regin 5 just wants t get I passed fr Regin 5, because they have already dne all the technical/plicy wrk t make it happen. Fr example, Santa Ana Regin has a limited aquatic life beneficial use, and there is still sme discussin abut whether that shuld have been an ptin fr all reginal bards t implement. S, if Central Valley (Regin 5) wants t implement, State Bard wants t be able t make it wrk fr ther bards, which is gd fr them, but nt great fr Regin 5, wh has dne all the wrk t mve it frward, and is nw being held up by the State Bard wndering abut hw t implement in ther regins. Present interpretatin drinking water plicy desn t allw dedesignatin CV-SALTS basin plan amendment Three critical cmments (see link t cmments in agenda) sme cmments were likely misunderstandings. All will be respnded t in writing. EJ Cmmunity Water Center leadership cuncil; many were supprtive. Debi Ores reiteratin f past cmments; n new cmments frm CWC. Main cmments were: reasnable/feasible/practicable language is t vague and undefined; restratin gal is nt addressed adequately; n testing requirement assciated with Gal 1 (prviding safe drinking water), s sme f these cmmunities wn t be identified MZs shuld be testing water f cmmunities within their bundaries; als related t Gal 1, fr cmmunities with high water rates and/r using blended water (because f nitrate cntaminatin), there is language that they can petitin t get their water cleaned up, but nt clarified/strng enugh making them whle thrugh CV-SALTS. ffsets shuld be defined differently crps may have t be changed respnse t cmments will be ut in a few mnths (reginal bard writes them and state bard reviews them befre they are sent ut) City f Sacrament reiterated cmments frm past; n new cmments 3

Examples include thse fr calitins, cmmdity rganizatins under a general rder, etc. Grant Funded RFQ and selectin cmmittee Daniel Czad reviewed the RFQ, which has three parts t the scpe P&O study implementatin, management zne assistance, and utreach. Applicants can apply t ne, tw r all three tasks f the scpe. Peple vlunteered fr selectin cmmittee Schedule is included in RFQ, with distributin by 7/30/2018, submissins due 8/28/2018, and an executed agreement by 10/25/2018. P&O Study Scping and Fee Framewrk See link t presentatin in agenda Daniel Czad reviewed prpsed fee framewrk, including hw t cllect funding frm permittees. Sme permittees are already invlved, but sme are nt. Presented preliminary/cnceptual annual budget fr $15M prject ver 10-ish years SAMP Wrkplan and CV-GMC Crdinatin (Central Valley Grundwater Mnitring Cllabrative) Richard Meyerhff and David Cry discussed develping the SAMP Wrkplan, s that mnitring that is already ccurring is incrprated t minimize duplicated effrts. Cllabratin is desired between permittees s that ther effrts, such as reprting, database mgmt., etc. t minimize effrts. Such an effrt culd als synthesize data frm different sectrs t help with trend analysis, etc. SAMP is fr bth grundwater and surface water, but CV-GMC nly addresses nitrate in grundwater. PEOC fall wrkshp planning (included in agenda package) Nicle Bell presented a draft wrkplan fr utreach events this fall, including tw meetings (Tulare and Mdest) that present high-level infrmatin abut CV-SALTS. There was discussin abut hw many cnstituents wuld be expected t attend, t facilitate venue planning. Cmmittee members were unsure abut hw many wuld attend, given the brad audience that wuld be invited. There was als discussin abut what kind f infrmatin shuld be presented at the meetings. Fr example, shuld specific infrmatin be presented t a specific target grup, r shuld general infrmatin be presented t a brad grup? The PEOC cmmittee plans t invite GSAs t allw fr ptential crdinatin. 4

5 The purpse f inviting a brad spectrum f permittees wuld be t prmte the idea that crdinatin between different sectrs (ag, il, GSAs, cities, POTWs) is necessary and beneficial in implementing CV-SALTS prgrams. The executive cmmittee agreed n a general apprach f ging ahead with the tw utreach events in the draft wrkplan, with the intent t present general, high-level infrmatin abut CV-SALTS. After these events are held and the cmmittee knws mre abut wh wants t attend and what kind f infrmatin they want, mre utreach events can be planned. 5
